Jack Harris is the Worst Phoenix Police Chief - EVER!!!

Harris PSM/Chief Analysis

If Jack Harris is the police chief, his pension benefits payments should be suspended. If Jack Harris is a Deputy City Manager, he can't sit on the AzPost board. The validity of AzPost rulings that he has participated in are in question.

If Jack Harris is a deputy city manager, he can't be the police chief. If Jack Harris is the police chief, he can’t be a deputy city manager.

Jack Harris was just awarded a 5th star. Deputy city manager’s don’t wear stars. Phil Gordon has stated that Jack Harris is the best "police chief" in the country.

Harris current position appears to circumvent the requirements and intent of several laws, rules, and ordinances.

The Arizona Police Association (APA) represents over 8000 working police officers in the State of Arizona. The APA made a formal complaint to AzPost (Hammerstrum and Stabler) in person in September 2008 about this clear conflict. PLEA was notified the issue has been sent to the Governor’s office.

"Same position" means the member is in a position where the member performs duties and exercises authority that are the same duties that were performed and the same authority that was exercised by the member before the member's retirement.

The AZPOST board page identifies Jack Harris as the police chief of the Phoenix Police Department

Police Chief job code is 62690 and this job description was effective 6/92. This position requires A.L.E.O.A.C. (currently AZPOST) certification (i.e. sworn).

Of course I would continue to stay out of the retirement system I would be in a system within the City of Phoenix or civilian personnel."

o Ron Snodgrass: "With regards to what Chief Harris brought up, I took a lot of notes here, he’s going into a new job classification deputy manager above a department head he’s currently a department head now, the language is short and sweet, it says he’s, the member is in a position where he performs duties and exercises authority, the same duties that were performed and the same authority that was exercised. He’s got new duties, he’s got duties beyond the scope of what he ever had before, he’s got a whole different job classification and he even said that some of those duties, which he performed before will be delegated down to the number 2 XO. I don’t see where if Jack gets this offer and even takes it after January 19th, as you said, I don’t think it’s going to be in conflict with anything process in all honesty. I just don’t see a problem with it."

o Harris: "We had discussed that, Frank and I had discussed that being his main concern, with that was, there is nothing internal that would be a problem with changing the title, but he felt the community would want to have a police chief and to change the title to commissioner or director or something he didn’t feel that the public would be comfortable with that so he wanted to keep that as one of the job duties. That was his position. Officially it would be Deputy Manager, but it’s kind of hard to introduce the Deputy Manager to the community, when they are looking to the police chief to speak to them."

o Ron Snodgrass (board member) explains that the law precludes Harris from returning as police chief. His current duties as chief will be distributed among assistant chiefs.

o As a board member, Snodgrass explains that he facilitated a meeting between Harris and Jim Hacking (fund manager) and Lieberman (fund mgr. attorney). Hacking communicated the job duty of DCM had enough "added complexities" that it fell into the category of a new job distinct from police chief.

o Zuercher, Starr (Gayle), Larsen (Wendy), and Snodgrass voted in favor of motion to allow Harris to be rehired without pension penalties. Lt. Stan Hoover voted against the motion (he made no comments during the recorded board meeting).

o Patty: "Um, Ron, I’ve thought about this over a period of time and really caught bits and pieces in some very direct conversations with Chief Harris about it and I guess some of the questions that come to my mind, um, sorry we were going to shut the door, really has to do with what kind of path are we heading down with regards to DROP and what the intent of DROP was, so I guess I’m thinking if, if things happen to work out I guess where Jack stays and becomes the Deputy City Manager, um, what does that do to us when we have the next employee, whoever that might be in DROP who doesn’t want to go and tries to do something, is probably the most politically correct way I can say it, um, its certainly not a personal issue, um, with the Chief. I like the Chief, but I, I tend to look at things more from a system perspective, what was the intent and where was the program headed, so those are some of the thoughts that were rolling around in my head. I'm not familiar enough with the legal details of DROP, again, you have a general marriage, but in terms of, that's why we have an attorney in here who has looked at that, so, does that help at all."

o Snodgrass: "…hat's sad because now the laws have been modified a little bit, is creating a problem for us because the law does not preclude Jack from coming back and being a full duty sworn police officer of any rank other than chief the way it reads right now. He could be an assistant chief the day after he leaves, he can be a commander, he can be any rank, and so…

o Gayle: "I will be voting based also on the assurance that I've been given in discussions with Frank Fairbanks, city manager that the same title police chief will not be used in any way shape or form."

Ed Zuercher: "Ok"

Gayle: "As a job description, title, anything..."

Ed Zuercher: "I would just, I would clarify that with my understanding, is that the position would be a deputy city manager position. It may be have a working title of something in the nature of director of police and homeland security, I’m not sure exactly what it is, but my understanding is 5 Harris PSM/Chief Analysis that the city formally will not be using the title of police chief. Of course there’s no guarantee as to what the public or the media will be calling this person. Is that what you mean Gayle?"

Gayle: "Yes"

Ed Zuercher: "Ok. Any further comment... discussion... I have a motion and a second; uh I would just also indicate that this is dealing with someone becoming a deputy city manager. All those in favor of the motion, say aye....opposed"

SUMMARY

Harris’ position in the City of Phoenix appears to be in conflict with pension laws, city ordinances, and AzPost requirements.

•It was agreed that Harris would be brought back in the capacity of a Deputy City Manager.

•Harris says in his comments and memo that he still is going to remain the police chief.

•The City of Phoenix ordinance requires, mandates, and calls for a police chief to head up the police department.

o There is one police chief position slotted in the current budget.

o Police chief is a current job description per city personnel.

•Phx. Pension Board chair Ed Zuercher described Harris’ new job a as a Deputy City Manager with duties beyond the scope of his old job.

o There is one public safety manager position slotted in the current budget.

o Public safety manager is a current job description per city personnel.

•Pension law states that if a person comes back in the same position, pension benefits are suspended.

o Additional duties don’t change the job of police chief. Harris’ new job as a Deputy City Manager is the same job of police chief with extra work.

o Police officers have additional duties placed upon them all the time. They’re still police officers.

•AzPost has the statutory requirement for a police chief on their board.

•Harris is identified as a police chief on the AzPost board.

•Phx. Pension Board member Gayle Starr’s vote to approve the new job was clearly contingent upon Harris not being called police chief.

•Phx. Pension Board Chair Ed Zuercher explained that Harris’ new position would be a deputy city manager.

o Ed Zuercher was Phil Gordon’s chief of staff at the time of this pension board issue.

•Phx. Pension Board member Snodgrass understood that the law precluded Harris from coming back as police chief.

•Snodgrass facilitated Harris’ job with the pension fund manager and at the same time sat as a board member on the local pension board.

I just read all of the documents and meeting minutes in this link. What a bunch of corrupt mother fuckers. Ron Sondgrass made statemtns sounding like he was an attorney. Turns out Board Member Snodgrass and Chief Harris went together on the "down low" and lobbied the other board members and city leaders to approve this. Then Snodgrass gets caught with homemade poronograhy on his city computer while assigned to Professional Standards (what standard is professional about this?). The DRB recommends a suspension for Snodgrass. Chief Harris lowers it to a written reprimand. Chief Harris then sits on the AZPOST Board and votes to suspend a Scottsdale PD officer for 8.5 months for having porn (not homemade) on his computer which WAS NOT owned by the city. Holy shit Batman! I cannot think of a more corrupt bunch of things and fools like Frank Fairbanks, Alton Washington, Mayor Gordon, City Council members and Ed Zuecher let it happen. Shame on all of you cocksuckers! You are wasting my tax dollars on this bullshit. I hope Terry Goddard has the balls to send you all to prison for frauding the Public Safety Retirement System and the City of Phoneix! If nothing else, this will give you all some "private time" with Steve Soha and the Baseline Killer!

Somebody needs to contact former fire chief Brunocinni and show his this link and tell him to read the minutes of the public safety retiement board. Remember the city told Bruno he couldn't stay past his DROP date even if he returned his DROP interest. This is incredible.

In 2001 Alan Brunacini announced that he would retire in the summer of 2006.

Under the state's optional plan for safety workers longtime firefighters who name their retirement date years in advance can add richly to their pension.
The idea, says Phoenix City Manager Frank Fairbanks, is to give experienced workers a reason to stay on the job. Setting the date in advance also helps the city plan for openings.
But when his personal D-Day grew closer Brunacini began to have second thoughts. In the fall of 2005 he wrote Fairbanks to say he'd changed his mind. He wanted to stay.

By opting out of the program Brunacini says, he'd lose $185,000 in retirement benefits.

But Bruno didn't care about the money. He just wanted to stay on as chief.

Fairbanks said no. In a November 2005 letter to Brunacini Fairbanks wrote that the law department had concluded that Brunacini's chosen retirement date was "irrevocable."

As it turns out the city could have gotten around the rules. Police Chief Jack Harris retired just after Brunacini, under the same system. But before Harris was out the door, the city announced that he'd be returning as an assistant city manager. Since it's a new job, Harris won't lose a cent of his pension.


Fairbanks says that the city's willingness to rehire the 57-year-old Harris was no slam on Brunacini. "Frankly we didn't think of this in Bruno's case," he says.

So on July 31, 2006 Brunacini retired.

Looks as if Jack Harris will be stripped of the 5th star soon. He needs to follow protocal like any other reserve. As a citizen I will be contacting my city council represenative and requesting another meeting to present a proposal for the resignation of Jack Harris. His greed, unprofessional investigatory process,and mishandling/mismanagement of the PPD is unexceptable.

Your first mistake was when you uttered the words "I'm not going to allow PLEA and citizens to say when and how investigations are done." What disregard you have for the citizens of Phoenix,civilian employees and fellow officers that have made a commitment to serve the public sector. I am here to tell you Mr. Jack Harris, you have become a personal project along with everyone listed in this site but not limited to ie..Stan Hoover AKA Stanton, Ron Snodgrass, Tom Lannon, Tracy Montgomery, Steve Soha, Mike Polumbo, Louie Tovar,Andy Anderson,Kevin Robinson,George Richards,Cmdr. Klima,Cmdr.Martin and the list continues to grow.

The community is outraged and will also expect you to reinburse the monies(4,000 wkly) you have collected in the 10 months as deputy city manager.

Mr. Harris, Let this be a reminder...you work for the citizens of Phoenix and as voters we have the last say. But I am sure you understand how politics works.

Stan Hooevr and George Richard are a perfect example of corruption he is forced to tolearte. We though Bill Louis was corrupt in PSB but Hooevr and Richard makes Louis seem like a puppy dog. Icant wait till Hooevr and Richard retire sothey can be fed some of their own medicine. I will be holding the spoon that feeds hem. They aint seen nothing yet, you cocksucksers!

I am a commander with PPD and must tell you how excited I was to see Bill Louis leave PSB, especially after his son who is a sergeant get away with fucking a Dillards employee at her home while both were be paid by Dillards. Sounds like theft of salary to me. Then, Bill has his sucky boty Mike Polumbo write the investigtionw which amount to nothing more than "equal fucking". He never addressed the fact both were on paid time with Dillards when they left and fucked and then came back to work. When George Richards took over PSB I was singing praises that things would change. Things were good for about two months but George has n0w taken over where Bill left off. Games with peoples head, dragging out investigations forever, being a dick head, etc. George is now going to rot in hell. George now uses Stan the man Hoover to do his dirty work. Sad thing is I am aware of an investigation where both were tape recorded and will probably be sent to AZpost regarding thier integrity. I hope they both burn like fire and I wouldnt stand by and piss on either to put the flames out.

Much like the Road Rage Andy incident....Road Rage called Harris and told him he messed up and Harris responded DON"T WORRY I WILL TAKE CARE OF IT. Well, Harris took care of him alright, he continues to sit on the AZPOST Board for diciplinary reviews of other law enforcement officers.

This is corruption and looks like the citizens of Phoenix along with PLEA will take down this swingers club.

It all makes sense to me now. Polumbo's ears stick out so far because Bill Louis grabbed onto them while face fucking Mike. Mike's moustache is so thin because the friction from a dick going in and out of his mouth rubbed all the hair off his moustache. I should be a detective shouldnt I? Is thie why Stan the man has no hair? Geo likes to pull hair versus ears? Then what is all that greasy shit in Stans hair; oops I just figured it out, Geo must like to pull out when he is cumming. No one respects him, he has screwed up VCB beyond repair, has allowed Mr and Mrs Potato Head to continue to work together and him supervise her on occasion when he covers Gay Pat's squad, he had the oppurtuntiy and chance to save Dave Barnes and refused, giving into Joke Knott and Montogmery and has continued to allow the entire VCB to go down the drain. Joke Knott walks all over Klima, talking behind his back and than kisses his ass so much his red hair is going to turn brown soon. Klima wants to be an Asst Chief so bad he will do what everhe is told to do. He knew about the crime lab problems from the beginning, knew the lab was responsible for killing 7 people, knew Polombo was fucking his now fat slut of a wife and continues to turn his head so not to piss off the ones above him or make them have to make a decision that he refuses to do. Klima knows everything and is as corrupt as the rest of them for allowing this behavior to continue for years. Klima claims he is a devout mormon, like the rest of the religious freaks up there who claim some sort of god and right doing. They can all burn in hell together. Klima has the power to do things right but he chooses not to. SHould he ever become an asst chief, it will continue. Most of the Executive management is corrupt. Commander Gary Brase was sleeping with one of his young female subordinates and what did Jack do? He transferred her to 700 and left the predator Commander Brase at 600. Talk about protecting your own. This Commander should have been disciplined and transferred. This guy is a first class dick.

I have never,ever seen him make a decision that was unnmoral and played favorisism to someone with his own religion. I would know because I worked for him for six months of the best months of my caerrer and I learned to respect the guy for the manner in which he treated everyone the same. What you say about him and his religion is below the belt." Kevin Robinson is an assistant chief and can never make everyone happy. He also does not deserve all of this unsubstantiated bullshit. First off, I am a commander and second off, I have been screwed by George and Stan. They worked in tandem to try and catch me short.. I will be suing both for malfeasance. Now, the men you mention in your post have all been proven to be incompetent not by skill, but by their expectation to follow their leaders no mater how cruel the instructions are. They lose their ethics and morals to get ahead in the organization. When dose PSB ever allow a husband and wife in an interview. You are lying or exaggerating which is conifer unethical. Or you are just plain lying.

Big talk hiding behind "anonymous." We are all so scared and impressed by you (NOT).

If everything is so good in PSB then why does it take them so long to do an investigation and why do so many findings get overturned later through review, the grievance process, or civil service board? There are huge problems. People and assets are not being managed properly.

If supervisors were properly trained to work with their employees on how to coach them and help them develop their skills all this wasted mans hour spent fucking with people could be spent on crime.

I once had a boss that would actually interupt me while I was in front of the computer, working, to tell me how I was a bad employee. Even though I have never received discipline in 20 years of service and never had a negative note. He just didn't like me. I didn't like him either but I left him alone.

Supervisors have let personalities rule their job focus instead of the mission and things are really fucked up.

We are grateful to have this site to vent because as a low-ranking officer we have no one to go to when we are under fire.

Jack (ass') new discipline policy has not changed anything. It is all about the culture of our lousy management.

We don't want to quit. We believe in law enforcement we just want it to get better again like in the Dennis Garrett years.

So big talker, when are you going to out yourself?

Dennis Garret my ass, bring Ruben Ortega back. He demoted a assistant chief on the spot during an executive meeting after the assistant chief asked a secretary to sit on his lap. Ortega also demoted a Duty Captain on the spot after he was seen kissing a dispatcher at communications. Ruben would have a field day with these guys. Chiefs having affiars with direct report admin lieutenants, chiefs kissing in the SAU office, chiefs same-sex kissing at her promotion ceremony, sergeants dating subordinates, lab failing to process evidence, lieutenants publicly threatening other lieutenants, lieutenants being caught DUI not once but TWICE, chiefs creating a road rage with their juvenile daughter in the car, chiefs lying (and being called so) during a labor hearing, chiefs refusing to speak to any member of PLEA-officers work unit, then lieutenant in a task force (now assistant chief) going to topless bars with his subordinates and driving home in his city vehicle clearly intoxicated, chiefs sharing homework assignments,Internal Affairs sergeants showing porno to other IA females while in the IA office an on a city computer, promoting a lieutenant who was dead last on the commanders list, sergeant sitting on the retirement board and not recusing himself when a vote was taken on the chief's attempt to violate the spirit of drop, a I/A lieutenant failing to recuse himself when taking a vote when the chief was atempting to change to drop pension law for him only, the seregant in charge of the two largest serial killer investigations in the state maintaining files in his ex-wife's garage. Why isnt Terry Goddard looking into all of this? How can any of you look at yourself in the mirror when some poor soul, barely making a living, gets a speeding ticket that costs $200? Vote Terry Goddard out of office!

You have shamefully fallen victim to the corruption. 'Accused' not 'convicted'. Too many people watch our men and women walk that long green mile to PSB and ask, "I wonder what he did?" What we should be asking is,"I wonder what they are accusing him of?" There is a distinction.

Too often we confuse charged with convicted.I am sure the creator of this site could speak to that.

Perhaps we should take a deep breath and remember the basic priciples of what we are supposed to be doing.

Now on another note.

"Joe Klima he is my friend. I have never,ever seen him make a decision that was unnmoral and played favorisism to someone with his own religion." (spelling not my own) You are likely very accurate here; but misguided. He does not make decisions which makes you right, but he is spineless and weak as well. Those are not the qualities of a leader, but a follower. Strength to do the right thing, even at your own harm, even when it is unpopular- that my friend is leadership. He may be your friend, but please do not confuse him with anything else.

George Richards would be a good guy to have a beer with. He could tell stories and make you laugh. But I'll bet he could tell a damn good horror story around the campfire, too. Stories that would make a cop cringe. He backs his sergents and lieutenants to the wall so I am sure his people like him. Try being on the receiving end of one of those accusations. Duuuuude!

It seems as though you need a commander to idolize, so let me suggest one: Tim Hampton. His guys love him out there in 800 and he has exhibitted real leadership qualities. But I caution you, he eats meat, has a spine and makes decisions; not the kind of guy you have written about as your kind of friend...

I will leave you with this: The Phoenix Police is indeed a great place to work. But to believe that everything is hunky doory at the House of Jack is akin to having your head buried in the sand or up your butt! The organization is great. Some of the people on the other hand are FUCKED up!

I have probably worked with you at some point. I will almost guarantee it. I will also caution you about calling these folks out, they might answer. I do want to be judged by the friends I keep, rather by my enemies. I know who they are and I fight them every stinking day. Do you know who yours are?

If I have preached at you and pissed you off, too bad. These folks are not wrong; they are venting. It is an enjoyable read, so enjoy it. If you can't do that don't log on.
