Jack Harris holds Phoenix cops accountable for misstatements, non-statements, misspeaking and other gaffs in speech. He pulls his own cops into bogus NOIs and criminal investigation for far, far less than lying before Congress and trying to cover up Sean Drenth's suicide.
So why does Jack Harris think he is not accountable to the same standards?
To add further insult to Jack's criminal behavior, the dipshit Mark Half-wit Hafkey threw an endorsement on behalf of PPSLA for Jack Harris. (Note: If you are a sergeant or lieutenant in the PPD, please stop paying your dues to send Half-wit, HafKey a message for supporting the lying Jack Ass. Clearly Hafkey doesn't take your survey or your lack of confidence in Jack Harris to heart and is not representing the wants and needs of PPSLA members.
Let's think of this another way...Phil Roberts has been telling the truth and is a member of PPSLA who has been attacked and demoted and even went on stress leave. Mark Hafkey won't support his own dues paying union member who has been retaliated against for over a year, but shockingly Hafkey the Half-wit supports the person who has been conducting a smear campaign against one of your own - a PPSLA member!! It's unbelievable!...BPC)
Isn't leaving early from an off-duty assignment a mistake? Phil Roberts is still the brunt of four PSB investigations for bring these fraudulent stats to light. Why isn't Jack Harris talking about this?
Chief Jack Ass Harris should be held to the same standards he holds his officers. The city should:
1) Take away Jack Harris' badge and gun – along with any respect he has remaining
2) Have Jack Ass sit at home on paid leave like many have before him
3) Tell Jack Ass Harris between the hours of 8-4 he must be home, sitting and waiting, on call, and then call him periodically to come downtown at 3:45 to drop off a much needed frivolous item
4) Order him to not call anyone or risk being accused of tampering with the investigation and he may only communicate with his boss, David Cavasos anytime he must leave his residence.
5) Drag out the investigation for 8-10 months
6) Have an outside impartial law enforcement agency conduct the investigation
7) Repeat this process for all assistant chiefs and Lauri “lying cunt whore” Burgett
8) Put Kevin Robinson, Tim Hapmton or another decent honest cop in as the interim chief and have him "right" all the wrongs and injustices under the regime of Jack Ass Harris and Phil OxyGordon. Settle these lawsuits and give these good cops their jobs back!

It is great that you were able to be a change agent for this city. since I can't persoanlly thank you, I will publically do it.
I hope you can get a percent of the $1.7 million for reporting the abuse of power and the lies. It's the least the Feds can do.

Subject: PLEA - Request for Investigation of PPD Management Misconduct by Outside Agency ref. False Kidnapping Statistics
Police Chief Jack Harris, as well as other managers in the Phoenix Police Department, publicly took the position that, in 2008, the City of Phoenix had 358 border related kidnappings. These kidnappings were explained as 1.) unique to Phoenix, 2.) labor intensive, 3.) expensive, and 4.) involved ransom and hostage rescue. As a result of this position, Phoenix became known as the “kidnapping capital of the country” and, per Assistant Chief Andy Anderson, Phoenix was in the “eye of the storm.”
Phoenix Police Sergeant Phil Roberts made an allegation that the kidnapping statistics were manipulated and flawed in order to obtain federal monies and no action was taken.
o In August 2009 a complaint memo was given to the Phoenix Police Department – no action.
o In October of 2009 a complaint memo was given to the City’s Integrity Commission and also to the State Attorney General’s Office – no action.
o In April 2010 a complaint memo was given to the FBI – no action.
PLEA’s understanding is that the City Attorney communicated that “whistleblower” protection was not warranted for this police sergeant.
The kidnapping numbers that Councilman DiCiccio requested several months ago were inaccurate but yet the Police Department still felt comfortable in using them later in 2009 to obtain federal monies.
On December 15, 2010 the City defended these kidnapping numbers in letter to the News Director of KPHO. Your letter stated, “It is important to state clearly that we have verified several times the accuracy of the kidnapping statistics generated by the Phoenix Police Department. The question of definitions and accuracy were asked and answered in August.”
In August 2009 Phoenix Police Lieutenant Lauri Burgett told police PSB investigators that the kidnapping numbers were “exaggerated” yet no internal investigation was initiated.
The sergeant that reported the flawed numbers was transferred from a specialty assignment and is currently being investigated for a possible veracity issue – a violation that carries the penalty of termination. In addition, the mistreatment (the OIG is being told it is retaliation) of this employee has generated yet another lawsuit against the City of Phoenix.
PLEA Board Members Officer Joe Clure and Officer Ken Crane shared with and demonstrated to you on Wednesday December 22 at 12:30 that police management’s kidnapping numbers presented to Congress and to Councilman DiCiccio were flawed and in error.
The City of Phoenix and Phoenix Police Management have engaged in conduct that is being presented as criminal in nature – some would say fraud. The City and the Police Department have clearly demonstrated that they are incapable and/or unwilling to investigate any ordinance, personnel, or policy violations as they relate to this matter. The lack of a thorough investigation (as required by PPD policy) coupled with the consistent failure to act on allegations of misconduct in the past, clearly point to an alarming pattern and the need of having this matter and these complaints investigated by a local outside agency (similar to MCSO having Pinal County investigate Dave Hendershott). PLEA believes any internal investigation carried out by PPD management would cultivate and/or create a conflict of interest.
Over two decades with PPD as trained observer says:
Cavasos should never have been made City Manager in the first place with his scandalous background.
Jack is a "go-along-to-get-along" Elmer Fudd kinda guy who probably has some dirt on Phil Gordon thus facilitating his career advancement. Next chief will be someone from a protected class, maybe even an outsider.
Jack should have let someone else go to Washington and spit out the bad kidnap figures so he would have a throw-down person but he wanted his moment in the spotlight - whoops that backfired.
Yahner is actually a pretty capable guy caught in a bad situation, might make a good chief but wont get it because he is a white-guy now irrevocably tied to Jack.
Anderson is a loyal well-intentioned regular guy who just following and defending his mentor. Cant blame him for being pissed when someone messed with his daughter when he was teaching her to drive.
Some others in the higher ranks are quasi-capable beneficiaries of affirmative action policies, sometimes promoted beyond their capabilities who are now laying low to see if they can get to the corner office when the napalm clears.
Tovar = useless
Hynes served his discipline for the minor administrative problem years ago and should not be further vilified. PSB was a shitty assignment anyway.
Spencer advocates for some bad cops who do not deserve protection and is sometimes over the top with his accusations.
Hafkey is sometimes-smart, sometimes-half-wit-key but he tries to do what is best for Hafkey and sometimes what is best for the Sgts and Lts.
Quass is a capable detective also in a shitty assignment who followed the instructions of his supervisors. Also should not be vilified.
Rest of the PD is mostly dedicated humble public servants who just want to make arrests, keep the peace and go home safe at the end of shift.
