Our Commentary on the Fraudulent Kidnapping Stats – We Were Right To Help Get Jack Harris Fired for Lying. Cavasos Did the Right Thing - For Once!

The OIG recently came back with their findings.  After a year plus process and investigation, results showed we were right!   Ultimately the Phoenix PD were able to scrape up enough “kidnapping stats” to meet their original claim of 358, but of the original 358, the OIG only found 195 to be “kidnapping” reports.  AZ PLEA said it best – 195 equates to 54% and 54% in anyone’s book is a FAILURE. 

The fact still remains, former mayor Phil OxyGordon and former and fired chief Jack Ass Harris lied before Congress with the far-fetched claim that almost every night in 2008, someone was kidnapped and being held for ransom in Phoenix.

“People are being tortured. People are being kidnapped. Almost every night, Phoenix police will get one or more calls, with variations…my wife is being held in a Phoenix drop house and they say they will torture and kill her if we don't pay them thousands of dollars.'  The response to that kind of call is incredibly labor intensive.”

This was a flat our lie and somewhere Harris’ and Gordon’s pants are catching on fire.  Almost every night, there was not a ransom kidnapping in Phoenix in 2008.  By our estimates, there may have been 40-50 that year.

How is this possible?  How can they "create" kidnapping police reports?  It’s simple.  People forget that there are different kidnapping offenses under Title 13 (Arizona Criminal Statutes).
1.  Kidnapping (13-1304),
                 A. Unlawful imprisonment (13-1303)
                 B. Custodial interference (13-1302)
                 C. Trafficking of persons (13-1308)
                 D. Access interference (13-1305)
                 E. Unlawfully obtaining labor or services (13-1306)
                 F. Sex trafficking (13-1307)

 So if someone is late dropping of their kid and their dumb cunt ex-wife calls the police? 

That’s kidnapping.

Those docs were probably kidnapped too and unfortunately any street cop can miscategorise any police report as a kidnapping report.


It’s very easy after the investigation began for the Phoenix PD to go back, re-evaluate their police reports and “pad” more to fall under 13-1304 Kidnapping.  

It’s like being audited by the IRS. 

By way of example, if you claimed on a tax return that you had $20K in medical deductions you will probably get an audit by the IRS.  After your initial sit-down with the IRS they will give you time to go back and “find” the deficit or receipts (proof) that prove the 20K in deductions. 

This is exactly what happened with the kidnapping stats. 

The original 358 did not meet the criteria of kidnapping (only 195 did) so a lie is still a lie, but the Phoenix PD were able to go back and “find” DRs from 2008 that added up to the original claim of 358. 

So technically -yes- there were 358 DRs that were labelled as kidnapping stats per AZ 13-1304, but rest assured there were not 358 ransom kidnappings in 2008 and we are not the kidnapping capital of the world behind Mexico City as Murray Andy Anderson claimed.    The description and deception used by Gordon and Harris before Congress; it never happened in Phoenix in 2008.  Almost every night in 2008, there simply were not ransom kidnappings by drug cartels or anyone else.

So the question remains – Were they purposefully deceptive? 

Of course they were, at least we think so.
 
They will try to blame the street cops for misidentifying or miscategorising police reports – but ultimately those cops work for the Phoenix PD administration and ultimately worked for Jack Ass Harris.  Jack was responsible and accountable and it was right for David Cavasos to fire him.  While the Phoenix PD will position this as some sort of vindication, the truth remains that blaming a street cop is not the way to fix this.  The blame and the ones who lied before Congress were Harris and Gordon, with the support of Lauri Burgett.

When the application process began for the grants, someone (Lauri Burgett, Jack Harris and Gordon) had to request, review and submit the application.  Someone had to say, “Hey we had 350+ ransom kidnappings and need money to stop this.” 

How does one prove this?  It’s tough. 

This is where they lied and purposefully positioned it for personal gain.  It turned into one big finger-pointing game and ultimately they blamed the street cop for mislabelling kidnapping reports.  Just take a look at all the post kidnapping projects Lauri Burgett was involved in?  A new car?  A video company?   Trips to England with Jack?  Tens of thousands of dollars in overtime dollars for her personally?  It’s sad the OIG wasn’t smart enough to see this, but did we really think the Federal government was going to indict a Democratic mayor, police chief and a lieutenant on perjury?  It was doubtful because our government has no balls to do what is right.  Just look at what is happening around the world and all the corruption in Congress. 

And to boot - look at the retaliation that was exerted upon Phil Roberts?  Clearly someone was trying to silence him and he struck a nerve with Jack and Burgett.   All Phil did was say the same things we said here and he was demoted, humiliated and chastised for it.  Wow.  That’s a little crazy in our opinion and shows how retaliation is a form of discipline within the Phoenix PD.

So how do we feel about the report?   It’s pretty terse (as terse as the US Government will get) and blames PPD leadership for most of the problems.  Remember – the US Government won’t call them liars, fucktards, assclowns and cunts like we will – but we think they should have launched a criminal investigation.  We still hope Jack Harris rides his Harley without a helmet and crashes into tree, leaving him on a feeding tube and a colostomy bag, and it’s only a matter of time before Phil OxyGordon is pinched with a DUI for all his drug use with his horse-faced girlfriend.  Karma is a mofo – just look at what’s happening with the Tovar family right now.

Ultimately, we got Jack Harris fired and Phil Gordon is sitting at home popping pills and neither can further destroy our city.  We do hope that this was the final nail in Joe Yahner’s coffin and any hope of him becoming a police chief has been killed.

When the Capitol police and other first responders were on the scene for Drenth’s mishap, it was called in as 901Xray (suicide).  Everyone knew this was a suicide, except at the time Jack Harris didn’t want Drenth’s blood on his hands.  Harris had recently  launched another bogus investigation on cops taking pay for overtime, by either leaving jobs early or not showing up at all. In the past, any overtime mishaps simply had officers paying it back with a mere slap on the wrist.

 Don’t believe us?  Look what happened when two cackling worthless cunts named Tracy Montgomery and Sandy Renteria had a minor mis-accounting a few years back – when Jack Harris was an assistant chief and lead the investigation. All they did was pay the difference and get a slap on the wrist with no criminal indictments, news coverage and press releases.

But the Drenth case was different for chief Jack Ass and it was at a time when his integrity was being called into question. Jack Ass Harris was recently busted for lying about kidnapping stats and had recently had an officer named Chrisman murder an unarmed citizen. Chief Jack Ass was responsible for launching an investigator into Drenth and his buddies, and was desperate to deflect his bad PR to his subordinate and the South Mountain precinct.  What better way than to show he was “tough on cops”  and launch a fraud investigation into South Mountain – all for a couple of grand in overtime dollars. We spent so much more than this on the subsequent funeral and year-long investigation.

This is the first time EVER that a cop ANYWHERE was lauded and commended for his heroism with a fancy funeral and city dignitaries, for a suicide.

 Think about the tax payer dollars spent on a funeral, the overtime, the gas, the traffic, and a year-long investigation with subpoenas of DNA on something we all knew – that Drenth off’d himself with a shotgun. $100,000? $150,000? $200,000? $500,000? How many more jobs could we have filled with those dollars working real crimes and still have Drenth here with us?

 This was all set up and orchestrated by Jack Harris so he could get a photo of himself, handing a flag to a broken Widow – ironically a Widow he made by launching a meritless investigation on her husband!

...But Lauri Burgett can run and manage the HIKE squad, and still start a production company that video tapes her kidnappings, hoping to make a TV show about it.

Why does the acting police chief Joe Yahner and asst. city manager Ed Zuercher put up with this?

Our last blog mentioned how Phoenix police lieutenant Lauri Burgett lied about the kidnapping stats, but used portions of the $1.7M in grant-federal stimulus dollars to buy herself a car, fund a nice trip to England and give herself a Year-Over-Year raise of 37%.  This allowed her to earn $240,000 in 2010.

Did you know Lauri Burgett also was involved with video company named MONEY DROP PRODUCTIONS LLC with retired cop Sgt.Andy Hill and a videographer? It appears she needed a lot of money and her base pay and overtime weren’t enough! She needed to triple dip with a company that came to Phoenix PD crime scenes to tape of all things – her kidnappings!

It appears when the shit was hitting the fan, these creeps tried to dissolve the company, in December 2010. They opened and closed it fairly quickly (May 24, 2010-December 23, 2010).

Think about it for a second.

Any second job or business a cop is involved with, must be approved by the City Manager and can’t be a conflict of interest. So by way of example for layman out there, a cop can’t write tickets and then own a towing company, or work vice and own a strip club or a liquor store, or be a bail bondsman…or be involved with a kidnapping video company and working the kidnapping unit; then obtain federal grant dollars to fund her kidnapping unit by lying about how many kidnappings occurred in the city of Phoenix in 2008!

But in the regime of Jack Harris conflicts did happen and this is one of them. If you remember Ronnie Snodgrass (who by the way considers himself out of the closest and admitting he's interested in men. Being gay is en vogue and we appreciate the honesty by Ronnie Bear if it is true, but the part that bothers us is Ronnie is the size of a house with a gland issue that leaves him a wet, sweaty mess. We are trying to kill the visual of man sex with Ronnie and can’t stop vomiting in our mouth…), owned a training company with Dan Olsen called Preferred Training Solutions where he notoriously trained cops on company time, and received a handsome stipend. Ronnie was allowed to do this because he for a short time ran the retirement system and cooked Jack Harris’ double dipping retirement deal.

So Lauri Burgett is a Phoenix cop (the first dip), who lied to obtain a federal grant and federal stimulus dollars. She paid herself handsomely (pun intended based on the photos of her…) in the form of overtime wages (her double dip). Then Lauri Burgett was involved in this video company where this video crew along with retired cop Andy Hill would show up at crime scenes to video kidnappings (triple dip) for a yet to be released kidnapping TV show.

Lauri did fill out the proper paperwork, but left it purposefully vague saying she was merely involved in an extracurricular video company. There was no mention of kidnappings or Andy Hill. Of course she didn’t want anyone to know her video company with Andy Hill was taping her kidnappings. Makes sense why she was vehemently defending the kidnapping stats and doing everything possible to throw Phil Roberts under the bus; even with the far-fetched claim that they were Phil’s bad kidnapping numbers. Makes even more sense why she traveled to England on the taxpayer’s dime even after admitting and knowing the kidnapping stats were a fraud.  This travel only padded her curriculum vitae as a resident expert in the field for future videos and future enrichment.

What’s even more unconscionable is Lauri’s husband is Phoenix police Lieutenant Jim Burgett and being that Phoenix is a community property state, was party to her fraud and cover-up. As a cop he has a duty to report malfeasance and corruption, but with his wife earning $240K, plus the enticement of proceeds from this video company; it made Jim awfully quite! You would be a fool to believe that Phoenix police lieutenant Jim Burgett had no clue what his wife was doing and her involvement in a kidnapping video company about her own kidnappings.

Source have told us retired Phoenix police officer Andy Hill would mysterious appear at random kidnappings, telling the cops on the scene that he was authorized to be there per Mayor Phil Gordon, Jack Harris and Lauri Burgett. Lauri Burgett openly and boldly told everyone that she had absolute immunity in the Phoenix PD. She claimed she was friends with Mayor Phil Gordon and even went so far as to show people his cell phone number programmed into her phone.

This video company MONEY DROP PRODUCTIONS LLC was in the process/is in the process of making a documentary type TV show (think of a COPS type TV drama, with Phoenix PD kidnapping slant to it) to sell the TV networks only to reap more financial gain.

It would be interesting to know if Andy Hill really had this authorization by pill popping mayor Phil OxyGordon and former chief Jack Ass Harris. Not to give any credo to OxyGordon or the Jack Ass, but we are pretty certain at best they knew a video company was being worked, but it is doubtful they shared in any financial gain, except obtaining the federal stimulus dollars for the city of Phoenix. Their gain was politically motivated. Lauri’s gain was purely financial and all about greed. Lauri undoubtedly lied and told people that videotaping was authorized from the top and assumed she had absolute immunity because she herself signed off on, and provided the fraudulent data on the stats that OxyGordon and Jack Ass presented to Congress. What better insurance policy could she have?

It should create great pause with each of you that this happened, not withstanding the Office of Inspector General and the Department of Justice investigations - the antics occurring in Phoenix, Arizona. The rot and corruption is systemic. How does one begin to fix this except for an outside intervention and a house cleaning of everyone?

We now have a greater understanding and reasoning why covering up the fraudulent kidnapping stats was so acute and why this lying cunt Phoenix police Lieutenant Laurel Burgett tried to lay blame on Phil Roberts and retaliated against him. Her and her husband’s livelihood was at risk and Phil Roberts was the bump in the road ruining Jim and Lauri Burgett’s big payola! We will venture to guess an audit of the Burgett’s tax return for 2008, 2009, or 2010 has tons on police related write-offs, for MONEY DROP PRODUCTIONS LLC netting them a quadruple dip!

We know this is working its way through the system. The city manager, Dave Cavasos has been informed. Acting chief Joe Yahner knows and PSB has begun an investigation into Lauri Burgett. If she hasn’t already, should be on paid leave soon.

Let’s see if she really has immunity from Phil OxyGordon and what asst. city Manager Ed Zuercher and city manager David Cavasos are doing about this. Think these two spineless pussies will act accordingly and say ENOUGH! It’s doubtful based on their prior inactions.

Since the OIG and DOJ read this blog, they now too know about Lauri Burgett’s antics and video company. We sure hope OIG comes back with an indictment of Lauri Burgett and hauls this unethical snatch away in handcuffs.

After watching the news and the staged press conference one has to wonder....

Ed Zuercher ran the City of Phoenix Integrity Committee when Phil Roberts initially brought forward the fraudulent kidnapping stats in 2009.

Then almost a year later in 2010 when CBS did the initial story (after of course, BadPhoenixCops), Ed Zuercher and David Cavasos sent these letters stating they did their own audit and the fraudulent kidnapping stats were verified by them.  Both these memos are signed (penned) by Ed Zuercher himself.

Isn’t this strike three?  How many audits does it take to figure out they are wrong?  BadPhoenixCops has an audit, PLEA has an audit and ABC Channel 15 did an audit and there weren't 358, nor 258, nor 158 kidnappings in 2008.  This is much more than some "Bean Counting" error and the last person who should be overseeing a new audit is Ed Zuercher. 

At this point, isn't Ed Zuercher tampering with a now federal investigation, and shouldn't we wait to see what the Office of the Inspector General (OIG) has to say?  We wonder how many docs are being destroyed right now by Phil Gordon, Andy Anderson, Jack Harris, Lauri Burgett and the City Manager's office to help with the cover up?

We thought Ed Zuercher already audited these stats and reaffirmed it with these above memos? 

Where are these audits Mr. Zuercher? Why haven't you presented them to anyone?

How many times are we going to put up with this lying douche?  Why don't we just have Jack Ass Harris audit his own stats!?!

We all know the stats were a fraud and Ed Zuercher never audited any kidnapping stats and relied solely on the lies of Jack Ass Harris.  These fucksticks still believe Sean Drenth didn't kill himself because the lying Jack Harris says so. If Jack Harris tells them the Earth is flat will they believe that too?

Ed Zuercher had a fiduciary responsibility to audit these stats and he never did it.  Ed Zuercher couldn’t count to 21 if he stood naked in front of a mirror. David Cavavos has an Integrity Clause in his contract with the city and he just violated that clause.

There’s no plausible deniability with this one. They all knew about the fraud and Ed Zuercher and David Cavasos had a front seat.  They are trying to lay blame solely on the Jack Ass, when they are part of the fraud, the lies and the big cover-up.

We know the OIG and the Department of Justice visit this site and we think that not only did Jack Harris and Lauri Burgett commit fraud, but anyone who was addressed in Phil Robert's memo and ignored him, is a party to it too.

Jack Harris holds Phoenix cops accountable for misstatements, non-statements, misspeaking and other gaffs in speech.  He pulls his own cops into bogus NOIs and criminal investigation for far, far less than lying before Congress and trying to cover up Sean Drenth's suicide. 

So why does Jack Harris think he is not accountable to the same standards?


To add further insult to Jack's criminal behavior, the dipshit Mark Half-wit Hafkey threw an endorsement on behalf of PPSLA for Jack Harris. (Note:  If you are a sergeant or lieutenant in the PPD, please stop paying your dues to send Half-wit, HafKey a message for supporting the lying Jack Ass.  Clearly Hafkey doesn't take your survey or your lack of confidence in Jack Harris to heart and is not representing the wants and needs of PPSLA members.

Let's think of this another way...Phil Roberts has been telling the truth and is a member of PPSLA who has been attacked and demoted and even went on stress leave.  Mark Hafkey won't support his own dues paying union member who has been retaliated against for over a year, but shockingly Hafkey the Half-wit supports the person who has been conducting a smear campaign against one of your own - a PPSLA member!! Isn't leaving early from an off-duty assignment a mistake?   Phil Roberts is still the brunt of four PSB investigations for bring these fraudulent stats to light. Why isn't Jack Harris talking about this?

1) Take away Jack Harris' badge and gun – along with any respect he has remaining


2) Have Jack Ass sit at home on paid leave like many have before him


3) Tell Jack Ass Harris between the hours of 8-4 he must be home, sitting and waiting, on call, and then call him periodically to come downtown at 3:45 to drop off a much needed frivolous item


4) Order him to not call anyone or risk being accused of tampering with the investigation and he may only communicate with his boss, David Cavasos anytime he must leave his residence.


5) Drag out the investigation for 8-10 months


6) Have an outside impartial law enforcement agency conduct the investigation


7) Repeat this process for all assistant chiefs and Lauri “lying cunt whore” Burgett


8) Put Kevin Robinson, Tim Hapmton or another decent honest cop in as the interim chief and have him "right" all the wrongs and injustices under the regime of Jack Ass Harris and Phil OxyGordon. Settle these lawsuits and give these good cops their jobs back!

We have said time-and-again the entire Phoenix PD is in CYA mode (Cover Your Ass) over the fraudulent kidnapping stats chief Jack Ass Harris and mayor Phil OxyGordon presented to Congress. 

If you read our blog regularly, you will know that officer Phil Roberts sent numerous memos to the city which we (and we assume Phil and others), forwarded to the OIG, prompting the current audit and the subsequent criminal investigation.

Officer Roberts brought these fraudulent kidnapping stats to the attention of city manager David Cavasos, assistant city manager Ed Zeurcher and practically everyone in Phoenix city leadership, and it is a well known fact he thought the stats we wrong from jumpstreet.

But what if the person behind the kidnapping stats openly admitted they were inflated? What if they did this on an audio tape in 2010? What if they tried to deflect the blame back to Roberts?

We obtained this recording of Phoenix police lieutenant Lauri Burgett where she admits the stats were inflated. But in a bold and brazen move, she refers to them as “Phil Roberts inflated stats” in an attempt to lay blame elsewhere. Remember what we mentioned about CYA?

So if Lauri Burgett knew the stats were wrong for so long (at least when Phil and she were working together back in 2009 as this recording demonstrates), why wouldn’t she call mayor Phil on his cell phone or tell chief Jack Ass before they went to England?

Lauri Burgett was grand standing for both Gordon and Harris so they could fraudulently obtain federal stimulus dollars for Phoenix - dollars which Burgett herself would have personally gained in overtime compensation.

It’s checkmate for chief of police Jack Ass Harris. We see no way he and mayor Phil Gordon can get out of this lie.  We can't wait to see this arrogant bumbling prick in handcuffs.

The city of Phoenix is doing their best to put up some great “spin” in justifying their fraudulent kidnapping stats for 2008. They made up these stats and never expected anyone to call them out and investigate their validity.

What they can’t deny is the testimony of Jack Harris, Phil Gordon, their application for federal funds and the fact that they don’t have 358 DRs (police reports) to validate their statistics. They simply do not exist and weren't vetted by anyone!

We know this is all very confusing for the layman so let us layout for you the timeline, the details, the words and statements of Jack Ass Harris, Phil Gordon and others in Phoenix city management and how they lied about these kidnapping stats for 2008.

There is some tremendous back-peddling going on within the Phoenix PD and city government right now.  They know heads are going to roll, people are going to get fired and cops and city officials may be charged criminally for lying and crafting these fraudulent statistics.  The question is which ones?

First - Jack Harris and Sgt. John Wals applied for a federal grant on April 15, 2009, totaling $747,845

1) “The City of Phoenix was recently designated the ‘Kidnapping Capital’ of the United States and is only second worldwide in these crimes to Mexico City.”

3) “Media headlines naming Phoenix the kidnapping capital of the nation are detrimental to our community.”


4) “The Phoenix Police Department has experienced the severity of this situation first hand; our city ranks first in the nation for the number of kidnapping incidents, second worldwide only to Mexico City.”


Then Jack Harris and Lt. Laurel Burgett applied for federal grant on April 23, 2009, totaling $1,745,329

2) “In 2008 alone, kidnappings increased 16.2% topping over 300 incidents. Averaging more than one per day…” (So for anyone who lived in Phoenix in 2008...Do you remember everyday in the news that someone was kidnapped?  No news agency noticed this trend and reported on it?  We sure don't remember seeing or hearing about a kidnapping per diem in 2008 - BPC)

3) “These numbers demonstrate a significant crime issue unique to Phoenix.”


4) “…sophisticated and organized groups are perpetrating these crimes.”


5) “….these border-related crimes are being committed throughout Phoenix…”

6) “To effectively address these border-related issues in the community, specialized equipment and personnel resources are needed.”

7) “The paramount goal of ‘Home Defense’ will be to aggressively pursue violent criminals engaged in border-related crimes.”

8) “Overall, the goal is to reduce the number of these specific border-related crimes.”

1) “However, border related crime and violence is affecting our community.”


2) “In 2008 there were 368 kidnappings….in Phoenix.” (Remember:  the kidnapping stats in question are 358, not 368. Not only is chief Jack Ass Harris lying, he doesn’t even remember the lie! - BPC)


3) “This problem has garnered the attention of the world.”

4) “The majority of the victims of kidnappings and home invasions are involved directly or indirectly with drug or human smuggling.”

5) “The officers I need to assign to combat the problem of border violence are a valuable resource that I have had to pull off their regular duties throughout the department.”

6) “…the problem of border violence will continue….we cannot deal with this problem without the help of the federal government.”

7) “…we need federal funding so that we can staff the squads and teams to deal with these violent and deadly crimes.”

8) “Border violence is a national problem. We are a local agency dealing with the symptoms which are spilling into our streets.”

With his whore Elissa on his arm, in his testimony Phoenix mayor Phil OxyGordon makes the following claims:

1) “People are being kidnapped. Almost every night, Phoenix Police will get one or more calls with variations of the same story – ‘My wife is being held in a Phoenix drop house and they say they will torture and kill her if we don’t pay them thousands of dollars.’”

2) “For each one of those calls, Phoenix will divert significant resources on the spot – as many as 60 officers – to find, rescue and protect these kidnap victims.”


3) “As mayor, I respectively urge this Subcommittee to support not just continuing- but increasing – funding to our federal partners in Arizona.”

4) “If you have even one dollar to invest – this is where it will have an immediate impact.”


5) “I will sign a contract with you guaranteeing to use every cent of every dollar in the most effective way possible.”

When the shit hit the fan, The Phoenix Police Department responded to the media allegations of officer Phil Roberts false kidnapping numbers on August 23, 2010

Ed Zuercher had the power to fix this when he was originally faced with Phil Roberts' memos, but he did nothing and now needs to support Jack Harris’ lies. What else can Ed Zuercher do?  Ed Zuercher is useless and "testicle free" like many before him and many on Phoenix city council. Ed is going to need to come clean to the OIG!

3) “…in 2008 a total of 358 kidnapping reports were recorded as assigned to VCBR, HIKE, or IIMPACT…”

4) “…domestic violence and sexually motivated incidents are reported separately.”

The city manager David Cavasos and assistant city manager (Ed Zuercher) in a letter dated December 15, 2010 questioned CBS News and the accuracy of Peter Busch's Reporting.

They sent this letter to Peter Busch's boss at CBS, hoping to intimidate the news station into posting some sort of retraction.  Thankfully, it didn't work.

1) “…we have verified several times the accuracy of the kidnapping statistics generated by the Phoenix Police Department.”

Out of the 359 alleged kidnapping reports our sources were able to view 227 of them.  

Out of the 227 reports, 177 were NOT border related.  Jack's numbers, facts and figures are dwindling. 

We only found 19 (which we highlighted in YELLOW on our sheet) that we can attribute as "kidnapping."  That's 19 out of 277 so far!

Still don't think the Phoenix PD are lying?  Think again!

List of Police Reports Sent to Judicial Watch - These are the 358 Kidnapping Reports Validating the Phoenix PD Claims

By our own analysis, more than 75% of the reports presented by the Phoenix police department and Jack Harris to obtain federal grant money related to border violence and kidnapping - were not border related, nor were they kidnapping related, and they assuredly do not make the city of Phoenix the kidnapping capital behind Mexico City. We anticipate this 75% to continue to grow to somewhere near 90%.   You can see the reports that are related to Domestic Violence or some "other" crime, and they were not removed as Jack Harris, Ed Zuercher and others had stated.

Of all the documents in this link, the one below is by far the most intriguing. It is an MS Excel spreadsheet showing all the 2008 police reports.  This was provided to us by a source in the Phoenix police department.

This is a line by line analysis of all the reports. As we mentioned earlier, our sources were only able to view 277 of the 358 kidnappings. The yellow lines are the 19 that we confirmed as “kidnappings” in 2008.  Again - 19 out of 277!

The rest were labeled as kidnappings and according to all these above memos/links were vetted by the Phoenix PD and reconfirmed several times as kidnappings in 2008.

How can this be?

Reading this report, any person with half a brain can see that they were indeed NOT removed and there are some serious flaws in the data that Jack Harris, Phil Gordon and the Phoenix PD are relying upon. One report (the 2nd on this sheet) is from 2007.  How can a report from 2007 be included in 2008 kidnappings?

Numerous sources have also pointed out that everyone under investigation and scheduled to meet with the OIG is going to "lawyer up" and not cooperate by refusing to meet or speak with anyone from the Office of Inspector General.   While we understand the Right to not Self Incriminate, not cooperating will only exacerbate the problem and underscore the lies and malfeasance of lieutenant Lauri Burgett, Phoenix police chief Jack Harris and Phoenix mayor Phil Gordon.  This is a very good case of where not speaking will certainly incriminate those being investigated.

As cops do you really want to protect these dirty, lying shitbags?  Is your career as a cop worth protecting the likes of Burgett, Harris and Gordon or a dipshit like Ed Zuercher?
