Phoenix police leaders on Friday completed a weeklong training in London with other southwestern U.S. police authorities seeking to learn more about how to prevent and investigate extortion-related kidnappings.
Sessions hosted by London's Metropolitan Police Service focused on "prevention and response to kidnappings, extortions and related crimes," according to organizers.
Phoenix Public Safety Manager Jack Harris attended sessions with Lt. Lauri Burgett, who oversees the Phoenix Police Home Invasion Kidnapping Enforcement unit. Along with other U.S. police leaders, they discussed challenges facing local police in combating criminals linked to Mexican drug-trafficking organizations.
Flights, lodgings and other expenses to the U.K. were funded through a grant from the Bureau of Justice Assistance at the U.S. Department of Justice. The grant was administered through a New Mexico-based border security center, which provides training to local police agencies

Actually we have a few source confirm that Joe Yahner had a friend remove some data from his work computer. We can't confirm if it was porn or some really vile stuff from Louie Tovar's child molesting kid.
Multiple sources have confirm that Joe admits something was removed in an audio recording, which we hope to post here soon! We are going to post a blog about Joe Yahner, but we are going to first give him some time to right the ship. We will post something soon.

With the recent DOJ/OIG investigation of Phoenix Police inflating statistics(Kidnapping stats for 2008) it reminded me this wasn't the first time numbers have been intentionally manipilated by the Police Department and City of Phoenix. I am writing this out of public concern because I do believe there is corruption and dishonesty in the City's leadership to include the upper levels of Police management.
I was part of the Phoenix P.D. hiring unit when this took place. I was with the unit for several years and was responsible for the vetting and hiring of new officers.The following information was presented in a unit meeting and there were numerous members of the hiring unit that can corroborate.
In late 2007 Proposition 1, Public Safety Initiative, passed through public vote and it included a sales tax increase to pay for the new positions. It was supposed to increase Phoenix Police manpower by adding 400 NEW officers to it's ranks, plus 100 support personnel. In late 2008 or early 2009 a hiring freeze hit the city and all hiring has since ceased. The police department had not met the mandated goal of hiring 400 new officers by then. In fact we were well over 100 positions shy of reaching that mandated goal. If I recall correctly the number may be closer to 180 positions still vacant.
The Commander of the hiring unit, Sandra Renteria, was asked how the Prop 1 positions were going to be filled. The response was...officer positions previously hired under the General Fund would be moved over to the vacant Prop.1 positions, thereby fulfilling the initiatives requirement. In other words a shell game on paper was going to be perpetrated at the expense of the public and without their knowledge. It was mentioned to the Commander that this seemed highly unethical if not an absolute fraud since the public approved the hiring of 400 ADDITIONAL officers; not the mere shifting of already filled positions into the vacant Prop. 1 positions. After all, had not the public already paid for and continue to pay for the ADDITIONAL officers that don't exist? The Commander assured us that the issue had been presented to the City Attorney and it was completely legal to do. Oh really? It was mentioned that should the public get word of this there would be hell to pay. Again, the response was that the vacant Prop. 1 postions would be filled from the General Fund previously filled postions. So, a paper shuffle occurs and magically it appears that nearly all the Prop.1 positions are filled! Sorry, that appears extremely underhanded and unethical if not illegal. All of us are still paying for these phantom officers through a sales tax that has not been repealed. I think the public needs to be made aware of this. There is no one I can think of that tolerates being lied to and paying for something they are not receiving.
Of course, as of right now the city has eliminated over 500 vacant positions altogether, to include police officer vacancies and there won't be any new hiring until 2013 at the earliest. Looks like the public isn't going to get what they paid for, and continue to pay for with every purchase made in the City of Phoenix. Something really smells! I hope you are able to shed some light on this.
If Joe Yahner was smart, and I beleive he is, he would immeditaely begin to resolve many of the retaliatory messes Jack drummed up while he was chief.
Could you imagine how much credibility Yahner would earn, much less how much PLEA, the media, City Council and Blogger Jeff would back off, if Joe resolved the Dave Barnes, Phil Roberts, Jeff Patacky, Heston Silbert issues as well as the lawsuits pending as a result of Jack's management style and hard headedness?
Joe, start getting these things resolved, things that Jack couldn't seem to do and you will be an instant hero to PLEA, the City Managers Office, the Mayors Office, your Assistant Chiefs and Commanders, as well as the media.
You have 60 days to get these done. Do them and I bet you will remain Police Chief for as long as you want! Nobody will want Jack back if you can pull this off. The best part is you can resolve these will little negotiations, little money paid out and in a very short amount of time.
Those who are suing you don't want it to go on forever. They just want to walk away feeling like they have been treated fairly. It doesn't take much to do that!
Assign a fair and objective Chief such as Kevin Robinson the task of getting these issues resolved. Kevin has the skill and credibility to get things done at record pace.
Do it Joe before you fail and Jack comes back! Please?
Andy "dickwad" Anderson retired this month. Rumor has it he is trying to get a job at Gore technologies in North Phoenix as their security director. Not sure how to contact Gore but I am sure you can find an email to their HR people and fill them in on ole road rage....
Love your blog. Worked with corrupt cops in another city for years. Seen them violate rights, illegal searches, beat people, steal money, etc. Rat the BAD ones out, and GOD BLESS AND PROTECT THE GOOD ONES!!!!

You guys are being awful hard on Joe Yahner - to the point of being unfair. Imagine what it was like trying to work directly under Jack! Joe comes from a family of fair and honest men who did their duty with pride and integrity, and he has earned his position with hard work, education and sense of fair play. I have not worked with Joe or his kin, but I live very near them and they are the kind of neighbors I want around me. Lay off Joe and give him a chance to show his own style.
