Two Phoenix Police Officers Fired For Hand Cuffing and Fondling a Civilian in a Bikini

Two Phoenix police officers have been fired after an internal report revealed inappropriate sexual advances against a woman.

Phoenix radio station KTAR says the incident occurred last July.

The internal investigation report obtained by KTAR says Phoenix police Officers Michel Cruz and John Urban stopped a bikini-clad woman after she fled from a rear-end collision.
The report said the officers handcuffed the woman, drove her back to the accident scene for paperwork, then drove her to a secluded spot at an elementary school, where Cruz allegedly fondled her.

The alleged victim claimed she was handcuffed, that contact was not consensual and that Urban watched without doing anything to stop it.

The report said the woman was given a ticket and dropped off at a nearby store.

Judge Gary Donahoe is Charged with Bribery, Obstructing a Criminal Investigation, and Hindering Prosecution - And Hopefully One Day - Of Issuing Illegal Search Warrants!

We could have told you all a long time ago that there is nothing “Honorable” about Phoenix Judge, Gary Donahoe. We always thought he was inept and just as corrupt as the leadership in the Phoenix Police Department.

Now we are all about to find out the truth.

As many of you have seen and heard, Judge Gary Donahoe is being brought up on charges of Bribery, Obstructing a Criminal Investigation, and Hindering Prosecution. Kind of ironic that a Judge who is the presiding judge for the criminal court, is himself now facing criminal charges.

We here at BadPhoenixCops know this judge well and think he should have been thrown in jail a long time ago. Gary Donahoe is friends with everyone in Phoenix PD homicide –especially Potato Head Polombo and Alex Femenia. Sources tell us that both Mike and Alex have worked with this corrupt judge for years, and he was their “go to guy” to obtain any kind of warrant they wanted -and it didn't matter if the warrant was surreptitiously obtained.  Gary Donahoe gave them away like candy!

Maybe Heather Polombo could have gone to Donahoe, to get a warrant on a cop's gun that was allegedly used to murder poor Danny Ramirez?

Nope.  That would have helped citizens! All Phoenix PD Homicide wants to do is look for nameplates, screw subordinates in cars and cover up investigations.

And if you don’t remember (cause we do), Judge Gary Donahoe is the judge who signed off on the search warrant and allowed the illegal raid of both Dave Barnes and our Blogger’s home.

Let’s hope that Andrew Thomas and Sheriff Joe don’t raid your home too judge Donahoe, and let’s hope your wife and kids don’t witness it.

The scenarios are usually the same: we encounter an older cop, with a younger cop - possibly a new recruit. The younger cop is on his guard playing tough guy - and won’t say anything to us and even looks at us with disdain.  The older one will chat it up and thank us for the website and even give us some dirt on Jack Harris and the 4th floor.

So an older cop at the airport told us this story. (So now the dumbass lacky Theron Quass is going to pull all airport videos for terminal 4 for the past 30 days and look at anyone talking to cops)  We are trying to confirm if this story is true or not.  Maybe you all can help us out?

Apparently, a few weeks ago a fireman brought his gun to work - at Phoenix Sky Harbor Airport. While at the fire depot, this dipshit decides to clean his gun, and it discharges a bullet.  The police are called and no report is filed and nothing is done.

There is a hole in the wall/door/lock to show that it happened. The airport cop who told us this story said that someone knows something and we should do some digging.  Perhaps dispatch or one of the many friends of BPC can assist us?  We passed him our card and told him how to reach us.

Being the outspoken group that we are, we first contacted the FAA and the TSA and told them this story, demanding an investigation.

We are also offering a free dinner to Capital Grille for any officer or dispatcher who provides any information on this story and helps verify its authenticity. If it did happen, how sad and stupid.

For the life of us we can’t figure out why a fireman would bring a gun to work and decide to clean it. Even worse, the dumb cops that lied to cover it up and didn't file a DR.

Was it too much work to fill out a DR?

Was their pen dry?

Were they late for a lunch appointment with Stan Hoover at Bevmo?

Were they helping Mike Polombo organize the boxes of evidence in his garage?

Were they talking with Lisa Messina about grenades?

You can also be sure that if I or any one of you drove thru Sky Harbor and just waived our gun out the window, that chief Jack Ass, the TSA and about a dozen other agencies would have our ass in a sling. We would be labeled a terrorist and be on a no fly list.

Chief of Police Jack Ass Harris Lies About a Terrorism Plot - Get's off A Plane in Newark to Fly Back to PHX - All To Handle A Personal Lawsuit!

A few weeks ago, Chief Jack Ass was on a plane to Tel Aviv, Israel. He was invited their by the Anti Defamation League as their guest as a leading law enforcement person in the United States (we know...we can hear you all laughing hysterically. If the ADL only knew the truth about Jack and how he couldn't care less about citizens or people...)

When Jack’s plane stopped over in Newark he was contacted by someone in the City of Phoenix, informing good ol Jack that Judicial Watch had file a lawsuit against him on his pension board, double dipping boon~doogle.

Jack was also informed that Phil Gordon was doing some damage control and needed Jack back in Phoenix – pronto! True to form, Jack told them to hold off until his return from Israel, (you know...the world revolves around Jack)  but Jack was told that Phil Gordon needed him back.

Jack exited the plane in Newark and flew back to Phoenix at a cost (one way) of over $1,500. When Chief Jack Ass got back, he produced a memo that some “security breach” had occurred where his plane was delayed in Newark for “several hours” and feeling that there was a risk to flying, he opted to fly back to Phoenix to justify the $1,500 cost.

Unfortunate for Jack none of this was true - except that Judical Watch filed the lawsuit!

True to form – Jack lied - but we are all use to that from our Police chief. The plane was at best in Newark for 45 minutes and no Al Qaeda plot or act of potential terrorism occurred. Maybe Jack was think about the missing 60 hand grenades in Phoenix! You see when you are a public Jack Ass like Chief Harris; you need to be careful who is on the plane with you.  People noticed he was not in Israel – people who saw him get off the plane in Newark!

We heard that our new City Manager Dave Cavazos informed Chief Jack Ass that the City will not defend Jack in his lawsuit filed by Judicial Watch. Jack is on the hook for legal expenses and paying back to citizens, all the monies he is stealing for pension scam.  A good decision, but the jury is still out of Cavazos.  We'll see if he has the guts to do what needs to be done.

Rumor has it that Ron and Dan would travel to training, get paid to train from PTS and never submit to the PPD vacation time for their “work/training” travel. Sgt Phil Roberts Forced Out of Homicide - See His Full 41 Page Memo He Sent to The AG's Office, Prompting This Retaliation by Jim Pina

Today, Sergeant Phil Roberts was asked to remove everything from his office and was told this move was permanent – very clear retaliation for speaking out and doing the right thing. It just goes to show the rampant corruption under chief Jack Ass Harris and his henchman Jim Pina.

On August 27, 2009 Det. Alfredo Richard contacted Phoenix Police Sergeant Phil Roberts, telling him that his very reliable informant was contacted by someone selling 60 hand grenades, some body armor and a gun. Each hand grenade was going for $200.

The informant received at least 2 photos of these pineapple hand grenades – the top (showing the pin in place) and the bottom (showing it wasn’t hollowed out) and meant to be on a mantle somewhere. The seller didn’t care to hide their cell phone number either.



It doesn’t matter that we leak this information. The Phoenix Police and our Public Safety Manager have zero concern for our safety and have done nothing about these grenades and continue to do nothing about them –a Federal offense. Maybe citizens will need to apprehend this guy on their own (call his cell phone number - it's listed on Page 2 in the document below) and set up their own sting, since chief Jack Ass doesn’t care about it and everyone in the PPD is trying to hide this story.

If you live within the area of 27th street and Fairmont – you would be best served to relocate, as this is the area this seller was attempting to pawn his grenades.

So these cops planned a sting to get the seller. They involved ICE/BEST because the seller was a suspected illegal alien with a (now) pending federal weapons charge. They were also going to use the Stingray Telephonic Tracking equipment to trace the seller’s whereabouts.

So the plan was set; Det. Richard, Roberts, the Gun Squad and a host of others were set to pull over the hand grenade seller at a traffic stop, get his gun and then issue a warrant on his apartment. The assumption was they would get grenades, gun and body armor.

Sounds like a bright plan…No?

It was until a dumbass female lieutenant fucked it up.

Now entering this story is a worthless tool who goes by the name Lieutenant Lisa Messina. Lisa runs Violent Crimes and was Phil Robert’s boss. This chick just isn’t that bright and has been trying to fire Roberts' and one of his subordinates Yahwey for quite some time, claiming they are not in compliance with Case Management. Yahwey is black and apparently a good cop.

Maybe Messina is craving some black stove pipe and Yahwey ain't given in...who knows...but she is out to get these guys fired. Lisa Messina initially went along with the grenade sting, but then moments before the “take down” and within 100 feet of the phone that took the photos of the grenades, she called it off.

Apparently Lisa was lunching with another PPD hen; her friend Lieutenant Lauri Burgett, and decided since Lauri was taking over the Gun Squad the next week, she wanted Lauri to handle it and do some of her own grand standing. We think that everyone in the PPD should refer to the useless piece of skin between one's balls and bung hole as their “Lisa Messina.”

Cell phone hits were showing that the seller had left Phoenix in his car (or at least the cell phone was moving) and was heading over to Maryvale – probably on his way to hook up with Heather!

Needless to say, a whole lot of time, energy and resources were spent for nothing while two hens cackled over lunch and jeopardized all of our safety for showmanship. These Lieutenants were too stupid to realize that no one on the gun squad spoke Spanish as to communicate with their own informant - Mr. VCBCI 6834-003. One can only surmise they were going to call in the ever useless and diminutive Louie Tovar to help translate.

So far no one has recovered any hand guns, body armor or hand grenades and the cell phone was tracked down, as expected, to Nogales. The seller is undoubtedly back in Mexico.

A border patrol agent named Mario Cano believes with the ongoing drug war in Mexico, hand grenades do exist in Phoenix. And those alleged hand grenades are still out there because Lieutenants Lisa Messina and Lauri Burgett had lunch and decided to do some grandstanding and to retaliate against Phil Roberts.

Phil: We empathize with you and realize what you are going through. The embarrassing fact that you refer to Brandon Huntley as a peer is frightening enough. (We refer to him as Corky the screaming retard.)

It’s your chiefs! Chief Jack Ass Harris and Pina are dicks (and that's not slang for detectives). These are the types of guys that if you gave them Viagra, all they would do is grow taller and become engorged with blood!

If going to Yahner pissed off Pina, and he thinks he has “a Phil problem” wait until he sees this and we post your 41 page Retaliation memo on the web, along with the September 21st memo (below) that was leaked to us by the City Manager’s office. $4 million++ dollars for a fucking airplane!

The Phoenix PD claims the need for high altitude surveillance support in the Phoenix area and set aside the funds over 3 years ago. This just sounds like a boondoggle to us. Kind of like when Ronnie Snodgrass and his boss Dan Olson were training and charging the police department for Preferred Training Solutions.

Now don't spend the $4 million on rifles or hiring more cops. Nope, in the world of chief Jack Ass you purchase a $$4 million $$$ effing plane $$$!!

The FBI Academy and the Disgrace That Others Have Brought To It – Commander Mike Parra and His FBI Academy Tryst

This is our 101st Blog Posting and we have been running for almost 1 ½ years.

Thanks again to all of you in Blue who support this site and provide us your information, thoughts and comments that help keep it going. It continues to grow; in the words of Little Louie Tovar - like a "dickweed" - thanks to all of you.

As many of you know, the FBI Academy is a prestigious accolade for Phoenix Police officers. It provides the needed training and career development to nurture some of Phoenix’s finest into leaders.

The Academy is by special invitation and only happens twice a year.

So how and why do pigs like Commander Mike Parra or Louie Tovar get to go? How did Mike Parra get away with banging a fellow classmate and getting her pregnant, and why do the Phoenix PD and Chief Jack Ass allow these dirty cops to be in leadership positions? It’s yet another dirty secret in the command structure of the Phoenix PD.

In early 2008, Commander Mike Parra attended the prestigious FBI Academy in Quantico, VA; telling everyone he was going to polish his career, when in actuality he went there to polish his knob. Mike was married and had a lovely wife who was a retired commander. To protect her identity, we’ll just call her retired Commander Suzy Parker.

When Mike went to the Academy he met a female commander from Sierra Vista and began banging her like a screen door in a Hurricane. So while he is supposed to be training and developing his leadership abilities, he’s shagging a fellow FBI Academy classmate. Nice huh? Like all the other FOJs, this bastard dipped his wick and had his pipes cleaned all on the taxpayer dime. He must be friends with the other shitbag, Mike Polombo.

Well as fate would have it Ms. Sierra Vista commander becomes pregnant. She needed to retire – prior to her 20 years - to have the baby. Mike Parra does the noble thing; he leaves his wife and marries his new Sierra Vista squeeze.

When we heard this story we laughed and our sympathies go out to Suzy Parker...but not really because she is better of in the long run.


So Parra can’t have kids with his wife and he goes to Quantico and knocks up Ms. Sierra Vista? Is it the water in Virginia?

Mike - If she slept with you, there’s probably a whole graduating FBI Academy Class (and undoubtedly a high school football squad and a precinct) that is glad you took the bullet for all of them! Mike, we hear you're not too bright so let us be the first to tell you that just because Ms. Sierra Vista used your prick as whistle doesn't mean you marry her, you fucktard. How are you even sure it’s yours, Mike? Time to call Maury Povich and do that paternity test, Brother.

Needless to say, Mike Parra is a laughing stock within the PPD. He's not well liked anywhere he goes and just an absolute worthless shitbag who became a commander by kissing the sphincter of Chief Jack Ass. He is an absolute disgrace to the uniform with everyone laughing behind his back.

You shouldn’t feel bad when Lt. Joe “Balloon” Knott gets to go to the FBI Academy, because douchbags like Commander Mike Parra and Louie Tovar paved the way! Gentlemen:

As a follow up to my letter dated to you on August 9, 2009, I have been contacted by numerous Phoenix police officers that Chief of police Jack Harris is independently attempting to have Lieutenant Joseph Knott (#4307) attend your Academy in September.

Lieutenant Joseph Knott (#4307) is the subject of seven union grievances directly accusing him of unfair labor practices, faulty investigations and untruthful statements. Each of these seven are unresolved which have turned into an Unfair Labor Practice Suit filed personally against him and the City of Phoenix. Lieutenant Joe Knott is known to be deceitful and has been caught in numerous situations where he has been untruthful; all the subject of the pending allegations against him.In addition to these pending EEOC's on file against Lieutenant Knott, Chief Jack Harris has no authority, influence or right to make such egregious statements that these allegations are not true or the result of discontented employees. Chief Harris is merely trying to protect an ally in an already dysfunctional command structure and influence a decision in a serious EEOC complaint. No details or facts have been made known to Harris, only allegations which include: harassment, intimidation, reprisal, and sexual harassment.

The EEOC investigation is scheduled to commence in September, 2009, as is the Unfair Labor Court Proceedings. Chief Jack Harris wishes to get Lieutenant Joe Knott out of Phoenix to delay all the investigations against him, hoping the hype will be suspended for the eleven weeks he is at your Academy. The notion that Chief Harris misstates comments from these EEOC complaints continues to show the pattern of abuse he allows within the Phoenix Police Department. As a citizen who pays his salary, I find this exceptionally disturbing. If the FBI wishes to know the truth behind these allegations, I would encourage you to go directly to the EEOC contact: Marquita Beene, City of Phoenix, EEOC Division, 7th floor, 251 West Washington Street, Phoenix, Arizona, 85003, marquita.beene@phoenix.gov. Chief Harris is discrediting pending EEOC investigations, building a defense for Lieutenant Joe Knott and inflicting his influence in a process which was designed for impartiality; far outside the scope of his office.

According to Phoenix Police Department’s Operation order 3.14, once the Police Chief (or in this case, Public Safety Manager) is served with an EEOC complaint, he is not to discuss or share the information with anyone. Chief Jack Harris is jeopardizing the integrity of this EEOC investigation and its due process by continuing to persecute the victims. Chief Harris is not entitled to an opinion, especially on this complaint. As a matter of record, Chief Harris may himself be the source of this complaint, hence his intimate involvement for attempting to cover for Lieutenant Knott. It is not within the scope of his position to comment on any EEOC complaints, especially one that involves his associate. The FBI should be made aware that one of the victims is a female supervisor in the department with 24+ years of experience, and almost 10+ years of supervisory experience. Jack Harris serves at the behest of the city and works for the citizens in Phoenix – although he would like to think he only works for himself. He does not serve to protect EEOC complaints against lieutenants in the Phoenix police department that further humiliate a female officer with over 24 years of dedicated service.



To make matters worse, Phoenix police officers have informed me that three other female Phoenix police officers are willing to come forward with complaints of the same EEOC allegations. These clearly show a pattern of Lieutenant Joe Knott harassing and intimidating women, and utilizing his position to abuse his subordinates. Is this really the type of Police Officer the FBI looks for as a delegate to their prestigious Academy? This isn’t simply about being innocent until proven guilty as Chief Harris has avowed. It’s about vetting out allegations and the postponement of Lieutenant Joe Knott’s participation until your next class in early 2010; if indeed these allegations are found to have no merit.

Stop and contemplate for a moment why Jack Harris is so adamant that Lieutenant Joe Knott attend? It truly shows the deficiency in a leader of the 5th largest police department in the country. Chief Harris does not care about the potentially negative consequences for both the FBI and the city of Phoenix; he is putting his own ego and personal views above those of his personnel and the people he serves.


The FBI might want to consider that under separate cover, the union representing the police officers of the city of Phoenix (AZ PLEA) will draft their own communiqué on this subject to validate their outlook and position on the matter.

I hope you will respond to my initial inquiry in a constructive vein by removing Lieutenant Joseph Knott from your FBI Academy class in September, 2009.

It's Official – Lieutenant Stan Hoover (#3486) Has Been Demoted to Patrol and Starts On Monday - Intense Laughing Can Be Heard Around the City

Lieutenant Stanton Hoover (#3486) who has had several EEOC complaints filed against him has been demoted to work patrol. In a prior Blog, we wrote how Stan “da man” Hoover was placed as a night detective – a job that had been eliminated 5+ years ago and had mysterious reappeared on the radar to give two-timing Stan a home. Well Stan is going to be working probably the dirtiest, shittiest precinct at Central City District (#500) right off of 16th Street and I 17. From what we hear, it really doesn’t get any worse than 500.

Please note: BadPhoenixCops is offering $100 to any photo of Stan Hoover in his uniform, in a patrol car. We will offer $500 for Stan in uniform at a BEVMO! LOL!

It’s been awhile since Stan filled out a DR, worked Patrol or wore a uniform, we thought we would offer some sage advice:

1) We have to assume that those uniforms don’t fit anymore, since your began your benders at BEVMO. You may want search for larger pants. Maybe you can see if anyone has an old pair you can wear?

2) If gained a lot of weight, perhaps you can relish in the fact that bullets won’t hit you…they’ll just start orbiting around you like satellites! Just ask Benny Pena!

3) Unfortunately in that part of town, BEVMO hasn’t built any stores. Sorry. Giving all those whinos discounted liquor isn’t part of their business model. There are some fine Food City’s and Filebertos though! You might be able to meet Sheriff Joe on one of his raids! You're also closer to Los Dos Melinos so it's not all bad. 4) As you know the biggest problem with 500 besides the crime and random gunfire, is JP4 Fuel left by the planes. Your car will sit in the parking lot in the direct path of all planes, dumping their fuel as they land. It leaves a nice smooth coating and film on your car; think of a bundt cake, think of Heather’s chin after a night in the Maryville precinct parking lot, think of a nice glazed donut! That stuff will destroy your car so you better condom it Stan. There’s no covered parking there.

5) There’s a great park next door to 500. You can have lunch there among the prostitutes and needles! Maybe you could get a nice crack-whore or tweeker blowjob - and a bonus is tweekers have no teeth! Commander Mike Parra says they only cost $5! That's a steal!

6) Think positively Stan…it really can’t get much worse than this. Well come to think of it…its pretty fucking bad...but you could be on night duty in 500…

7) A few months ago we were visiting with a friend who worked in the building/warehouse just south of 500. Ironically, there were some cops in the back conducting some training exercises. We introduced ourselves and they said they read the site everyday and were big supporters of it. Some even admitted to posting comments. We really hope it’s comforting to know that all the hard working 20 something year old officers in 500 will be laughing at you and blogging about it here!

8) Don’t worry Stan da man, I’m sure you’ll do well dealing with 918s and putting your life on the line, like all those cops you fucked over the years. Remember when you chuckled at Dave Barnes being demoted to Patrol? Remember when you thought it was funny? Well is it funny now Stan? Trust us. We are all laughing our asses off! At least he got 900, not 500.

9) Maybe you can practice some of your sexual harassment techniques on some hookers? With the economy in the shitter, you’ll find some takers.

10) Louie Tovar and the rest of the assclowns in FIB want to personally thank you for not investigating them, when you should have. They are banding together to get you some McDonald Land Coupons for the McDonalds right off the 7th Street exit. Just don’t use the bathroom Stan, it’s an absolute fucking mess from 1000’s of homeless dudes shitting in the toilet.

11) We hope and know that you will be driving through South Phoenix, sweating your ass off, thinking about how you life went wrong and how you should have spent the time to investigate Louie Tovar and listen to a citizen who has excoriated you on a website. We really hope that is one of your biggest life regrets, along with you sexually harassing one of your female associates, Paula.

12) We have a great idea to get your career back on track Stan! Go and Find the Real Baseline Killer! We might suggest starting in Mike Polombo's garage.

13) We hear that Commander Jeoffrey Hynes is dedicating a whole chapter to you in his book titled, Thinks I Will Never Know About Leadership. The chapter is all about what not to do in a leadership position and how harassing a female in the office can lead to a demotion. It also will read how lying and being unethical can be a nice finishing touch to a career. Maybe you can write the Forward in his book? Since you both aren't very bright, 1/2 of a mind working on this book is better than only 1/4? We'll supply the crayons.

14) Did the wife leave you yet? You have an EEOC against you for sexual harassment, you’ve been demoted to patrol…she can't be liking any of that. Better hope one of your buddies isn’t visiting the ol Hoover home for some intense “interrogation methods” and some “penetrating” and “probing” questions…if you know what we mean…


15) Always remember if it gets too tough, you could always take the early retirement option like so many before you have. You may not get all your DROP money, but it may spare you some humiliation in the long run.

16) Maybe you could call PPSLA and have Lieutenant Mark Hafkey help you out? No wait - Mark's a douchbag too, he couldn't count to 21 if he were naked. Hafkey needs to worry about his own ass at this point.

A Public Service Announcement – An Attorney You Should Avoid at All Costs - Jennifer Ryan Touhill - Mesa, Arizona

It appears to be another case of malicious prosecution by Andrew Thomas only this time it resulted in a conviction with 11 years in prison for a crime that apparently didn’t happen. Since the trial, evidence has come about that Courtney was convicted with fabricated evidence (gee…sound familiar?) and pleas to Andrew Thomas go unanswered.

Well Courtney Bisbee had a daughter, and when Courtney went to prison, her daughter was absconded to Las Vegas, NV with her biological dad. Courtney wants some communiqué with her daughter and Courtney’s parents want grandparent visits. An attorney named Jennifer Ryan~Touhill has filed motions to stop any visits and is standing in the way of grandparents and a mother from seeing their child. No one has seen the little girl named Taylor Lee since 2005, thanks to Jennifer Ryan~Touhill. One would think that a prudent attorney who claims to be pro-family, would look at the new evidence and try at all costs to form a bond with the child and her grandparents; but Jennifer Ryan~Touhill doesn't think that the grandparents are important in this case.

It is really irrelevant at this point weather you believe Courtney is innocent or guilty. This isn’t about getting her out of prison (although Andrew Thomas really needs to make that happen), it is about a grandmother who wants time and a bond with her granddaughter, and Jennifer Ryan-Touhill is purposefully and maliciously standing in the way.

Our Blogger Jeff knows first-hand of Jennifer Ryan-Touhill’s antics. Jeff himself filed a Bar complaint against Touhill and has now formed an alliance with the grandmother Camille Tilley. Jeff invited Camille Tilley to his divorce court the other day, and you should have seen Jennifer Ryan~Touhill come unraveled and upset by their presense - going so far as asking the judge to remove Mr and Mrs. Tilley from a public courtroom! (Touhill struck out on that request!)

She's such a drame queen.

There is such a miscarriage of justice going on in this case, and the egregious antics of attorney Jennifer Ryan~Touhill don’t help the family as a whole. Much like in the Tilley’s case, Jennifer Ryan~Touhill has suggested that blogger Jeff is a bad parent and has tried on numerous occasions to destroy his relationships with his own kids, partly due to the antics and illegal raids of the chief Jack Ass and Phoenix PD. Touhill went so far as to offer up Jeff's son to be interviewed by the amazingly inept, detective Theron Quass.

Any of you that have navigated the system of the criminal courts or the family courts already know that it is taxing and over burdened. The judges will admit it and the attorneys know it. It is even harder when you have people working within it that are egregious, not pro-family, inept and down right Machiavellian. The system can only work and will only be fixed when we all get rid of the bad, and replace it with good hard working people – whether its court personnel, police, or attorneys.

Since we know many of you read this site, refer attorneys and work within the legal system, and as cops have one of the highest divorce rates - we strongly encourage you to help spread the word about lousy attorneys who work in the already broken system, and how they bring everyone down.

We also would strongly recommend that if you are in a family law case and somehow you get the court to assign you Jennifer Ryan~Touhill as a best interest attorney (BIA), a child custody attorney, or counsel for visitation or adoption – that you pass on her and request another one. You will do better in the long run.

If you want a great, female family law attorney, go with someone we strongly recommend; Kerrie Droban. She is insightful, hardworking and honest. We know she gets a lot of business (especially from cops).

That's now 2 lieutenants - Joe Knott and Stan Hoover who have been accused of sexual harassment. What exactly is Chief Jack Ass Harris teaching these lieutenants anyway?

Phoenix police Lieutenant Joseph Knott (#4037) has been invited to attend the FBI Academy in Quantico, Virginia as a member of the Phoenix Police Department in your September, 2009 class.

As a citizen of Phoenix, Arizona I need to bring to your attention several EEOC complaints that are currently pending against Phoenix police officer, Lieutenant Joseph Knott. While I cannot get into the specifics of these allegations and must respectfully protect the identity of the victims, I can share with you that the allegations deal with retaliation, workplace harassment and sexual harassment. Phoenix Police officer Joseph Knott was aware of all the allegations and failed to do anything to prevent them. This shows a lack of leadership and a dereliction of duty by a high ranking, high profile Phoenix Police lieutenant that has been invited to your Academy.

Coincidentally, a close friend of Joe Knott’s and another Phoenix Police officer named detective Michael Polombo (#4696) has been brought up on the same allegations, and is a sergeant assigned to the FBI~bank robbery task force. Officer Mike Polombo is also currently being investigated for violating Operations Order 5.2; speaking to the media without permission or prior authorization.

I understand the stringent requirements for officers who work with the FBI and who are invited to the prestigious FBI Academy. Officers must meet the following qualifications, in addition to being nominated by their department to attend your academy:

· Possess an excellent character and enjoy a reputation for professional integrity;

· Exhibit an interest in law enforcement as a public service, a seriousness of purpose, qualities of leadership and enjoy the confidence and respect of fellow officers;

Officers in attendance of your Academy are the “best-of-the-best” in law enforcement and should be of the highest pedigree and caliber. Officers attending the FBI Academy should never have allegations of multiple EEOC complaints for retaliation, workplace harassment and sexual harassment, or have any other open investigation pending against them.

Officer Joe Knott’s attendance in your September class will tarnish the integrity of the FBI; and has the propensity to “balloon” into discomfiture for the Phoenix Police Department.

I understand that two positions are reserved for Phoenix Police officers to attend your academy from a long list of applicants. As a citizen of Phoenix, I am requesting the removal and discharge of Phoenix Police department employee, Lieutenant Joseph Knott (#4037) from your program, until his EEOC complaints are investigated, sustained and/or brought to closure. You may offer his position to the tertiary person from the list of better qualified applicants. Officer Joe Knott does not meet the qualifications of an officer of excellent character and in admirable standing. His integrity as an effectual and able leader is being questioned; by not investigating and ignoring sexual and workplace harassment and the deliberate retaliation against another Phoenix Police department employee.

I send this letter to you and have carbon copied others within the city of Phoenix command structure and await a reply. If you would like more details about the EEOC allegations against Lieutenant Joe Knott, my sources may be able to provide some confidential information to you.
