What Everyone Knows About the Mark Goudeau Case, But No one Wants to Talk About Because it is an Election Year

At BPC we get so much information on the corruption within the PPD. When we get controversial information, we want to see it and validate the truthfulness of the claim. Albeit painful, We hope this BLOG entry is going to change Phoenix for the better and make many stop and think.

There were other suspects in the Baseline Killer Case that were never investigated. One suspect, that we will call "TWS", was from California. Our county attorney Andrew Thomas knows about this, Chief Jack Ass Harris knows about this, and some in the Phoenix Police Homicide Division - Joe Knott, Mike Polombo, Pat Kotecki, Benny Pina and Alex Femenia - know about this, too.

What is the reason they were never investigated? Primarily laziness, coupled with the grand-standing, back-slapping and atta-boys that were already on the news with Phil Gordon, Jack Harris and Andrew Thomas. It’s all about Politics. The Phoenix PD took so much heat on these murders and rapes that finding anyone of color would do! Why upset the apple cart and actually conduct further investigations when they had their guy, Mark Goudeau? It was said in Homicide, “Do you know if we let this out, you give a nig*** like Mark Goudeau an alibi?”

Apparently, these two other suspects came from Patrol. It was the Gang Unit who handled many homicides in Patrol that had their own investigation and figured these two new suspects were worthy of an investigation. TWS had allegedly committed similar crimes in California. The report is undeniable. From the comments this suspect made to his family when he saw Mark Goudeau getting arrested on TV, to the bragging and his prior background should have warranted some level of research, but nothing was done. When this savvy Patrol Officer was engaged and discussing TWS with other Police departments in California, abruptly they told him that they were ordered not to speak with him anymore by their higher-ups.

You see, Patrol Officers can’t be smarter than Homicide, let alone submit their own materials. Homicide is far too arrogant for that! This very smart Patrol Officer figured these two suspects had better timelines and better opportunities to commit the Baseline crimes. They were never investigated because Andrew Thomas, Phil Gordon and Jack Ass Harris had their guy – Mark Goudeau. Assistant Chief Kevin Robinson, Alex Femenia, Benny Pina, Pat Kotecki and Mike Polombo were intimately involved in this cover up and the non-inclusion of this information. Several pages were written by this Patrol Officer, but the report was paired down by Alex Femenia to a footnote and was never presented to the Grand Jury. It was purposefully and maliciously minimized so that the Grand Jury would promptly issue the Indictments on Mark Goudeau, and Andrew Thomas could begin his well publicized, assault.

This thorough Patrol Officer has a full three-ring binder of maps, grids and detailed information that give some very conclusive evidence, but Alex Femenia hid it. This violates the fundamental principles of being a detective, but Alex Femenia has no problem with it and sleeps well at night!

Almost a year ago today, at the 100 Club Banquet, Jack Ballentine marched Alex Femenia, Benny Pina, Pat Kotecki and Mike Polombo up on the stage to receive their awards for finding and arresting Mark Goudeau as the Baseline Killer. Many, many officers were sickened and disgusted by this, knowing that these officers had very little to do with any of the grunt work involved, but more so that all suspects were not investigated thoroughly. Asst. Chief Kevin Robinson who was the Investigations Division Commander loved all the interviews and grandstanding and took all the accolades for “finding” Mark Goudeau. You all should know that Kevin Robinson is vying for the next chief of police position once Jack Ass Harris leaves. Having Mark Goudeau and the Baseline Killer under his belt would be very helpful in this endeavour.

If you don’t think the rot and corruption is rampant among the 4th Floor –well it is systemic and now includes the County Attorney’s office! It is an Epic Failure for the Police and the Courts. Mark Goudeau sits in jail with only 3 out of 13 genetic markers matching and Andrew Thomas, who has never prosecuted a Felony Case in his career, is running for reelection as our County Attorney.

Many have cautioned us about telling this story and this sad miscarriage of justice and absolute abuse of discretion by our County Attorney Andrew Thomas, the Maricopa County Criminal Courts and the Phoenix Police Department - but it is an Election Year! They all want Andrew Thomas reelected because having a good relationship between the PPD and the County Prosecutor’s Office is paramount. Even as Republicans ourselves, we think any relationship with Andrew Thomas is a relationship no one needs to have.

Marc Spencer and PLEA: While we at BPC love the work you do and the help you provide to the foot soldiers of the PPD; defending them on the witch hunt of NOIs from the FOJs, we think you are making a grave mistake supporting the reelection of Andrew Thomas. Andrew Thomas lacks such a moral compass; we question how he finds his car at night when leaving his office. If any of you vote for Andrew Thomas, you are making a mistake! If you are die-hard Republicans like us, write in your own name for Christ sakes, but don’t vote for this AssClown, Andrew Thomas. Andrew Thomas will undoubtedly claim his “absolute immunity”(again) to avoid any Prosecution charges knowing this information, but it shouldn’t stop us from running him out of town. You think it’s only BPC that feels this way about Andrew Thomas?

Rick Romley our former (Republican) Maricopa County Attorney won’t even support Andrew Thomas' bid for reelection.

At this very moment Andrew Thomas is holding this “Patrol Investigation” on TWS, and is able to give Mark Goudeau a new trial, but he is doing absolutely nothing. Andrew Thomas is a man who will stop at nothing to make himself look perfect, even going to great lengths to edit his own Wikipedia pages to remove any negative comments.

It is an election year and since no one is supposed to know about this secret investigation, who cares? Right?

Yeah…that's what we said. It’s secret. Even the way it was published and constructed.

This entire “Patrol Investigation” on TWS from San Bernardino, CA is published in MicroSoft Word. It was never input into any police department PACE system, purposefully, by design. It was ordered to the reporting Patrol Officer to produce it in Word, so that no records request could be done and it could never be found. Of course Jack Ass Harris, Andrew Thomas and most definitely Phil Gordon know very well about it. It is shocking, disturbing and will give you goose bumps when you read it, knowing that TWS was not investigated for the Baseline Murders. And for all you skeptics out there who say to us, “Aw c'mon BPC, the murders stopped after Goudeau was arrested” We will tell you that after TWS saw Mark Goudeau getting arrested on TV, he was rumored to have high-tailed it back to California.

We at BPC have heard and known about this for a few months and it has taken a lot of work to publish it. We wanted to see the Investigation first hand before we published anything. It sickens us and keeps us awake at night. We guess you could say unlike Jack, Andy and those homicide officers, we have a conscience. We hope that this will be the final nail in the coffin of Jack Ass Harris, all the Friends of Jack and Andrew Thomas. We hope the media, City Council, Sheriff Joe and/or the DOJ will run with this and finally do something to stop the corruption and bring some pride back to the Phoenix and PPD.

The final page of this Patrol Officer's report says it all:

"The totallity (sic) of all these factors shows a clear picture of violence against the Citizens of Phoenix and actions consistent with the behavior of some of the cases attributed to the Baseline Killer”

...and none of it was ever investigated, and it was kept from the Grand Jury.

Jack Ass Harris, Andrew Thomas, Kevin Robinson, Alex Femenia, Benny Pina, Pat Kotecki, Mike Polombo and Joe Knott should be Indicted and brought up on criminal charges.

It must be a common theme with the Phoenix Police department to lie to a Grand Jury and weave a web of bullshit and lies to get someone Indicted. It is also common for Andrew Thomas to run and maliciously prosecute people without investigating all the facts. We know and learned this first hand.

Andy Anderson: Where Are the Emails?

We receive a lot of negative comments on a lot of FOJs – Friends of Jack Harris. The two assistant chiefs we receive the most negative feedback on, are Andy Anderson and Kevin Robinson (well...Okay...we'll put Tracy Montgomery in this list too!) One can only assume that these two Assistant Chiefs have burned more people in their past and helped ruin and destroy the careers of many cops, for their own personal gain. Kevin Robinson is vying for the next chief of police. We pray every day; this EEO violating moron won’t get it.

However, today we will discuss Andy Anderson.

Assistant Chief Murray L. "Andy" Anderson of the Phoenix PD is in charge of the Investigations Bureau. With an extremely bad comb-over, he runs Drug Enforcement, Family Investigations (that's FIB with the Bullet-in-the-Ass Brokaw, Down Syndrome "Corky" Huntley and former Little Louie Tovar), Property Crimes, Public Affairs (this used to be Chris Crockett, but he is now out there with Dildo Martin on night duty because he couldn't run PAB) and Violent Crimes (our old buddy Klima the Mormon.)

It happened back on November 6, 2006 and the deets are simple: Andy was out teaching his daughter how to drive. Some guy in a truck honked his horn and Andy threw a road rage moment, following the guy home. When this guy's wife sees her husband arguing outside with Andy she states, she calling the cops. So what does Andy do? He makes the A-hole cop move by flashing his badge and claiming, “He is the cops.” Imagine the humiliation of being his daughter, driving a car, and being ordered by her A-Hole cop father, to chase down a truck to the owners house! Andy apologized afterwards, but like Mom used to tell us, "Sorry is a cheap word and if you have to say you're Sorry....then it's too late." The female lieutenant who responded at the scene was a good friend of Andy's, so the situation was downplayed and no report was filed.

Andy should have been fired on the spot. As many posts have stated, Phil Gordon had a great opportunity to make an example of Andy, but he didn’t. Andy should have been put in patrol and called out to every Road Rage incident in Phoenix to personally see what the ramifications are and what his obtuse Road Rage incident could have caused; but that didn’t happen either. Andy was the head of PSB when this occured. Andy is lucky to be alive, considering his actions. Not only did jeopardize the safety of his own daughter driving, but everyone around them. All of this comes from a man who at the time was the division commander of the Professional Standards Bureau of the Phoenix PD.

Andy has some skeletons in his closet, which he would like to brush under the rug. Like the domestic violence claims from his first wife that were called into the PPD. Yeah, we at BPC found that way back in 1986/87 police were called out to his old house near 15th Ave. and Northern on a domestic violence claim, where his wife feared for her life. Our police friends at BPC have copies of the reports and will give us their copies without having to do a records request. The report shows his wife was hysterical crying and so was his daughter.


So it appears Road Rage wasn’t Andy Anderson’s only momentary lapse of reason. It appears to be a pattern with him – losing his cool – with his ex-wife, his daughters driving lesson and now a simple email request! Think we don’t know about your problems Andy? Well we do and when we find more we will be sure to post it here.

We hear that Andy is so enraged about us requesting his emails, he can’t see straight. He is going to where Polombo went a few weeks ago – mumbling to himself, angry outbursts, and trying to find what Phoenix Police Officers provide us the data. You see Andy thinks he is above getting his emails requested and even tried to rally his fellow Asst. Chiefs to prohibit them, even though legally he has to give them. He sent them out to City Legal for review.

Andy: Here's our personal message to you, since no one else will counsel you, or tell you what everyone else seems to know...

Much like Tracy Montgomery you lack leadership and discipline. No one will follow you and no one respects you because you don’t have the traits of command and control. You lose control too easily and make rash, haphazard judgments that jeopardize yourself and those around you. The only thing you can command is a 16 year-old girl, crying behind a steering wheel or an ex-wife cowering until your fellow officers come to rescue her.

We hear that Mrs. Andy Anderson reads this board quite often. Mrs. Anderson, how you tolerate Andy is beyond comprehension. It’s only a matter of time before Mr. Road Rage goes off on you, much like he did on your poor daughter almost 2 years ago. We can only hope your daughter was not too humiliated in school and in the neighborhood by her reckless father.


So Andy Anderson, we have just one question for you…

Lieutenant Joe Knott and his Criminal Investigation on Missing Name Plates

Have you ever seen the movie, The Caine Mutiny?

It was made in 1954 and starred Humphrey Bogart, Van Johnson, Fred MacMurray and Jose Ferrer. Bogart got nominated for an Oscar and it was one of his last great performances before he died. It was based on a novel about a mine sweeper ship called the Caine with a crazy Lieutenant Commander Francis Queeg (played by Bogart). The most famous scene and breaking point in this movie is after Lt. Commander Queeg notices a quart of strawberries missing, he has a full blown investigation into who ate them.

Queeg berates his officers for their uniforms and has absurd investigations for no reason. His officers eventually Mutiny after the strawberry investigation and a court martial ensues. It’s a great story and a great metaphor for what happened today with the latest Assclown in the PPD, Lieutenant Joe Knott.

Today, Lieutenant Joe Knott began a criminal investigation on the missing name plates of Heather Polombo and Mike Polombo.

Lieutenant Joe Knott (Queeg) began his criminal investigation into missing name plates (quart of missing strawberries)! Name plates....you know those little signs with your name, that are attached to your door or your cube? Someone stole Heather and Mike Polombo's name plates.

Each detective was called in, and read their Miranda Rights. PSB is doing an internal investigation too, to find the now infamous nameplate thief.

1st: To any and all detectives in Homicide and all friends of BPC:

You tell Joe Knott, one thing and one thing only if you are part of this bogus investigation. Tell Joe, “I have obtained counsel and you may speak to them and them alone. And our friends at BPC told us, to tell you, to go Fuck yourself Joe.” Say nothing and do nothing else. Get up and walk out, go back to your desk and do your job. Don't tolerate this AssClown and his bullshit investigation. This is free legal advice from our own legal department.

2nd: This is our open call to all officers of the PPD: We want any and all information on Lieutenant Joe Knott. Anything, any of you can dig up. Any information about him and his career with the PPD will be posted here.

How dare you waste our taxpayer dollars on a name plate criminal investigation, while no one investigates Mike Polombo's affair with Heather or Mike bringing files home during the Baseline Killer investigation!! How come when your chief Jack Ass Harris’ brother-in-law "Fredo" was caught stealing money out of the Red Vines container, good ol Ken Hook the equipment coordinator wasn’t investigated? Oh wait he was investigated, it took 6 months and 1 day later to investigate him – one day after he retired and when your wannabe Chief Jack Ass just happened to be in charge of PSB to cover his lame, equipment coordinating ass!!!

JD Hayworth's Show and Other Stuff

If you didn’t hear on JD Hayworth’s show (550-KFYI) on Monday, 9/22, he spoke about Jack Harris and how he isn’t a chief and the pension boondoggle that is taking place. I tried to find it streaming on the Web, but can’t. BadPhoenixCop did a call-in, but JD was running out of time and moving onto the next subject. We got a few words in, but not much.

One can only hope that a combination of PLEA and what has been posted on this site helped bring out Jack’s payola boondoogle. We saw on the Phoenix PD website that a guy was caught back in March, 2008 impersonating a cop – and we thought it was Jack Harris! If any of you out there have the balls to contact us, we will be more than willing to file a police report on Jack Harris impersonating a police officer! He isn’t a cop and he is impersonating one. Why isn’t he under arrest?

We too were a bit disturbed by the following comment on the BLOG:

We assumed a while back that if the Lab is broken and samples aren’t being process efficiently or effectively, then somewhere in Phoenix a crime is being committed or someone is dying. Sad but true and a fact that is probably being ignored or muted by the Jack Harris and the 4th floor.

• Frank Fairbanks is not going to drop his shorts and investigate his own stuff. He likes the Rainbow coalition

• The Governor is a democratic dyke and won’t do a damn thing. She's too busy campaigning for NO BAMA.


• Andrew Thomas has never prosecuted a Felony in his career so he doesn’t know what to do, except how to maliciously prosecute innocent, law-abiding citizens.

That leaves City Council, the Media and the Sheriff's Office.
We at BPC are trying to meet with City Council Members, we have contacted Sheriff Joe’s office and have reached out the news media.

It is clear that Jack Harris and the management of the Phoenix PD are corrupt. Phil Gordon and Frank Fairbanks are no better. While we know that Sheriff Joe and Phil Gordon won't be exchanging Xmas cards this year, there are many people here who support MCSO and what you do.

We are all immigrants on some level, and illegal immigration must be stopped. I and many will gladly pay $6 for a head of lettuce or an extra $20 for a hotel room, providing we could get into a hospital within 20 minutes and know our cities are safe. What sickens me is the fact that Mayor Phil Gordon, and his staff have possibly visited this site, read all the info, and are not demanding a full investigation into the alleged incidents of misconduct that have been reported on this website. Remember, the PPD's Operations Orders specifically demand that all allegations of misconduct, whether anonymous or not, will be investigated to the fullest to punish those who are guilty AND/OR exonerate those who are innocent.

All of the below have been reported on this website. Regardless if they are true or not, they must be investigated to proetc the innocent!Please Mayor Phil, as one of those who have been alleged to have been involved in misconduct, demand an investigation to clear those of us who are innocent! It is embarrassing to keep hearing my name in rumors knowing I am not guilty of what has been alleged! My family is humiliated by what is being said. Please protect the innocent!

It is important to note...I have no first hand information on any of the allegations on this website. I am not making any of the below allegations listed in my posting. Instead, I am repeating what I have understood from postings on which include:

Homicide Sergeant Mike Polumbo having an affair with a subordinate while being responsible for first line supervision of the Baseline Killer and Serial Shooter investigations. Ask those who worked the case and pull their cell phone records and overtime slips. If they match, you have a real problem!

Homicide (and former Internal Affairs) Sergeant Mike Polumbo keeping copies of criminal and administrative investigations in his unsecured garage at home. Ask his ex-wife. Many of these Interanl Affairs investigations most likely contained personal medical information protected by HIPPA and ADA.

According to postings, Sergeant Polumbo allegedly abandoned these reports in his garage when he left his wife and moved in with his subordinate Homicide detective girlfriend. What if some of the Baseline Killer/Serial Shooter info was in his garage and somehow made it into the hands of a neighbor, burglar, thief, etc., and was used to entrap the suspects in custody? Sounds wild but things like this have happened in Fulton County, GA, and Los Angeles, CA.

Postings alleging that Homicide Sergeant Mike Polumbo calling an Assistant Chief the "N" word in front of subordinates. Horrible if true!

Postings alleging that Homicide Sergeant Mike Polumbo had a previous affair with another PPD employee (do you see a trend here?).

Lieutenant Steve Soha and his DUI causing a city employee picking him up in Gilbert every morning so he can go to work while his license is suspended. This is his second DUI since being a PPD supervisor. His first (administrative DUI) occurred in the mid-90’s while a probationary sergeant and the second earlier this year in Gilbert. Are you going to wait until someone is killed in a DUI accident before you do anything. That will sure make for bad headlines!

Lieutenant Steve Soha and his rage issues involving other off-duty, drunken brawls on Mill Avenue in Tempe, citing on-duty parking attendants with parking citations while in an undercover capacity as a narcotics detective, verbal abuse of subordinates, etc.

Lieutenant Steve Soha’s threats against another lieutenant during an Honor Guard event which forced the victim lieutenant to obtain a Restraining Order against Soha (the sad part is the victim lieutenant could have beat Soha silly but chose not too due to the fact that he is a professional and did not want to bring discredit to the Honor Guard during a public event. This is the type of employee you should be promoting to Commander…not some boob simply because of the color of his skin).

Assistant Chief Tracey Montgomery’s alleged conduct with Gilbert PD officers on the night Lieutenant Soha was arrested for DUI.

Postings and rumors alleging Sergeant Ron Snodgrass having an affair with a subordinate and displaying nude photos of his wife to subordinates, on-duty, while in a public area in Internal Affairs Bureau.

Assistant Chief Andy Anderson and his off-duty road rage incident while chief of Internal Affairs. His 15 year old daughter was with him and could have easily been an innocent victim had the other driver been armed. Chief Anderson should have been terminated on the spot simply because of all the times these road rage incidents turn into killings of innocent citizens and then our city’s politicians going on television telling everyone how tragic these events are. Just the fact that he placed his minor child in such a dangerous situation that she could not escape from was enough to charge him criminally in my mind. Make an example out of Chief Anderson and send a strong message to the entire city that road rage will not be tolerated in our community much less by the chief of Internal Affairs (Mayor, you really missed a heck of a media opportunity here! Just think how powerful your message to the community would have been regarding zero tolerance of road rage in our community had you publicly held Chief Anderson accountable!).

The posting alleging Public Safety Manager Jack Harris and his voting on the AZPOST Board even though the Charter does not afford a "Public Safety Manager" position to sit on it.The posting alleging Lieutenant Dan Olson and Sergeant Ron Snodgrass, while on-duty and assigned to the Internal Affairs Bureau, failed to register their off-duty business as demanded by city Administrative Regulations.

Commander Louie Tovar and his inappropriate comments towards a civilian complainant which were tape-recorded.

Former Assistant Chief Bill Louis and his lack of truthfulness during the Unfair Labor Practice Lawsuit involving PLEA (just read the transcripts Phil...even the Hearing Officer said Louis was lying).

Looking into the matter involving the alleged suicide of Phoenix Police Officers Billy Soza and (name)???.

Numerous EEO complaints against Assistant Chief Kevin Robinson.

The fact that many command staff graduated from the NAU co-hort Masters Program and shared assignments, never took an exam and the fact that many subordinate police employees were instructors in this program making it impossible to objectively grade their ”bosses” work. Were city vehicles driven to classes?

Posting of incidents involving rancid and lewd parties at the home of Assistant Chief Tracey Montgomery one of which resulted in a rock being thrown through the window of her city vehicle.

Commander TJ Martin and his alleged possession and display of dildos to subordinates in his office at Cactus Park Precinct as well as grabbing the crotch of a sergeant (he must have done something wrong since he was transferred from the pristine assignment as commander of Cactus Park Precinct to the midnight shift without any type of explanation or investigation...duh!)!

Also, is anybody going to write a letter to the AZ Public Safety Retirement Board demanding the resignation of Lieutenant Stan Hoover and Sergeant Ron Snodgrass for their alleged dereliction of duties as posted on this website? These two have been found guilty of serious misconduct and/or been alleged to have committed serious acts of misconduct and they continue to sit on a board that manages the financial future of every public safety official in the state of AZ!

Mayor Gordon, how can anyone hold some rookie cop responsible for excessive use of force, or even something as minor as missing court, when you have these much more serious allegations of misconduct posted on this website? Any failure to investigate these allegations of misconduct cannot be allowed to occur if you want to maintain the credibility of our police department! Read the “Rampart Board of Inquiry” involving the LAPD. You will see there were many allegations and rumors of misconduct floating throughout LAPD but the command staff never “believed” them nor looked into them. Finally, after enough citizens were killed by officers, evidence planted on suspects forcing them to sit innocently in jail and LAPD command staff's failure to investigate allegations of misconduct did the Mayor of Los Angles demand an investigation. Then, after the Rampart Investigation was completed, cops went to prison, the city paid $145m in lawsuits, 106 convictions overturned, and the LAPD lost all credibility throughout the world…simply because nobody “believed” the rumors and allegations. The Lab is Broken, Samples aren't Being Processed - And Tracy Is Putting in the Hallway...

Tracey Montgomery and the Problems with the Lab

“If any of you have any questions or problems with the Lab, then just let me know, and don’t BLOG about it.” – or something along these lines - as stated by Tracey in a recent meeting.

Well Tracey, Dave Barnes did let you know and you labeled him a trouble maker and were going to make an example of him for Lab bashing, so that other people would think twice before they critiqued you. Why on God’s-Green-Earth would we tell you anything directly? All you will do is cover it up, blame us and begin your NOI against us for something lame and not invite us to your parties. Plus Blogging is much more fun!

You claim we are backlogged with 27,000 requests in the Lab?

27,000?? Are you fucking kidding us?

How do you plan on processing 27,000 requests? By dumping 26,990 of them in the dumpster? Leaving 26,990 in Polombos garage?

How many people are dying or will be killed due to your failure to manage this Lab correctly? 40+ job REQs aren’t going to do shit at this point. We heard Phil Gordon was shitting Twinkies when he heard how bad things were there. We heard a major problem in this wonderful high-tech Lab was Software related. You either couldn’t get or find software to ensure it runs effectively. You should have called us. We know software better than most and could have given you some solutions and some options, but it appears you would rather have people die needlessly and have crimes continue, due to your own ineptitude and arrogance.

A smart "get-things-done" leader would consider outsourcing some of this immediately (yesterday) to a reputable third party Lab to gain some ground and clear the backlog. But you of course are too stupid to recognize this or accomplish this. We will bet 27,000 is a very conservative number too. You need to figure each request probably has multiple inquiries.

Let’s see Tracey: You can’t manage a Lab, You can’t manage a subordinate like Soha and you clearly can’t manage yourself or any of your indiscretions – and you want us to openly come to you with comments and suggestions on the Lab?

Tracey: Is there anyone who you can say, you have inspired? Is there any accomplishment you could provide to us that substantiates and validates you as an Asst. Chief or a leader? Is there anything in your background that qualifies you to manage a Lab, any swab you have ever taken or had analyzed other than your own Pap smear?

You want advice on the Lab?

Here’s one: Quit. Leave. Resign.

There's not a problem with the Lab. There's a problem with the morons who manage the Lab and how they take the time to throw Dave Barnes under the Bus for bringing it to their attention. How could you blame Barnes when he has another AssClown like Polombo wrecking havoc on his career with fabricated NOIs?

Mike Polombo and his Bogus Investigations

BPC had dropped off at our door this AM some documents that show more gamesmanship and internal corruption by Mike Polombo. On October 18, 2007 an officer was issues an NOI related to the Baseline Killer. In this NOI this officer was accused (apparently by Mike Polombo) that he leaked information to the news media on Adrian McCormick, Omar Hralima and a PowerPoint that was intended for the Grand Jury.

Needless to say officer Dave was a bit shocked and hurt by the accusations. A few of the alleged news reports were reported by separate news stations, while others were somewhat public in the PPD and could have been told by virtually anyone. For whatever reason, Mike Polumbo was convinced and assured that this officer was the source of the leaks, or just simply want to mess with someone's career.

On February 18, 2008 (4 months later) the NOI was concluded. After obtaining the accused officers cell phone records it was determined that “No information was found which would support the allegations listed on the Notice of Investigation” signed by Ken Mentzer (#4931). This Investigation was purged according to internal procedures but who really cares, as the damage was already done.

So naturally the accused officer went back and asked the question we all would, “How did this happen and what evidence was provided by Mike Polombo to warrant an NOI?” the answer he received is not surprising or shocking; what we all know here and how the FOJ network operates.

This all of a sudden wasn’t an “Investigation” but merely an ”Inquiry” by the department, therefore any indicia, records or information that Mike Polombo had was not going to be provided or shared with poor officer Dave. That's like saying, "That's not a bullet in your body sir, but merely a piece of lead."

Who has given Mike Polombo carte blanch to maliciously accuse anyone of anything without any repercussions? Does this go on every day at the PPD? One may simply accuse someone of some injustice and not be held accountable as long as you are an FOJ? Perhaps it was Polombo who leaked whatever, to whomever, and this was his way of covering up the trail by accusing another officer. Why doesn't someone investigate that? This report reads like the Salem Witch Trials.

It is no wonder that people have an ax to grind against Polombo. Is this the crap he is pulling in Homicide? Then this jerk was in PSB under chief Jack Ass?

Mike Polombo: I know you and Heather read this Blog. Why don't you grow some testicles and tell us your version of this story and why you had an innocent officer investigated and what evidence you had to support it? Fair is Fair Mike. How would you like it if every officer attached to BPCs began accusing you of stuff? You know Mike, having files at your home violated HIPAA laws. Perhaps we should begin an investigation on you for that, among other things? BPC will do a records request on all your emails to see what we may find.

They come to us in droves - current cops, retired cops, soon-to-be retired cops, cops that got screwed by PSB, Jack and FOJs. We meet for coffee, we meet for dinner, we meet in homes, we meet in groups, we meet in Phoenix, Scottsdale, Tempe and Glendale. We meet with them in their uniforms and they drive to meet us in their Police cars! They bring documents and proof of corruptions and cover-ups.

They are feed up with Jack Harris, the Asst. Chiefs, and all the FOJs who are mentioned here.

We meet with the wives of cops! These are the best! They aren’t the kind of meetings that some cops mentioned here had (Mike), but these ladies have had to deal with 15, 20, 25 years of their husbands and their livelihood existing in a system of corruption and ineptitude, most recently with Jack Harris. They listen to crap every night for years and just don’t care anymore and are trying to save their marriages. The best accolades we get are from these wives who tell us that their husbands, after years of persecution, now see hope. Their husbands now laugh. They smile. They have a renewed sense of purpose – all because of this site, what gets posted here, and what is happening.

Keep spinning your wheels Jack Ass and the 4th floor.

You’re all just too stupid to figure it out and figure out what’s going on here. There was a time when a cop showing up at our door meant trouble and now they come bringing years of corruptions and cover-ups. You can't hurt them anymore. Why don’t you both just leave now quietly and save everyone the trouble? You could take the rest of your Snakes like Polombo, Snodgrass, Montgomery, Anderson, Hoover and Soha with you!

Hey Tracey - Should The Pins Be Eternal Flames or Rats?

A long time ago our Grandfather told us, “That if you feel you’ve been insulted, odds are, you probably deserved the insult.” If you read what is posted here and what your peers are stating about you, you only have yourself to blame.

Case and point: Very recently (heck …it was just the other day) you sat in a Uniform Committee Meeting to discuss the PSB pins and how they should be an “Eternal Flame” for Trust and Integrity. During this robust discuss, your buddy Steve Soha kept commenting (we hear at least ½ a dozen times…maybe more) how it ought to be a “Rat.” It was both annoying and condescending at the same time. It wasn’t funny. What does Stan Hoover and George Richards think of that? That Soha thinks PSB’s pin ought to be a “Rat?”

Here’s the point, in case you missed it. Soha should be off The Radar. He can’t get back into the Marines because of his DUI and he is wasting taxpayers’ money getting chauffeured everywhere he goes. He has no where to go and can only now work at the PPD. He won't be able to get a job with Louie Tovar at the Target on Bell/7th with his record. No job on this planet offers a free ride to/from work. If he had ½ a brain, he would be quite, go to AA, crawl into some administrative hole with the Homeland Security Bureau and let the dust settle. Clearly this is not the case.

Next time you see Steve, check the soles of his feet.

I will bet one foot says “Tracey” and the other “Montgomery” for the way he just walks all over you and disrespects you! One of the best test of leadership is when someone rises through the ranks to manage their peers, and how the - now subordinates - act and react. It is clear that Soha has no respect for you, your position or any superior. Starting fights with a Lieutenant at an Officer's Funeral? Even the Gilbert cops were going to give him a break until this A-Hole flashed his badge and said, "Hey, I'm with Homeland Security." Is this really what you want to associate with?

If you had any smarts, you would have stopped the meeting or made a blatant and overt comment to Soha, publically stating how obtuse and inappropriate his comments were. This would have begun to establish some credo with you and set you apart as a leader.

But you didn’t.

It is clear to everyone that Soha’s mouth is good for two things – saying stupid things and drinking booze. All you are good for is covering for him and wasting more time on Pins and what a uniform looks like. It is clear to everyone else you simply don’t have the chutzpa to lead, manage or inspire. You are your own Rat. A Lab Rat. You are part of the Diversity experiment with Fairbanks, Gordon and Washington. Sort of ironic that you have oversite for a Lab....No?

So when you go home at night and you and your Prosecutor friend lament over the day and the insults on this site, while watching re-runs of Cagney and Lacey, just think about how these comments get teed up, and if they are rightfully deserved.

Life isn't simply about Rainbows! It's about hard work, perseverance, and the journey one takes.

Application for a Position with Sandra Renteria

We heard that Sandy sacked two officers recently, so we thought we might apply for a position with her. We loved watching Adam12 and Emergency! as kids. Here is why Sandy and the PPD should hire us:

1) We heard Sandy in the voicemails with Louie Tovar. This cackling hen saying “Yeah” is nothing short of sexy. Nothing is finer then to hear a woman agreeing with and supporting a boss with a Napoleon complex, like Louie Tovar.

2) We are civilians just like Jack Harris. That ought to qualify us for at least a Sergeant or Lieutenant position – and we might even consider testing for it! Perhaps you could offer us an honorary Colonel position – like Colonel Sanders or Colonel Tom Parker? We bet we could swindle our way into a Board position with AZ POST with a fancy title like that!

3)We don’t drink and drive, we don’t lie, we won’t cover things up, we don't sexually harass, and we promise to investigate and be honest – can we be Phoenix Cops if we have scruples?

4)Our nephew has Autism. It’s very tough, be we handle it well and it tests our strength daily. Any person with a special needs person in their family understands what we are going thru. It gives us great experience for working with utter morons like Brandon Huntley, Anthony Brokaw, Steve Soha, and Jack Harris.

5) We like to think we coined the phrases “Fucktard” and “Assclown.” Perhaps we can integrate these 2 words in the daily life of the PPD and all their reports. Was that Really a Threat from you, Officer XXXX?

I think we received our first official threat!

No sense calling the Police since you’re all reading about it here! Stan Hoover and PSB are not going to investigate it or they will just hide, misplace or lose the request.

It came across indirectly as, “You have struck a nerve. Watch your back. XXXX wants you dead.”

Trust me. This does not instill any fear in us, as a matter of fact it gets us pissed and fired up! Our attorney has the email as more fodder for the Civil Rights case against Jack, Phil and the City of Phoenix.

To the person who sent it and to Officer XXXX– Go fuck yourselves. If the statement is true, the sender is equally culpable since s/he heard it, witnessed it, stated it and did nothing.

Do you really think we are afraid of you? I mean...really afraid of You and the PPD? We have reached a point where we probably have more friends in the PPD then you do!

If Jack Harris is a Reserve Officer – What Test Did He Take To Be The Chief of Police?

The Jack Harris boondoggle had him hired back after his retirement, as a Phoenix Police Reserve Officer at a rate of $4,000 per week. So we don't even have a "real" Chief on Police, just a regular guy with a gun who is our "Public Safety Manager." He also sits on the Board of AZ POST as the Chief of Police when he isn't. This reminds me of the guy who owns a boat and wears a blue yachting jacket with a captain hat, and thinks he is an admiral in the Navy.

There already appears to be an Asst. Chief above the Reserve Officer division so does Jack work for this Asst. Chief? If not, then how does a Reserve Officer have an Asst. Chief reporting to him?

I also understand that in order to hold any supervisory position in the Reserves, you need to be tested. Did Jack take these tests?

So what test did Jack exactly take or was this another pension cover up by his buddy Snodgrass?

If you don’t know this story, Asst. Chief Tracey Montgomery was at a function and told a junior cop to remove his 9/11 pin because (we guess) it violated uniform policy.

So this Asst. Chief approached an officer and told him to remove his pin???

What an insensitive byotch! C U Next Tuesday – Tracey!

Was it really that important? Were his shoes not spit-shinned for the photo?

If I recall correctly there wasn't there an incident in Glendale where Asst. Chief Montgomery was involved in a Mexican stand-off with 2 other ladies, and also retired Sergeant Charlie Gwinn had to do surveillance at her house in Ahwatukee after her neighbors complained about the unusual activity going on which lots of woman appeared to be going and coming (no pun) at all hours? Did this violate policy Tracey? Were uniforms involved in your indiscretions, or were they simply crumpled up on the floor in a big pile?

And then there are photos of 2 other Asst. Chiefs (Road Rage Anderson and Pena) photographed with the same pin in what looks to be their senior picture photos?

(Andy....the dreams over Dude....lose the comb over...) - Did you tell them too to remove their pins?

Ms. Montgomery, we know cops love donuts, but you have taken that to a level most of us can't simply imagine. We have no objection to a woman who likes the hooch - many of us here posting like it ourselves - but please...to bug some cops over pins?

How about no open mouth kissing at public functions, no public displays of drunkeness, no wild parties and start acting like a leader? You have been given and blessed with an immense amount of responsiblity. Grow up and start acting like an adult.

Leadership is about setting examples and taking charge...I would suggest you read Rudy Giuliani's book on Leadership and stop worry about the damn petty pins. The pins aren't the Broken Windows. You are!

When is a Police Chief, not Your Chief of Police? When his name is Jack Harris!

We need to have some senior; supervisors contact us here at BadPhoenixCops on the Deferred Retirement Program (DROP).

From what we gather, Jack Harris was on this program, retired, and then was hired back as a civilian with the title of Public Safety Manager (we had the same title in Elementary school, each time we had a fire drill…)

– yet he still expects to be called Chief of Police?

We just don’t know how this is legally done. Are Phil Gordon and Frank Fairbanks that inept and lazy? Is the corruption that direct and blatant that we can’t get a real police chief on an outside executive search?

One can only assume that Jack Harris’ buddy Ron Snodgrass (#2141) who has managed and negotiated for the pension board, most definitely went to bat for and negotiated another sweet deal for Jack. And one wonders why Jack won’t have him investigated, disciplined or reprimanded? Do you think Jack knows about his side business?

Our tax dollars spend $4000 a week for Jack to be a wanna-be chief of police. I think we could afford a "real" Police Chief. Don't you?

Geez, if it takes a civilian to do the job, I'll do it for $2000 per week, and do it right by going out and recruiting my own officers. I would immediately institute a "no fraternization policy," put all the asst. chiefs back on patrol ,and give them the guns that Andy Anderson claims they have and need!

If there are any supervisors out there who would like to contact us and give us some of the internal facts about DROP, we would appreciate it. We imagine you might be quite perturbed knowing about Jack's “civilian” boondoggle status.

I found the posting to the Blog about AZ POST, interesting. In case you missed here are the deets again, straight from the AZ POST site it states:

"The Arizona Peace Officer Standards & Training Board was originally comprised of nine members, appointed by the Governor with the advice and consent of the Senate. The Board included two sheriffs, two chiefs of police, a college faculty member in public administration or a related field, the state attorney general, the director of the Department of Public Safety, and two public members.In 1977, the statutes were revised to require one sheriff come from a county with a population exceeding 200,000 and one sheriff from a county with a population less than 200,000. Additionally, one police chief was to be from a city with a population exceeding 60,000 and one from a city with a population less than 60,000. In 1984, Board membership was expanded with the addition of the director of the Arizona Department of Corrections and an administrator of a county or municipal correctional facility."

So this begs the question, where does a Public Safety Manager like Jack Harris fit into this and is he a violation of the Board?

We were able to obtain the meeting minutes from their site on their August 20, 2008 meeting. Jack Harris was in attendance at this meeting. On Page 3 of these meeting minutes, there is an entry for “Case # 8 – Stephen Boltz – Scottsdale Police Department.”

Why is this important?

It’s clear, Jack Harris attended the meeting on August 20, 2008. Records show this.

What is paramount is Jack Harris’ vote on an 8-month suspension of this Scottsdale Officer (Stephen Boltz ) The AZ POST minutes state “...seconded by Mr. Duarte, motion carried unanimously.” When Jack Harris’ friend and buddy Ron Snodgrass (#2141) was brought up on similar charges and much worse – he was accused of creating a hostile work environment for a female worker and sexually harassing her – all Ron received was a written reprimand from Jack Harris in the PPD. The Board on the PPD that reviewed Ron Snodgrass’ case recommended an 8 hour suspension – but Ron Snodgrass’ friend Jack Harris overruled it by scribing “written reprimand.”

We can only assume that it is the chief’s discretion whether or not to bring such cases to AZ Post meeting. Naturally, Ron Snodgrass was never ever addressed at AZ POST. So the wanna-be -chief-but-really-just-a-citizen-like-the-rest-of-us, Jack Harris will vote for the 8 month suspension of a Scottsdale cop who only viewed and stored porno images on his own, work computer; but when Jack’s friend takes it further by having images on his desk, shows them to woman, and uses innuendo and dirty talk to get a married woman in bed; then all Jack gives his friend Ron, is a written reprimand???

Think something about this is rotten? Then read a little further on Ron Snodgrass.

Ron Snodgrass is a trainer with a company called Preferred Training Solutions, LLC in Glendale, AZ. These folks appear to run Early Warning/Intervention Systems Conferences. While most might commend Ol’ Ron Snodgrass for his entrepreneurial spirit, most of you might be shocked to know that the website lists his former boss Dan Olson (a Lieutenant with the PPD), in PSB as a co-founder. (The website was changed recently to remove Dan's name - but we found it!)

It is also to be rumored that Ron is a founder himself, but we are confirming that with the AZ Corporate Commission records. The AZ records state that the business was formed in the name of Kenneth Johnson (another PPD officer) in January, 2003. He later added another Johnson (most likely his wife) - Laurie Jean, to the LLC in October, 2006.

You are working in a side business, where your boss is listed as a co-founder. Do you think for just a minute that your boss might be slightly apprehensive to properly manage you, reprimand you, suspend you or fire you? Now do you think Dan Olson lost his position as "co-founder" on the website, or do you think someone was trying to hide the fact that he (and Ron Snodgrass) is/are affiliated with Preferred Training Solutions, LLC?

How to use a "C" drive to hide your granny and tranny porn? How to sexually harass employees that are attractive, blonde females and not get caught? How to host a meeting, not invite someone, then reprimand them for not coming?

Sweet Jesus - I can't believe these cops are actually sworn to protect us!

You can bet as soon as this BLOG is posted, these guys will significantly modify their site or shut it down to hide Ron Snodgrass and Dan Olson.

When we talk about FOJ - Friends of Jack - and Jacks inability to reprimand his friends and cover up investigations - this is what we mean.

Guys – there is absolutely something Rotten in Denmark – or at least in the Commander structure of the Phoenix PD. Corruption, nepotism and cronyism are rampant. Until Jack Harris, Phil Gordon and Frank Fairbanks leave, or the DOJ comes in, nothing will change.
