Why is Stan Hoover (#3486) Now a Night Lieutenant – A Position That was Eliminated Years Ago?

More nepotism and bullshit coming from the Phoenix PD.

Lieutenant Stan Hoover (#3486) who had an EEO complaint filed against him for the sexual harassment of a female employee in PSB, was just placed as the Lieutenant over Night Detectives.

Never heard of this position? Neither did we because it was eliminated in budget cuts 5+ years ago, but mysteriously reappeared to give Stan a cushy, sweet job where he does nothing all day.

You see, years ago they had an administrative position that oversaw night detectives and quickly surmised it was a waste of time and money. We were paying $120k per year to pay someone to do nothing. If a crime is committed at night, there are many other detectives -sergeants and lieutenants in attendance regardless; so it was a position eliminated in budget cuts years and years ago.

So now in the worst economic recession that Arizona has seen in over 50 years - with pools being closed, the AG's office laying off folks, Steve Soha eliminating free car service for other drunk cops, Joe Knott trying to hide his assets, and Ron Snodgrass downloading all the free porn he can on tube8.com, the position of Lieutenant For Night Detectives was now an open spot. It was filled by Stan "da man" Hoover.

This allows Stan to have a cushy job, with lots of pay. It allows him to not be on the street, not wear a uniform and still collect a decent pay, for very little work.

As citizens you should be outraged and should send emails to City Council and to Alton Washington.

Lieutenant Stan Hoover (#3486) had an EEO complaint filed against him for the sexual harassment of a female employee in his own bureau, PSB.

Our sources are also fairly certain that Stan found out about being fired, by reading this Blog! This would be the sweetest justice if it is true.

Stan was served a double whammy with being called out on his less-then truthful investigation on Steve Soha and now the new Sexual Harassment claim.

It appears that Stan Hoover was going to get the Steve Soha Defense~Interview swept under the rug, until the EEO complaint came through and our sources tell us its the real deal, and not just some angry woman (like Heather) out for revenge - making up emails.

Asst. City Manager Alton Washington said "Enough!" and canned Stan from Professional Standards Bureau. Kind of ironic that Stan Hoover investigates cops for lying and being dishonest; yet Stan himself was dishonest during Steve Soha’s investigation?

Wasn't Stan-the-Man the one who investigated Mike and Heather Polombo's affair and if our recollection is right ...wasn't Stan also involved with Ron Snodgrass and the porn/sexual harassment claim by officer Knowles? Exactly how many sexual harassment claims has Stan been involved in, while he himself is allegedly sexually harassing a fellow employee?

Second Lawsuit Filed Against Phoenix Police Department, Jack Harris, Mayor Phil Gordon and City Manager Frank Fairbanks

The Phoenix Police Department gave 27 pages of bullshit and innuendo in their Affidavit, and Jeff's reply is 13 pages of a Federal Lawsuit that will unravel the Phoenix Police Department.


Our Blogger has now launched his second lawsuit against the City of Phoenix for violating his 1st, 4th and 14th Amendment rights - related to the illegal raid on his home. (We are obliged to give a shout out and some props to our mystery friend who goes by the handle "stanza28" who pointed out some key information about the Privacy Protection Act (PPA) of 1980.)


And just so everyone knows and is reminded (because we get this question a lot) the reason why the defendants include both husbands and wives is that Arizona is a community/joint property state. A section 1983 claim (civil rights violation) goes after one's personal assets, not just public funds. So any officer or city employees involved in this illegal raid (no matter how small a part), will be part of this federal lawsuit and have their personal assets subjected to seizure.

This is why people like Lt. Joe “Balloon” Knott are trying to incorporate themselves to hide and protect their assets!

Nice try there Balloon Knott! We hear you are going to the FBI Academy in September to be groomed. Are you going to bring with you that little squeeze you have been canoolding and grooming in the Assault Division? I think she is from Afghanistan? What was her name again? Alton Washington has fired Lt. Stan Hoover (#3486) from Professional Standards Bureau, based on Stan's "creative" investigatory methods and a pretty big EEO complaint lodged against him. Stan really screwed the pooch with that "Steve Soha Defense~Interview" that was refuted by the Phoenix Employement Relations Board (PERB), and Hearing Officer Jacalyn Zimmerman.

Poor Stan is looking to borrow a pick-up truck for BEVMO tonight. Drink up Stan. Those lawsuits are coming! Every cop we've told has shouted, "IT'S ABOUT TIME!!!"

Kudos to Asst. City Manager Alton Washington for having the bollocks to do the right thing!



Alton: You've got our vote to replace Grandpa Fairbanks as City Manager. Officers Steve Soha (#4956) Stan Hoover (#3486), Heavy Liquor And A Bogus PSB Investigation

While checking through some of our post vacation emails, we came across this article on the AZPLEA website about an investigation into Steve Soha (#4956)for retaliation.

To bring some of you newbies up to speed, Steve Soha is a long-time FOJ (Friend of the Jack Ass). Steve has a DUI and a bar fight under his belt all while being one of Jack's finest Phoenix cops. Steve is a classy guy - while serving in the honor guard and at another cops funeral he threatened to kill a fellow lieutenant. NICE! He's tried a few times to go back to Iraq (he's a Marine) and they won't take him, but the Phoenix PD keeps him. He also had to serve time in jail, but never told anyone in the PPD. We have blogged about him many times before.

We haven’t heard much of Steve lately but heard he is assigned to “Special Projects” (the bid project) a place where he can’t deal with the public or interact with many people.

We also hear he is working on budget cuts (Yes! Steve can count!) and even recommended the removal of all take-home cars in the Phoenix PD to save the City money. This is where irony is an insult conveyed in the form of a compliment.

We find this ironic since Steve Soha had to rely on those same vehicles to drive him to/from work each day. Chief Jack Ass Harris literal gave his buddy Steve a “free ride” when Steve’s license was suspended and needed a chauffeured ride to work each day – compliments of our tax dollars. So now how are future Phoenix police drunks who get their licenses suspended supposed to get home and to lunch? Are they supposed to take the Light Rail? Thumb a ride?

The article on the PLEA site shows the corruption and the rot in PSB – especially with Lt. Stan Hoover (#3486) It shows how Steve Soha continues to run rampant in the PPD, how he harrassed a fellow officer named Cam Scadden and how Stan Hoover in PSB tried to cover it up.

Lt. Stan Hoover is a dirty douchbag cop who loses and covers up many, many PSB investigations. Stan investigates what he wants, when he wants, in the method he wants and favors all of Jack's buddies.

PSB (known in other cities as Internal Affairs) should be impartial and fair. Stan is corrupt and dirty. We can only assume Stan is under a lot of pressure for his past indiscretions and cover-ups.

Funny story....we personally saw Lt. Stan Hoover in the new BEVMO off of Happy Valley road (in the Norterra shopping center) stocking up on some pretty big bottles of liquor a few weeks ago. He didn't see us, but we saw him. It was a Kodak moment for sure! Stan was either having a huge party, meeting with Steve Soha or going on a weekend bender!! Life must be getting tougher for Stan with the multiple lawsuits mounting. Section 1983 claims go after personal assets, and the cover-ups he is involved with are blatant.

Stan we hear Sgt. Ken Mentzer is getting out of PSB because he can’t take all the bullshit and lying – maybe you should too before you drink yourself to death?

Letter From Blake McClellan on Mike Polombo Investigation

We received this letter the other day from Blake on a request to investigate Sergeant Michael Polombo (#4696), for violating Ops Order 5.2 - writing and commenting on an investigation that he is currently (personally) involved in, and that will involve litigation at the Federal level.

With the risk of sounding condescending (like we care at this point....), Mike is a cop, a profession he chose. Mike is not entitled to an opinion on any investigation. As citizens we don't pay him for opinions and commentary, we pay him to solve murders and be a cop.

Our sources tell us that good ol’ Mike Polombo is shocked and hurt that he is being investigated. He feels “betrayed,” in his own words. Awwwww. Poor Mike. After years of wielding his light saber in PSB, ass fucking all those good cops and keeping evidence in his garage, now he gets to savor what all those cops went through.

Now we have spoken with many of you and you already warned us that they will either not investigate Polombo, or merely give him a written reprimand with some counseling.

We would like any officers who previously spoke to the media/or were accused of speaking to the media, to please contact us and let us have copies of your NOIs and how you were disciplined. At a minimum, there should be parity.

And don't worry! We will do a public records request on this investigation and will post any and all investigator notes and indicia here.

Another Leaked Memo - City Attorney Stephen Craig Just Blew Another Blood Vessel...

Here is another leaked memo. We would have had it to you the day after it was published, but we were on vacation.

Oh Boy!!! Thousands of dollars will be spent trying to figure out who leaked this one!

We love the paragraph on page 3, that states:

"As this matter is in litigation, all communications with and through the Law Department, its
attorneys and outside counsel, are privileged and confidential - including this e-mail and memo
- and such communications are not to be discussed or shared."



It's obvious that this "must" have come to us from Dave Barnes (ROTFLMAO).

We actually are feeling a bit sorry for Stephen Craig at this point. Imagine going to work knowing that your client, the 5th largest police force in the country is void of leadership, and loaded with AssClowns!

Maybe Attorney Craig should consider going into private practice so he doesn't have to deal with the FOJs, Jack Ass Harris, the Polombos or any other 4th floor/management morons in the Phoenix PD. We hear Jess Lorona is looking for some good folks!

A Cop Who Buys Kiddie Porn, Heather Polombo and a Murder She Can Never Solve

We heard about this story sometime ago and had some preliminary discussions with the family.

On July 4, 2007 a kid named Danny Ramirez was shot and killed at a party. The current detective on the case is the ever useless, Heather Polombo. Two years later this case is no closer to being solved then the day it happened. The original cop assigned to the case was Richard Polk – you remember the Phoenix cop who was caught buying kiddie porn and the cop rumored to be good friends with, and trading many emails with little Louie Tovar?

Well after Polk was arrested, this case was assigned to Heather Polombo which meant it went from a Porno moron, to a pure imbecile. While Heather sends bogus emails from her own computer, lies to PSB about a relationship she had with her old boss Mike - no time is devoted to investigating the death of Danny Ramirez.

It appears the Mead family knows who killed Danny, everyone at the party knows who killed Danny, and the rumor is that the weapon was a stolen gun from Phoenix cop!

But Heather does nothing because she is dumber than a bag of rocks. Heather couldn’t detect a herpes sore on her own lip, let alone assist in solving any homicide crime.

Our hearts go out to the Mead family and you're right Ms. Mead, Heather Polombo isn't good enough or smart enough to handle your case or even be a cop. There is no hope for this case getting solved with a lying snatch like Heather Polombo involved. Now if the kid was murdered in a parking lot in a parked car or involved male DNA…then maybe she could help ;)

It really a shame that no resources are assigned to the Ramirez murder, but they can find and assign dozens of resources to find Heather and Mike Polombo’s missing nameplates?

The article stated the Phoenix PD don't have enough evidence to prosecute for the Ramirez murder even though they know who did it, yet they had enough evidence to raid a citizen's home looking for .50 cent nameplates and submitted that for prosecution (!!!) and now are trying to submit to the Attorney General??!!?? We await the "Turn Down" letter from Terry Goddard!

Folks this only could happen under wanna-be chief Jack Ass Harris...only under Jack Ass Harris!

We won't have much commentary, but just read through how these cops have been spending City resources on the Polombos and a couple of nameplates.

If you live in Phoenix, you should be outraged and send an email to your councilperson.

There must be no home break-ins, no drop houses, no homicides and no other crime for the Phoenix PD to do this.

They have tried repeatedly to submit this to the County Attorney for prosecution, with no luck. They have now submitted this to the Attorney General - Terry Goddard for prosecution.
