Mike Polombo and his Bogus Investigations


BPC had dropped off at our door this AM some documents that show more gamesmanship and internal corruption by Mike Polombo. On October 18, 2007 an officer was issues an NOI related to the Baseline Killer. In this NOI this officer was accused (apparently by Mike Polombo) that he leaked information to the news media on Adrian McCormick, Omar Hralima and a PowerPoint that was intended for the Grand Jury.


Needless to say officer Dave was a bit shocked and hurt by the accusations. A few of the alleged news reports were reported by separate news stations, while others were somewhat public in the PPD and could have been told by virtually anyone. For whatever reason, Mike Polumbo was convinced and assured that this officer was the source of the leaks, or just simply want to mess with someone's career.


On February 18, 2008 (4 months later) the NOI was concluded. After obtaining the accused officers cell phone records it was determined that “No information was found which would support the allegations listed on the Notice of Investigation” signed by Ken Mentzer (#4931). This Investigation was purged according to internal procedures but who really cares, as the damage was already done.


So naturally the accused officer went back and asked the question we all would, “How did this happen and what evidence was provided by Mike Polombo to warrant an NOI?” the answer he received is not surprising or shocking; what we all know here and how the FOJ network operates.


This all of a sudden wasn’t an “Investigation” but merely an ”Inquiry” by the department, therefore any indicia, records or information that Mike Polombo had was not going to be provided or shared with poor officer Dave. That's like saying, "That's not a bullet in your body sir, but merely a piece of lead."


Who has given Mike Polombo carte blanch to maliciously accuse anyone of anything without any repercussions? Does this go on every day at the PPD? One may simply accuse someone of some injustice and not be held accountable as long as you are an FOJ? Perhaps it was Polombo who leaked whatever, to whomever, and this was his way of covering up the trail by accusing another officer. Why doesn't someone investigate that? This report reads like the Salem Witch Trials.


It is no wonder that people have an ax to grind against Polombo. Is this the crap he is pulling in Homicide? Then this jerk was in PSB under chief Jack Ass?
Mike Polombo: I know you and Heather read this Blog. Why don't you grow some testicles and tell us your version of this story and why you had an innocent officer investigated and what evidence you had to support it? Fair is Fair Mike. How would you like it if every officer attached to BPCs began accusing you of stuff? You know Mike, having files at your home violated HIPAA laws. Perhaps we should begin an investigation on you for that, among other things? BPC will do a records request on all your emails to see what we may find.

The Code of Silence is Broken

Jack, his Assistant Chiefs and all the FOJs are like long-tailed cats in a roomful of rocking chairs.

The rumors are true. We meet with more cops in a week, then Michael Napier. They come to us in droves - current cops, retired cops, soon-to-be retired cops, cops that got screwed by PSB, Jack and FOJs. We meet for coffee, we meet for dinner, we meet in homes, we meet in groups, we meet in Phoenix, Scottsdale, Tempe and Glendale. We meet with them in their uniforms and they drive to meet us in their Police cars! They bring documents and proof of corruptions and cover-ups.

They are feed up with Jack Harris, the Asst. Chiefs, and all the FOJs who are mentioned here.


We meet with the wives of cops! These are the best! They aren’t the kind of meetings that some cops mentioned here had (Mike), but these ladies have had to deal with 15, 20, 25 years of their husbands and their livelihood existing in a system of corruption and ineptitude, most recently with Jack Harris. They listen to crap every night for years and just don’t care anymore and are trying to save their marriages. The best accolades we get are from these wives who tell us that their husbands, after years of persecution, now see hope. Their husbands now laugh. They smile. They have a renewed sense of purpose – all because of this site, what gets posted here, and what is happening.


Keep spinning your wheels Jack Ass and the 4th floor.


You’re all just too stupid to figure it out and figure out what’s going on here. There was a time when a cop showing up at our door meant trouble and now they come bringing years of corruptions and cover-ups. You can't hurt them anymore. Any punishment you deal out is so far less then being brought up and mentioned here!



Want proof of that? Have you spoken to or seen Polombo lately? The man is frazzled and coming apart at the seems. His big book deal he was hoping for is over. The investigations are coming. It's going to be like a freight train going up his ass. The man can't probably pee straight at this point. This Blog has rocked his Foundation! You better send this guy on a forced medical leave before he snaps.


We bet never in a million years would you have thought it was going to go this way. We bet you never thought civilians would have you all running around so frantically and creating chaos and pandemonium on the 4th floor. There isn’t a precinct we don’t have access to, a division we don’t have allies, a meeting that doesn’t occur where a BPC cop is there, listening. Our ears and eyes are everywhere, and it’s sometimes the guy/gal sitting next to you or behind you! They learned from the best on how to deceive! They’ve been watching you Jack and your Band of Losers for years and now its time for payback.

And it’s growing. Each week it grows.

So Jack…Is this the “fucking nature of game” that Louie Tovar mentioned in those fateful voicemails? Don’t you wish you just did your investigations and fired the whole bunch of them when we asked?

We like this game Jack. It’s a game we play well. And unlike you, we don’t simply play the game “not to lose.” We play to win! We keep hearing you and Lannon are leaving in December. Why don’t you both just leave now quietly and save everyone the trouble? You could take the rest of your Snakes like Polombo, Snodgrass, Montgomery, Anderson, Hoover and Soha with you!


Oh yeah… one more thing…..Andy Anderson: Our record request was sent to you. Don’t get too mad. They’re only emails we want to see! We think these emails will tell a good story for our "research." We heard you flipped out at the first request for emails. Maybe by now you have cooled down. We will await your reply. More requests are to come.

Hey Tracey - Should The Pins Be Eternal Flames or Rats?

A long time ago our Grandfather told us, “That if you feel you’ve been insulted, odds are, you probably deserved the insult.” If you read what is posted here and what your peers are stating about you, you only have yourself to blame.


Case and point: Very recently (heck …it was just the other day) you sat in a Uniform Committee Meeting to discuss the PSB pins and how they should be an “Eternal Flame” for Trust and Integrity. During this robust discuss, your buddy Steve Soha kept commenting (we hear at least ½ a dozen times…maybe more) how it ought to be a “Rat.” It was both annoying and condescending at the same time. It wasn’t funny. What does Stan Hoover and George Richards think of that? That Soha thinks PSB’s pin ought to be a “Rat?”

Here’s the point, in case you missed it. Soha should be off The Radar. He can’t get back into the Marines because of his DUI and he is wasting taxpayers’ money getting chauffeured everywhere he goes. He has no where to go and can only now work at the PPD. He won't be able to get a job with Louie Tovar at the Target on Bell/7th with his record. No job on this planet offers a free ride to/from work. If he had ½ a brain, he would be quite, go to AA, crawl into some administrative hole with the Homeland Security Bureau and let the dust settle. Clearly this is not the case.

Next time you see Steve, check the soles of his feet.

Really.

I will bet one foot says “Tracey” and the other “Montgomery” for the way he just walks all over you and disrespects you! One of the best test of leadership is when someone rises through the ranks to manage their peers, and how the - now subordinates - act and react. It is clear that Soha has no respect for you, your position or any superior. Starting fights with a Lieutenant at an Officer's Funeral? Even the Gilbert cops were going to give him a break until this A-Hole flashed his badge and said, "Hey, I'm with Homeland Security." Is this really what you want to associate with?


If you had any smarts, you would have stopped the meeting or made a blatant and overt comment to Soha, publically stating how obtuse and inappropriate his comments were. This would have begun to establish some credo with you and set you apart as a leader.


But you didn’t.


It is clear to everyone that Soha’s mouth is good for two things – saying stupid things and drinking booze. All you are good for is covering for him and wasting more time on Pins and what a uniform looks like. It is clear to everyone else you simply don’t have the chutzpa to lead, manage or inspire. You are your own Rat. A Lab Rat. You are part of the Diversity experiment with Fairbanks, Gordon and Washington. Sort of ironic that you have oversite for a Lab....No?


So when you go home at night and you and your Prosecutor friend lament over the day and the insults on this site, while watching re-runs of Cagney and Lacey, just think about how these comments get teed up, and if they are rightfully deserved.

Life isn't simply about Rainbows! It's about hard work, perseverance, and the journey one takes.

Application for a Position with Sandra Renteria

We heard that Sandy sacked two officers recently, so we thought we might apply for a position with her. We loved watching Adam12 and Emergency! as kids. Here is why Sandy and the PPD should hire us:

1) We heard Sandy in the voicemails with Louie Tovar. This cackling hen saying “Yeah” is nothing short of sexy. Nothing is finer then to hear a woman agreeing with and supporting a boss with a Napoleon complex, like Louie Tovar.

2) We are civilians just like Jack Harris. That ought to qualify us for at least a Sergeant or Lieutenant position – and we might even consider testing for it! Perhaps you could offer us an honorary Colonel position – like Colonel Sanders or Colonel Tom Parker? We bet we could swindle our way into a Board position with AZ POST with a fancy title like that!

3)We don’t drink and drive, we don’t lie, we won’t cover things up, we don't sexually harass, and we promise to investigate and be honest – can we be Phoenix Cops if we have scruples?

4)Our nephew has Autism. It’s very tough, be we handle it well and it tests our strength daily. Any person with a special needs person in their family understands what we are going thru. It gives us great experience for working with utter morons like Brandon Huntley, Anthony Brokaw, Steve Soha, and Jack Harris.

5) We like to think we coined the phrases “Fucktard” and “Assclown.” Perhaps we can integrate these 2 words in the daily life of the PPD and all their reports. EX: “That fucktard Kevin Robinson failed - yet again - with another EEO complaint,” or “Andy Anderson is such an Assclown for creating a road rage incident with his daughter in the car...”

6) We can throw wilder more outrageous parties than Tracey Montgomery and everyone gets to keep their clothes on!

7) We think what Dave Barnes did was commendable, as a matter or record, downright ballsy! We would be doing this E-V-E-R-Y-D-A-Y!

8) Unlike sergeant Polombo we never like taking work or evidence home – so you have no worries there and no cross contamination to worry about.

9) We could bring some fun to the department…Bring your pets to work on Mondays, Flip-Flop- Fridays, Ron Snodgrass Hawaiian shirt Wednesdays, Dildo Thursday Nights with Martin, Tequila Tuesdays with Soha, Pin the Tail on the Jack Harris, sumo wrestling with Kevin, Gladiator nights with Blake http://www.youtube.com/watch?v=OHEivPHjimw an Assclown of the Week Award– the possibilities are endless!

10) We could also moonlight as writers for PLEA and THE RECAP. I understand that a few of your sergeants and lieutenants have a side business training other officer on company time and at the tax-payers expense, so our writing shouldn’t be a problem.

Won’t you please hire us? We think we could make a wonderful addition to the Phoenix PD.

Was that Really a Threat from you, Officer XXXX?


I think we received our first official threat!

No sense calling the Police since you’re all reading about it here! Stan Hoover and PSB are not going to investigate it or they will just hide, misplace or lose the request.
It came across indirectly as, “You have struck a nerve. Watch your back. XXXX wants you dead.”

Trust me. This does not instill any fear in us, as a matter of fact it gets us pissed and fired up! Our attorney has the email as more fodder for the Civil Rights case against Jack, Phil and the City of Phoenix.
To the person who sent it and to Officer XXXX– Go fuck yourselves. If the statement is true, the sender is equally culpable since s/he heard it, witnessed it, stated it and did nothing.

Do you really think we are afraid of you? I mean...really afraid of You and the PPD? We have reached a point where we probably have more friends in the PPD then you do!
I’ll be around all week waiting for you Officer XXXX.

We are currently sitting at Starbucks on Raintree and the 101. Please come by. Later this AM, we are meeting with another cop who hates your guts so much - he wouldn't piss on you if you were on fire. He is giving us more internal records and more dirt on you Officer XXXX, so I can’t tell you about that meeting! Oh, and just so you know, we are going on the offensive Officer XXXX and are going to find out anything and everything about you and will publish it here. If you so much as fart at your desk or had the Crabs in high school, we will know about it. Your peers think you are piece of white trash, so it will be very easy.

Most of the late morning/early afternoon I have free and I can come down to 620 if you like. How about we meet at Tom’s Tavern for lunch? How about the plaza in front of the Council Chamber? You ping me back and let me know when and where Officer XXXX. On Sunday, I plan on attending the Big Cult church at 67th and Happy Valley (CCV). I hear Snodgrass attends, and an Old Catholic like me would like to see Snodgrass and his fellow Pentecostal come-to-Jesus-freaks put on a good show.

I'll make it very easy for you Officer XXXX. Just tell me when you want to meet and where you want to meet, and we will meet you.

Why not make it a big party Officer XXXX? I hear a lot of chief's hang at Hooters off of Bell Road and/or live just south of Desert Ridge, near Bell/56th. How about we have a nice group meeting Officer XXXX? You get your fellow dirty, corrupt, lying cops together and we'll show up.

We can consider it an unofficial "off the record" meeting, which gives you some honest, civilian input and what we really think of you all and your phony chief, Jack Harris.

If Jack Harris is a Reserve Officer – What Test Did He Take To Be The Chief of Police?

The Jack Harris boondoggle had him hired back after his retirement, as a Phoenix Police Reserve Officer at a rate of $4,000 per week. So we don't even have a "real" Chief on Police, just a regular guy with a gun who is our "Public Safety Manager." He also sits on the Board of AZ POST as the Chief of Police when he isn't. This reminds me of the guy who owns a boat and wears a blue yachting jacket with a captain hat, and thinks he is an admiral in the Navy.

There already appears to be an Asst. Chief above the Reserve Officer division so does Jack work for this Asst. Chief? If not, then how does a Reserve Officer have an Asst. Chief reporting to him?

I also understand that in order to hold any supervisory position in the Reserves, you need to be tested. Did Jack take these tests?

So what test did Jack exactly take or was this another pension cover up by his buddy Snodgrass?

9/11 Pins Are An Issue - But Donut Bumping Parties in Ahwatukee Are A-OK??!!??

If you don’t know this story, Asst. Chief Tracey Montgomery was at a function and told a junior cop to remove his 9/11 pin because (we guess) it violated uniform policy.

So this Asst. Chief approached an officer and told him to remove his pin???

What an insensitive byotch! C U Next Tuesday – Tracey!
Was it really that important? Were his shoes not spit-shinned for the photo?

If I recall correctly there wasn't there an incident in Glendale where Asst. Chief Montgomery was involved in a Mexican stand-off with 2 other ladies, and also retired Sergeant Charlie Gwinn had to do surveillance at her house in Ahwatukee after her neighbors complained about the unusual activity going on which lots of woman appeared to be going and coming (no pun) at all hours? Did this violate policy Tracey? Were uniforms involved in your indiscretions, or were they simply crumpled up on the floor in a big pile?

And then there are photos of 2 other Asst. Chiefs (Road Rage Anderson and Pena) photographed with the same pin in what looks to be their senior picture photos?
(Andy....the dreams over Dude....lose the comb over...) - Did you tell them too to remove their pins?


Rome is burning here and Nero is fiddling away!


Ms. Montgomery, we know cops love donuts, but you have taken that to a level most of us can't simply imagine. We have no objection to a woman who likes the hooch - many of us here posting like it ourselves - but please...to bug some cops over pins?


How about no open mouth kissing at public functions, no public displays of drunkeness, no wild parties and start acting like a leader? You have been given and blessed with an immense amount of responsiblity. Grow up and start acting like an adult.




Leadership is about setting examples and taking charge...I would suggest you read Rudy Giuliani's book on Leadership and stop worry about the damn petty pins. The pins aren't the Broken Windows. You are!

When is a Police Chief, not Your Chief of Police? When his name is Jack Harris!

We need to have some senior; supervisors contact us here at BadPhoenixCops on the Deferred Retirement Program (DROP).

From what we gather, Jack Harris was on this program, retired, and then was hired back as a civilian with the title of Public Safety Manager (we had the same title in Elementary school, each time we had a fire drill…)
– yet he still expects to be called Chief of Police?
We just don’t know how this is legally done. Are Phil Gordon and Frank Fairbanks that inept and lazy? Is the corruption that direct and blatant that we can’t get a real police chief on an outside executive search?
One can only assume that Jack Harris’ buddy Ron Snodgrass (#2141) who has managed and negotiated for the pension board, most definitely went to bat for and negotiated another sweet deal for Jack. And one wonders why Jack won’t have him investigated, disciplined or reprimanded? Do you think Jack knows about his side business?
Our tax dollars spend $4000 a week for Jack to be a wanna-be chief of police. I think we could afford a "real" Police Chief. Don't you?
Geez, if it takes a civilian to do the job, I'll do it for $2000 per week, and do it right by going out and recruiting my own officers. I would immediately institute a "no fraternization policy," put all the asst. chiefs back on patrol ,and give them the guns that Andy Anderson claims they have and need!
If there are any supervisors out there who would like to contact us and give us some of the internal facts about DROP, we would appreciate it. We imagine you might be quite perturbed knowing about Jack's “civilian” boondoggle status.
I found the posting to the Blog about AZ POST, interesting. In case you missed here are the deets again, straight from the AZ POST site it states:
"The Arizona Peace Officer Standards & Training Board was originally comprised of nine members, appointed by the Governor with the advice and consent of the Senate. The Board included two sheriffs, two chiefs of police, a college faculty member in public administration or a related field, the state attorney general, the director of the Department of Public Safety, and two public members.In 1977, the statutes were revised to require one sheriff come from a county with a population exceeding 200,000 and one sheriff from a county with a population less than 200,000. Additionally, one police chief was to be from a city with a population exceeding 60,000 and one from a city with a population less than 60,000. In 1984, Board membership was expanded with the addition of the director of the Arizona Department of Corrections and an administrator of a county or municipal correctional facility."

So this begs the question, where does a Public Safety Manager like Jack Harris fit into this and is he a violation of the Board?

Ron Snodgrass, Jack Harris, Dan Olson, and the AZ POST

Jack Harris sits on the Board of AZ POST (the Arizona Peace Officer Standards and Training Board)

We were able to obtain the meeting minutes from their site on their August 20, 2008 meeting. Jack Harris was in attendance at this meeting. On Page 3 of these meeting minutes, there is an entry for “Case # 8 – Stephen Boltz – Scottsdale Police Department.”

Why is this important?

It’s clear, Jack Harris attended the meeting on August 20, 2008. Records show this.

What is paramount is Jack Harris’ vote on an 8-month suspension of this Scottsdale Officer (Stephen Boltz ) The AZ POST minutes state “...seconded by Mr. Duarte, motion carried unanimously.” When Jack Harris’ friend and buddy Ron Snodgrass (#2141) was brought up on similar charges and much worse – he was accused of creating a hostile work environment for a female worker and sexually harassing her – all Ron received was a written reprimand from Jack Harris in the PPD. The Board on the PPD that reviewed Ron Snodgrass’ case recommended an 8 hour suspension – but Ron Snodgrass’ friend Jack Harris overruled it by scribing “written reprimand.”
We can only assume that it is the chief’s discretion whether or not to bring such cases to AZ Post meeting. Naturally, Ron Snodgrass was never ever addressed at AZ POST. So the wanna-be -chief-but-really-just-a-citizen-like-the-rest-of-us, Jack Harris will vote for the 8 month suspension of a Scottsdale cop who only viewed and stored porno images on his own, work computer; but when Jack’s friend takes it further by having images on his desk, shows them to woman, and uses innuendo and dirty talk to get a married woman in bed; then all Jack gives his friend Ron, is a written reprimand???
Think something about this is rotten? Then read a little further on Ron Snodgrass.
Ron Snodgrass is a trainer with a company called Preferred Training Solutions, LLC in Glendale, AZ. These folks appear to run Early Warning/Intervention Systems Conferences. While most might commend Ol’ Ron Snodgrass for his entrepreneurial spirit, most of you might be shocked to know that the website lists his former boss Dan Olson (a Lieutenant with the PPD), in PSB as a co-founder. (The website was changed recently to remove Dan's name - but we found it!)
It is also to be rumored that Ron is a founder himself, but we are confirming that with the AZ Corporate Commission records. The AZ records state that the business was formed in the name of Kenneth Johnson (another PPD officer) in January, 2003. He later added another Johnson (most likely his wife) - Laurie Jean, to the LLC in October, 2006.

Now think about this for just a second.
You are working in a side business, where your boss is listed as a co-founder. Do you think for just a minute that your boss might be slightly apprehensive to properly manage you, reprimand you, suspend you or fire you? Now do you think Dan Olson lost his position as "co-founder" on the website, or do you think someone was trying to hide the fact that he (and Ron Snodgrass) is/are affiliated with Preferred Training Solutions, LLC?

God help us all if Ron Snodgrass is instructing officers nationwide as the site states. Is it classes on how to download good porn? The cause and effect of plastic surgery on ugly women? How to use a "C" drive to hide your granny and tranny porn? How to sexually harass employees that are attractive, blonde females and not get caught? How to host a meeting, not invite someone, then reprimand them for not coming?
Sweet Jesus - I can't believe these cops are actually sworn to protect us!

You can bet as soon as this BLOG is posted, these guys will significantly modify their site or shut it down to hide Ron Snodgrass and Dan Olson.

When we talk about FOJ - Friends of Jack - and Jacks inability to reprimand his friends and cover up investigations - this is what we mean.

Guys – there is absolutely something Rotten in Denmark – or at least in the Commander structure of the Phoenix PD. Corruption, nepotism and cronyism are rampant. Until Jack Harris, Phil Gordon and Frank Fairbanks leave, or the DOJ comes in, nothing will change.

Hence this is why we have this site and our BLOG.

Ron Snodgrass (#2141) and The Double Standard?


Did anyone catch the article in the Arizona Republic on Saturday, August 23rd?

In a nutshell this former Scottsdale cop named Steve Boltz – a 19 year veteran – admitted to “receiving, forwarding, viewing and storing” pornographic material on his work computer. Apparently he had over 210 Megs of data in his email "Inbox", when the maximum allowed by their IT department is only 55 Megs.

He was suspended for eight months, but resigned from the Scottsdale Police back in April. He works for the Sheriff’s Office now with the hopes of getting a job there. You folks would know better than I do, but it appears that Sheriffs are not monitored or required to be certified Arizona Peace Officers.

It’s an interesting story on a few fronts. First – I don’t know what dumbass would ever keep, forward and store porno on his work computer – let alone a cop's computer! 2nd, Not to justify what he did, but clearly this guy never learned that you have to empty your “Sent” items and your “Deleted” items regularly on a computer, and 3rd –let me give you some insight into any and all IT departments. IT guys are usually pretty tame. They are voyeurs on all your emails. I will guarantee any IT department or Network ADMIN knows all the affairs and indiscretions of everyone in any Enterprise - including the PD. My past Network ADMIN guys read “live” IMs and emails of everyone, especially young single woman and their bosses, and drew correlations.

If this cop got turned in by the Network ADMIN, I can assure you this cop either pissed of the IT department or someone had it out for him. Be friends with your Networking guy folks. He won’t only fix your email, but he will cover for you and hide horny man-love letters from guys like Blake or Kevin.

More importantly, this officer Boltz clearly resigned back in April and was suspended for eight months. An honorable thing to do and a justified (IMO) punishment.

So what about Ron Snodgrass #2141?
Why was this not done to Sergeant Ronald Snodgrass #2141? In this Blog entry,

Snodgrass was accused of much of the same – if not more by keeping pictures of his naked wife on his desk, his smug responses during the investigation and creating a sexually charged and hostile environment for one woman and probably more. At least with Steve Boltz, his crime was limited to his own computer and he didn't print them off, keep them on his desk or harass his subordinates.

If Linnea Knowles (or any woman on the Phoenix PD) wants to be treated with respect and dignity, and simply go to work each day, and not be harassed by a disgusting slob like Ron Snodgrass, I guess she needs to get a job with the Scottsdale PD. Apparently in Scottsdale there's no FOA (Friend of Alan) to worry about.
Oh and Mr. Snodgrass....If you are reading this please take note: You are one of the many reasons why cops are referred to as "PIGS."

CALEA Meeting, Monday, August 18th 7:00PM

Jack Harris didn't even bother to show up!! I didn't see any Asst. Chief's there either.

Here is a copy of my 4 minute speech I made to the CALEA board. If any of the officers that attended would post their findings, please do.

Distinguished guests from CALEA. I am citizen of Phoenix and have been for over 15 years. I have an opinion about the CALEA re accreditation. I understand I am allowed 10 minutes, I will need just 4 ½ minutes.

Many of you already know about me and have already been contacted by me prior to this meeting.A website I represent includes many posts from current and former police officers about the leadership team in the Phoenix PD, under Jack Harris. I know this because some have revealed their identities to me and others provide internal documents and emails that could only come from officers. Jack and his team may already have started their “posturing” claiming I am crazy, fanatical, out of touch or in their terms “918” . I assure you I am not, and undoubtedly more of a threat…. since Jack and his team blocked access to the website to all police department computers.

The data I have is shocking and disturbing. Jack Harris openly admits and refuses to investigate his team members when policies are broken and crimes have been committed. I provided each of the CALEA assessors a copy of a letter dated June 7, 2006, from PLEA on Jack Harris actions (or I should say …inactions) At the time, Mark Spencer provided Chief Harris with examples of his failure to investigate police department employees ….and Jack’s responses was , “ I’m not going to allow PLEA and citizens to say when and how investigations are done.”

I have documents and proof that Jack Harris refuses to follow his own Operations Orders and adamantly refuses to investigate his friends on the Police Force. A sergeant Polombo who worked for Jack Harris while he managed PSB was directly involved in the National case against Mark Goudeau, trying to indentify and apprehend the infamous “Baseline Killer.” Sergeant Polombo was not only rumored to having intimate relations with another investigator in Homicide, but also has brought home numerous files and work. I am at a loss what Operations Order allows any officer to bring home departmental records. I and many are also at a loss as to why sergeant Polombo was never investigated by Jack Harris ---even if the rumors were unsubstantiated - ---on such a high-profile and national case?

A Detective named Dave Barnes who was a whistle-blower on the shoddy Lab practices; began his new afternoon patrols today. He is labeled a “trouble maker” and “difficult.” Asst. Chief Tracey Montgomery stated in an email to her Lt Joe Knott: “It is my hope that Dave’s specific conduct be addressed formally, rather than informally” and she goes onto state: “ Mark my words, if Dave is dealt with, others will think twice about Lab bashing.” This is typical of Jack’s retaliation; rather than looking into the shoddy procedures and the SOPs of his own Lab, Jack demotes the detective that brought it to his attention.

I could spend the next hour accounting to you other examples of Jack’s management team involved in EEO complaints, sexual liaisons, harassment claims, Cover –ups, Civil Rights Violations, poor judgment by officers obtaining DUIs, and flat out lies – which are never investigated, and barely reprimand. Internally, officers refer to this as FOJ – You are a friend of Jack – therefore afforded protection for your blind loyalty. They will cover things up, give you a written reprimand, hide you for a few months in a mindless job, then when the dust has cleared, they bring you back to your old glory. If you are not a friend of Jack, your career is ruined or you are demoted to patrol or passed over for promotions. In a few rare instances good officers have succumbed to taking their own lives, not able to face a humiliating end of a career, or being the Scapegoat to cover for a certain Asst. Chief’s indiscretions.

We do not criticize the officers who put their lives on the line each day, and the great sergeants and lieutenants that lead these officers that protect the citizens of Phoenix. My criticism is of Jack Harris, his lack of leadership and the rogue group of cops that are asst chiefs, or FRIENDS of JACK.

CALEA Assessment team: You could not afford to give the Phoenix PD or Jack Harris this
reaccreditation. If CALEA’s goal is to improve the delivery of public safety services, by
maintaining a body of standards….. then Chief Jack Harris has failed your testing and accreditation process, by refusing to investigate the misconduct and actions among his reports and subordinates.

In fact during your visit, why don’t you ask officers and employees around the department what they know about CALEA and what it is supposed to do for the Phoenix Police Department? All you will receive - undoubtedly – is a blank stare. When the policemans’ own Union has no confidence in their Chief of Police – then there is a problem. If you must give them there reaccreditation, I would demand you do it with a consent decree, under the auspice of the DOJ that closely monitors Jack Harris, his direct reports and the commanders of the Phoenix PD. Jack didn't even bother to show up tonight. That ought to give you some insight on what he thinks about CALEA and this reacredidation.

I believe I speak for many of your officers who are afraid to speak or are not provided a fair and impartial outlet to vent their complaints. I have provided them an outlet that you have refused to provide.

A Guest Post from Mark Goudeau's Website

I was asked if I would allow an outsider to create a BLOG post. I agreed. This post comes from the folks at Mark Goudeau's website. I know very little about this case and this is quite controversial. I am well aware that most cops won’t touch this with a 39 ½ foot pole.

I don't live near Baseline and saw so many suspects come and go. I saw so much grand standing from Phil Gordon, Andrew Thomas and Jack “ass” Harris. After reading some of the evidence on Goudeau's site, and combine that with Dave Barnes accusations that the Crime Lab can't follow any SOPs - I do have my doubts that this guy Mark got a fair and impartial trial or wonder whether he was ever involved. From my own experiences the Phoenix PD and the prosecutor’s office will railroad you, if given an opportunity. I experienced this first hand.

Noticed I posted a "fun" picture of Mark and not his incarcerated one.

Here's the post. As Jiminy Cricket would say, “Let you consciences be your guide.” If any of you "experts" out there would like to weigh in on this, then please do.


BadPhoenixCops has permitted us to Blog on their site. We represent a group of people in Phoenix who believe and know Mark Goudeau is innocent of any crime and is not the infamous Baseline Killer. We think he was the "right guy/right time" - he was black, a former felon and now the scapegoat so that this case can close quickly. He was also a tool for grandstanding, "atta boys," and press releases for the personal gain Jack Harris, Phil Gordon and Andrew Thomas.

We believe this to be true. We base this on inaccurate statements of the DNA 'matches' made by the State's DNA technician, Lorraine Heath. I'm sure many of you know by now the issues of DNA - that Mark's DNA was far from a match – he only matched 3 of the 13 genetic markers (loci - literally 1,000s of others in Maricopa County alone will match those same 3 loci.) It is so far off, it is frightening. The DNA is inconclusive and that there never was a CODIS database "hit" as you have heard.


We know it is now too late for law enforcement since they had already sensationalized the arrest in the media. Jack earned his "5th Star" from Phil Gordon. The back-slapping has ended. Now they are doing whatever is necessary to cover their vices and inconsistencies, and ultimately convince the public that Mark Goudeau is evil. The Phoenix PD , the Mayor and Andrew Thomas will stop at nothing to conceal their mistakes and cover their asses. I also want to mention misconduct by the detectives on the task team. They’re the ones that I need information on. What they personally did. In particular Alex Fermenia and Palumbo.


We need your help. We know the lab is befuddled. We know the lab has suffered for years since they civilianized it and bringing in Tracey Montgomery to fix the back-log and clean-up is pointless. The fear the Phoenix PD has with David Barnes whistle blowing is that their house of cards will come tumbling down in an election year. Polombo is dirty and he was the right hand guy of Jack Harris while in PSB.


For those of you that know of the illegal tactics used directly in this case, inaction is unacceptable. Everyone is entitled to a fair and impartial trial – even guys like Mark. He may not have been perfect, but he was doing good things, had a good job and trying to make a decent life after having been previously incarcerated. Keeping silent and not revealing evidence on Mark is unconscionable.

Another Great Cop - Tommy Romano (#9068)

Sometimes we get so down and discouraged; talking about all the negative, dirty rogue cops under Chief Jack Harris. It makes us feel so out of touch - Like good ol’ PR spokesman Andy Anderson and how he thinks cops are adequately equipped and scolds Mark Spencer for not doing more equipment requests.

It’s always nice to point out great cops and give credit where credit is due. I just had a great experience with Tommy Romano (#9068). He came out to my house, did a great job and was an all around great guy. It’s nice and refreshing to see guys like Tommy on the Phoenix PD. He called his Sergeant on the phone to verify something (sorry I didn’t catch his sergeants name, if someone has it please post it) and his Sergeant agreed with his decision.

Keep up the good work Tommy and don't lose your edge under Chief Jack Harris. You are truly a gem only after 1 year with the PPD. If you ever need us here at BPC for references, accolades or anything, then please let us know.

We are sorry to hear about your divorce too! We feel your pain brother! Thankfully you aren’t going through what we are, and yours will be an amicable split.

CALEA and a Letter we sent out Today

Below is a letter we sent to the 3 assessors coming out for the PPD's reaccreditation of CALEA. You can read about it hear and what CALEA means.

I represent a website in Phoenix, Arizona called http://www.badphoenixcops.com/ At this juncture it is relatively unimportant why this site was started and my involvement and passion to support it. The goal of the site is to set up a 501c non-profit organization to stop the blatant abuse and corruption in the Phoenix Police Department. What is important is what we represent and what we have to say.

Our site has a Blog where many of the posting come from Phoenix Police Officers. I know this because some have shared their identities and the information they provide is too revealing and privileged inside information.

I understand you are coming to visit Phoenix for the August, 08 reaccreditation for CALEA. I cannot stress enough the underhanded and internal corruption in the regime of Police Chief Jack Harris. Chief Harris supports cronyism and nepotism and has allowed a working environment where supervisors are not held to the same accountability level as officers. I have been made aware of numerous cover-ups and investigations that Chief Harris and his assistant chiefs endorse. The Police officer’s Employee Association (PLEA) has no confidence in Chief Harris, as verified in a letter from P.L.E.A. addressed to the MAC committee dated, June 7, 2006. R.C. “Jake” Jacobensen met with Chief Jack Harris (and then) Deputy City Manager Juan Martin over concerns that the Phoenix Police Department fails to investigate management misconduct:
“On March 3, 2006 PLEA President Jake Jacobsen and PLEA Grievance Chair Mark Spencer provided Chief Harris with examples of this failure of the Department to investigate supervisors for misconduct. On March 3, 2006 PLEA President Jake Jacobsen and PLEA Grievance Chair Mark Spencer provided Chief Harris with examples of this failure through written documentation. His response was alarming, “I’m not going to allow PLEA and citizens to say when and how investigations are done.” He also stated, “Based upon what you’ve shown here, the issue of disparate treatment is over.” The Association was shocked that his response to the aforementioned investigation policy as found in the Operations Orders was, “That’s not true.” Since these statements, his beliefs regarding disparate treatment have continued to be implemented. Sadly, his disregard of citizens and employees in the investigatory process contradicts his priorities.”
The letter goes onto to state:

” Based upon Chief Harris’ statements and failure to address the Association’s concerns, The Phoenix Law Enforcement Association has no confidence in the Police Department’s ability to consistently hold managers accountable for misconduct through administrative investigations.”

I have attached a full copy on this letter, for your review.

If CALEA’s goal is to improve the delivery of public safety services, primarily by: maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; then Chief Jack Harris and his poor management of the Phoenix Police have failed your testing and accreditation process, by refusing to investigate the misconduct and actions among his reports and subordinates. In fact during your visit, ask officers and employees around the department what they know about CALEA and what it is supposed to do for the Phoenix Police Department, and you will undoubtedly get a blank stare.

I and those who support the website implore you not to give Chief Jack Harris or the City of Phoenix Police Department their reaccreditation for CALEA. Louie Tovar Claims its Not His Voice in the Recording

So I was chatting it up with a cop friend of mine the other day and he told me the rumor floating around the PPD is that Louie Tovar claims that “it is not his voice in our recordings.” I nearly fell out of my chair! They went onto to state that Louie thinks we did some “creative editing” and “dubbing” the get him to say those things.

Louie…are you kidding me? We may have been born at night...but not last night, mini-me Louie!

Do you really expect that to be your defense? I mean come on Louie, you could come up better than that! Say you were drunk. Tell everyone you were having a bad day. Tell everyone you forgot to read the new manual and attend the training class on the new Cisco phones - tell everyone that you were getting fitted for a new set of 3 inch lifts for your shoes - tell us you just got back from shopping the boys department at Mervyns…but it is not your voice in the recording and you think it was dubbed? WTF?

Did we take a speech you made at a JA meeting on “milkweeds” and changing it into “dickweeds?” Did we take a chat you had about some kids skipping school and how you needed to “get them into class” and we changed it to “get this guy off our ass?”

C’mon Louie. Suck it up! Everyone who heard this could here your alveolar trill. You royally screwed the pooch on this one and you are in denial. We all know that the Phoenix PD records every phone call.
Why not just go back to June 10, 2006 at 1:10 PM and listen to your own phone call? And if you don't remember the date exactly, it was one day before you sent your little bitch Anthony "I shot myself in the ass" Brokaw, down to the Grand Jury to obtain a false indictment for questioning you and your bullshit Domestic Violence investigation.

An Open Letter to Andy Anderson - Asst Chief of Phoenix PD

I take exception to your comments to both Marc Spencer and the Phoenix Police. The comment made by Darrell Ankaro on his radio show on June 26, 2008, about having your head in the sand was off the mark. In fact Mr. Anderson you have your head so far up Jack Harris’ ass, you are going to get colon cancer on your nose.

It is clear to me that you have been trained in the art of corporate communications and public speaking. I am a corporate communications specialist and served as a public relations officer for many companies. My degree is in corporate communications with my concentrations in law, finance and business, so let’s agree that I am on your level – or better yet – you are on mine!

Your canned answers and you calling from an officer’s funeral were a great ploy! I found them to be glib and trite. Were you also holding a dying kitten in your hand? Did you have the poor officer’s widow on your arm? Perhaps you had hungry children in the background to have you appear softer? You are out of touch and clearly are not educated on Unions. You know nothing about the unionization of this country nor understand their purpose. You are incorrect when you state that Marc Spencer was not a representative or spokesmen of the Phoenix Police. As a matter of record, Marc Spencer represents the heart of the Phoenix Police.

While Union membership has been declining for quite some time, the importance of Labor Unions should not be discredited and the fact that your own union president calls you out on an issue should not be undermined. The Unions in the United States represent the worker against obtuse management in many industries. While today most prevalent with teachers and police, the Union is there to protect the common worker and negotiate benefits and working conditions from management.
Its underpinnings go back to decades of abuse probably starting with serfs and fiefdoms and the abuse and neglect supposed leaders have placed on the common worker. Those leaders in the Ivory Tower, clearly lose touch with the workers, and start managing P&Ls and conducting damage control, rather than worrying and caring for the common worker. It is so blatantly apparent that you, other assistant chiefs and chief Jack Harris are out of touch. Your first responders need help and you are refusing to give it.

As you so eloquently stated, “You work for Jack Harris” and are part of the management that PLEA and Marc Spencer perpetually fight over, equipment and rights. I might advise you that claiming you work for Jack Harris is not a badge of honor, but a disgrace and you should be ashamed of it! If Marc Spencer is telling you there is a problem, then there is a problem!
You have lost touch with your constituents, and the 4th floor leadership organization is not representing the Phoenix Police Department. Sixty weapons do not adequately help the first responders in the Phoenix Police Department. And your only argument was, “Did Marc submit a request?” As a leader it is your job to provide the equipment resources and tools for your team to do their job – with or without a records request. Falling on the sword of bureaucratic paperwork shows how obtuse you and the rest of the Phoenix Police have become. Your officers are out gunned and you try to hide it by claiming that, “Marc released these emails without the approval of the Phoenix Police.”

Sir, in the words of commander Louie Tovar, you are a "Dickweed" and this is "the nature of the game." You are playing a game with officers' lives! I read and heard about your indiscretion and your road rage incident. I bet your sixteen year daughter is very proud of you and you probably haven’t humiliated her too much at school.

You should be discharged from your position. I would begin the paperwork to do this, but I am sure Jack Harris and Stan Hoover will lose, cover-up and misplace the documents.

Brandon Huntley finds a home in NIBIN?

It looks like Sergeant Brandon Huntley found a new home with NIBIN! It appears none of my retired cop friends knew what NIBIN was, but its an acronym for National Integrated Ballistics Information Network. (Note to all FOJs and all on the 4th Floor: Please explain to the "Internet ToughGuy" in my previous post what an Acronym is..)

So much like you right now, I was scratching my head and began thinking of the National Cinema Network that appears at the beginning of all AMC movies…which sounds like this Network…but no that’s not it. Then I thought about the USA Network on TV http://www.usanetwork.com/ and thought Huntley may have obtained his own Police Show.

They already had mentally challenged people working on TV with Corky in Life Goes on….


But a mentally challenged cop show? Naw!! Couldn’t happen! I could just imagine listening to the Ads (in a deep, booming TV voice…)

Well according to the ATF, NIBIN is “the National Integrated Ballistics Information Network (NIBIN), which collects and analyzes images of fired cartridge casings and bullets to link specific firearms to criminal activity.”

So it appears that Sergeant Brandon Huntley has re-appeared in a do nothing, administrative function, hidden somewhere by Jack Harris. Let's hope he has no one reporting to him.

Our own resident “Corky” will now be analyzing cartridge casings and bullets, when he couldn’t even handle an investigation in FIB! What a great way to piss away some Government Grant dollars.

Finally - A Nasty Message!

















With each website I launch, I figure there must be at least one person who hates my guts. Having this site up since April, I finally received a nasty email! I feel like it is a badge of honor! Here is the email/note I received:

Dude, your such a fag. The PPD are going ot get you! When you need cops, Id be worried they won’t come. Watch your back. You better remove this site.So go fuck yourself.”

Well thanks so much for the kind words.

You must be from Arizona and a fine graduate of our now, last-place educational system. Yep, we finally beat out Alabama, Mississippi and Arkansas for dead last!...but I digress. I will try and use words that contain no more than 3 syllables, but the word syllable itself contains 3….such a paradox. I would dare mention trisyllabic or polysyllabic as this might throw you into overload.

Next time you send me a message you might want to try grammar and spell check. “Your” welcome, you dumb shit. “id” be worried you couldn’t count to 21 if you were naked. I also think you exist in your Mom's basement, playing Doom, beating off to Internet porn.

I bet you are another Internet tough guy, trying to flex his Internet muscles. Bet some of your best friends reside on the 4th floor of an office building downtown.

Brandon Huntley Moved out of FIB

I received a copy of this memo, that came from Jeffeory Hynes, commander of FIB. (this BTW is the most bizarre way to spell the name “Jeffrey” …and I ought to know). It appears that Brandon Huntley is out of FIB, and a new guy is in. We just can’t figure out where Brandon’s new home is or where they will be hiding him.

Congratulations to all you poor souls who had to suffer at the hands of an inept manager and a poor leader, like Brandon Huntley. Hopefully your new manager won't be as lame as Brandon Huntley, and you actually might learn something from your new boss.

Can anyone out there comment on where Brandon Huntley is going?

We have selected the two DV Sgt positions through a selection process.

Sgt Derek Elmore & Randy Hutson are the two coming.

Sgt Elmore to Sgt Huntley’s old squad and Sgt Hutson to the to be promoted Sgt / Lt Tina Gonzales’ squad… (Well no official announcement has been made for Tina yet but she sits number one on the current list that expires at the end of August, and we wish her positive promotional thoughts)

An Open Letter to Jack Harris - Sergeant Ron Snodgrass (#2141)

This one came across my desk today. Another cover up. This came to me from three different cops! Thanks guys & dolls!

It looks like Jack and the 4th Floor are covering up again with Sergeant Ronald Snodgrass and the porno on his computer and the nude pictures on his desk.

First we had dildos on the desk with Martin...now pictures of women on stripper poles on the desk with Snodgrass?

What's next, giving free rides to drunks/DUIs to and from work and to lunch, all at the tax payers' expense?

Nice job Jack Harris! You and your group are showing some great leadership skills and a great deal of respect for women in the Phoenix PD!!

In a memorandum dated October 24, 2007, Professional Standards Division Assistant Chief James Piña wrote to inform you that PSB investigation number PSB 07-0060 contained two sustained allegations against Sergeant Ronald Snodgrass #2141:


(1) That Sergeant Snodgrass saved, placed, or displayed inappropriate images on the City computer in his Professional Standard’s Bureau office, and

(2) That Sergeant Snodgrass displayed inappropriate images to a subordinate (me) in violation of Equal Employment Opportunity (EEO) standards.

On March 13, 2008, Disciplinary Review Board number 07-40 decided that Sergeant Snodgrass’ actions warranted an eight hour suspension. In a memorandum dated March 17, 2008, DRB Chairman Assistant Chief Blake McClelland presented the DRB’s recommendation of an eight hour suspension to you. Executive Assistant Chief Lannon endorsed the memorandum with the words “I agree.”

A nearly identical memorandum was generated on March 28, 2008, also from DRB Chairman McClelland, also with the DRB’s recommendation of an eight hour suspension. You endorsed this memorandum with the words “Written reprimand.”

Your unilateral decision to soften the DRB’s recommendation from the mildest suspension possible to an even milder written reprimand is a slap in the face to me and to the other women who serve under your command.

Perhaps I could have accepted your decision had you taken the time to explain it to me. Now I may never know what motivated you to give Sergeant Snodgrass a break. Was it based on your philosophy to mentor, coach, and train rather than to discipline? Was it the fantasy-based rebuttal statement Sergeant Snodgrass attached to his PSB investigation?

I have taken great pride serving our department since starting the Academy in October of 1999. When I took my oath at our graduation I promised to serve and protect and to conduct myself with the utmost integrity. I kept my promise, but it troubles me to know that others have not, and have done so with what appears to be your tacit approval.

With over 3,000 employees to oversee, you may not be familiar with my work ethic and work history. It may not have occurred to you to wonder why, after seven years of documented exemplary service, Sergeant Snodgrass should find my attitude to be problematic. All my previous supervisors declared me to be a hard worker and an asset to our department in both my monthly performance notes and in my annual reviews. I demonstrated my allegiance to management by placing number 37 on the sergeant promotional process; an honor I could not wait to fulfill.

Perhaps you were unaware that, compared to Sergeant Snodgrass’ checkered past, I have never received discipline more serious than a coaching for a minor collision, and a written reprimand for missing court. It chills me to know that you place Sergeant Snodgrass’ egregious behavior on par with missing court.

During his misconduct interview and in the rebuttal he attached to the resultant investigation, Sergeant Snodgrass tries to deflect blame from his shameful actions by casting aspersions on my character. His dodging tactics seem to have worked considering the DRB gave him the shortest possible suspension which his Chief watered down to a written reprimand.

This troubling episode began in July of 2006. I was initially ecstatic to learn that I was chosen to be the Personnel Assessment System (PAS) administrator in the Professional Standards Bureau. I couldn’t think of a better addition to my career resume than to work in PSB, the pinnacle of integrity.

However, I had the misfortune, unbeknownst to me at the time, to be assigned to Sergeant Snodgrass, the consequences of which ended my police career and still plague me today. At first Sergeant Snodgrass treated me as I was used to being treated by our departmental managers. But things quickly soured between us.

Perhaps Sergeant Snodgrass grew disenchanted with my “attitude” when I would not treat him in the unprofessionally familiar way that my predecessor, Toye Nash, had. It is indicative of the cozy relationship they had that Sergeant Snodgrass kept what can only be characterized as an intimate photograph of Ms. Nash and his then-wife Crystal on his desk in full view of PSB management. Perhaps his managers found this photograph rather tame compared to the one Sergeant Snodgrass had posted in his office of Crystal topless and another of her straddling a stripper’s pole.

Sergeant Snodgrass’ blatant display of so prominent an artifact of his inappropriate supervisor-subordinate relationship shows that either PSB management was wholly incapable of controlling Sergeant Snodgrass or that they were wholly ignorant of the relationship he enjoyed with Ms. Nash. In either case, Sergeant Snodgrass may have been emboldened to attempt to force a similar supervisor-subordinate relationship on me and then to retaliate against me with unfavorable performance notes when I would not acquiesce.

I can not expect you to have read Sergeant Snodgrass’ misconduct investigation or to have listened to his interview, but I did. He reveals his lack of integrity and veracity when he claims not to have had pornography on his work computer when in fact he was found to have in excess of 80 pornographic images there. His assertion that he was collecting these images for PowerPoint presentations is specious.

In his PSB interview, Sergeant Snodgrass stated that he tried to “maintain a very professional demeanor as far as a supervisor and her being my subordinate” referring to me. This is absolutely ridiculous since he had no problem showing me photos of Crystal’s breasts as well as other inappropriate images.

It is troubling to me, and should be to you too, that Sergeant Snodgrass’ transparent lies went unchallenged by PSB investigators. For example, during his February 14, 2007 PSB interview, Sergeant Snodgrass states “I have no pornography on my computer” just seconds after describing the eye-ball-in-vagina photo. Sergeant Snodgrass tries to brush off the presence of this photo by saying that he and Ms. Nash were going to use it as part of a “joke” PowerPoint presentation for Lieutenant Dan Olsen because Lieutenant Olsen is “laid back.” He also tries to deflect blame for the photo by telling investigators that Ms. Nash obtained it. But this does not explain how it came to be on his City computer, and the investigators did not pursue this point.

Sergeant Snodgrass skillfully brushes aside a direct question as to whether or not he kept questionable images on his “C” drive with a rambling dialog concerning whether or not I was offended by the images. The investigators never redirect him to the question of whether or not he was secreting questionable images on his “C” drive. It should be noted that storing files on the “C” drive (the computer’s internal hard drive) is one way to circumvent the City’s ability to archive files that are not kept on City servers.

In this same interview Sergeant Snodgrass tries to wiggle out of his responsibilities as a police manger by acting bemused when asked if the nude images he kept on his City computer were a violation of City policy. He gives a “now-that-you-mention-it-maybe” answer that one would not expect from a veteran supervisor. Even when pressed by the investigators as to what other pornographic images Sergeant Snodgrass may have had on his City computer he demurs again and launches into a rambling narrative that never answers the question.

Sergeant Snodgrass appears to successfully deflect blame by maintaining that he was merely the recipient of questionable images sent to him by others, or that any images, even images of eyeballs in vaginas, were somehow not pornographic.

The PSB investigators missed an opportunity to reveal Sergeant Snodgrass’ lack of truthfulness by failing to interview his former subordinate and my predecessor, Toye Nash. Ms. Nash could have debunked his claim that he had only shown me photos of Crystal’s naked breasts after I initiated a conversation about breast augmentation which is absolutely untrue. It could be construed that her compelled statements would have cast her former PSB managers in a bad light.

In fact, Sergeant Snodgrass showed me the nude photographs of Crystal in the front seat of his vehicle in the Professional Standards Bureau parking garage. When questioned about this by PSB investigators he claimed that this could not have happened because he cannot get his wallet out of his pocket while seated in the car which was a complete fabrication.

Sergeant Snodgrass gives several versions of the “truth” in his interview, first admitting that he showed me nude photos of Crystal, then denying that he has nude photos of her. Later in his interview, Sergeant Snodgrass apparently became comfortable enough to drop his pretense when he confides to the investigators that he refers to the nude photos of his then-wife as “Crystal trading cards,” and offers to show them to the investigators. The reason for Sergeant Snodgrass’ easy and confident air during this inquiry was initially confusing to me but became clear after you reduced his punishment.

Sergeant Snodgrass tried to weasel out of his culpability by insinuating to the PSB investigators that I was disgruntled due to his supervision of me. However, during my initial internal investigative interview, I mentioned only Sergeant Snodgrass’ most salient policy violations and choose not to expound on the other things that Sergeant Snodgrass had done to me because I had no way to prove them. His supervision was never an issue per se but his flagrant disregard for supervisor-subordinate protocol was.

Examples of what I did not mention during my PSB interview include allegations that I could not prove because he and I were the only ones present when they occurred. I could not prove that Sergeant Snodgrass asked me to drive him home where he invited me in and showed me his bedroom with nude pictures of his wife with another woman. I could not prove that Sergeant Snodgrass told me how he loved watching his wife swim naked with other women in their pool. I could not prove that while I sat at lunch with Sergeant Snodgrass and Toye Nash they confided that they both loved it when Toye wore her see-through lacy shirt to work so that Sergeant Snodgrass could see her nipples. I could not prove that Sergeant Snodgrass would set me up for failure by holding meetings that I should attend, but not telling me about them, only to denigrate me about my nonattendance in my monthly performance notes. Nor could I prove Sergeant Snodgrass held regular closed door intimidation sessions with me.

Unchecked by his managers, Sergeant Snodgrass exposed me to what can be characterized as grooming behaviors that are commonly used by sexual predators. The PSB investigation documents only a portion of his intrusive actions.

You may ask why I did not report Sergeant Snodgrass’ outrageous behavior sooner. There are four primary reasons: 1) I was fearful and intimidated by him because of his position and standing on the department, 2) I felt that I would be ostracized once I became a “whistle blower,” 3) Sergeant Snodgrass and his supervisor, Lieutenant Dan Olsen, enjoy a close and long term working relationship, and lastly 4) fear that Sergeant Snodgrass would be untruthful.

As the Police Chief, and as a veteran officer, it does not enter into your psyche to be intimidated by Sergeant Snodgrass. But as a junior and female employee it was intimidating to me to know that Sergeant Snodgrass had been on the department for well over thirty years, was a member of management, was a member of the pension board, and had a certain level of influence beyond the positions he held. I was advised I could not return to patrol and leave my position in the Professional Standards Bureau for several months until I trained my replacement.

Faced with the prospect of continuing to suffer in silence I turned to my employee association for help. I told them that my PSB managers couldn’t or wouldn’t do anything about Sergeant Snodgrass that working conditions were unbearable, and that Sergeant Snodgrass put terrible things in my notes that were of a personal nature unsubstantiated by facts.

Thanks to my association’s intervention, Sergeant Snodgrass was moved out of the Professional Standards Bureau (it should be noted that he was moved to another specialty assignment without having to compete in a selection process). Sergeant Snodgrass’ departure, however, did not alleviate the hostile atmosphere of my workplace because his supervisor, Lieutenant Dan Olsen, made it clear to me that he was not pleased with Sergeant Snodgrass’ departure.

For example, Lieutenant Olsen angrily wagged his finger in my face while declaring that calling on my employee association was a “veiled threat.” Lieutenant Olsen smugly sat in my office to announce that the Bureau was throwing a going-away party for Sergeant Snodgrass and added that I was not invited (as if I would have gone). Lastly, Lieutenant Olsen started burying me in “busy work” that had never been required of my position previous to my complaint. Lieutenant Olsen’s intimidating behavior follows a pattern for which he was previously reprimanded and for which the City was forced to pay damages due to his mistreatment of a subordinate employee.

Professional Standards Bureau Commander Kim Humphrey had to intervene to direct Lieutenant Olsen to destroy negative performance notes Sergeant Snodgrass kept on me that were based on his personal opinion rather than on observable facts.

Sergeant Snodgrass was given an opportunity that I was not afforded; the ability to attach a very long memorandum of mitigating factors to his investigation after his initial PSB interview. It should have appeared extremely suspect that Sergeant Snodgrass could remember detailed information about incidents that occurred eleven months after the incident, but denied remembering he had over 80 pornographic images on his City computer a mere four months after the fact when being questioned by the investigators. It should have also appeared suspicious that Sergeant Snodgrass had his City computer replaced just prior to the investigation.

After reading the contents of Sergeant Snodgrass’ “mitigating factors” memorandum, I am both sickened and angered at the utter disregard for truthfulness, complete fabrication, and his disgusting attempt to make me look bad and to minimize his actions into appearing somehow appropriate and invited. Sergeant Snodgrass has a history as a very successful negotiator and has a very persuasive personality. He has used these “talents” to taint, misinform, and downright lie to the Discipline Review Board so as to minimize and deflect his actions.

I find it objectionable that his spurious “mitigating factors” memorandum has gone through the chain of command up to the Police Chief and has been seen by people I have worked with during my career on the department with no counterbalance in the form of a clarification memorandum from me. Sergeant Snodgrass has used his rebuttal memorandum to further humiliate and to embarrass me in a cruel attempt at character assassination. Your choice to reduce his punishment from a suspension to a written reprimand indicates that Sergeant Snodgrass played his cards right. It is a victory for him but a humiliating defeat for me and for the other female police employees under your stewardship.

Therefore I am submitting this letter to you and to all the people who may have been involved in this sordid investigation not only to clear my name but to formally request that Sergeant Snodgrass be investigated for being untruthful during his PSB investigation and for continuing to misuse City computers by querying me (on three different occasions since my resignation) and others in the PAS system long after he was relieved of this duty. This stalking behavior, which continues even after he received a mere written reprimand for his inappropriate treatment of me proves that he thinks of himself as untouchable, a feeling you no doubt helped instilled in him by your failure to follow the recommendation of your policy, of your Discipline Review Board, and of your Executive Assistant Chief.

My story of 2 cops - Lavia and Webber

So last week I went to court to help a friend of mine. I wasn’t there to testify; I was just there for moral support. I was excited to go more-so because it was in municipal court in the “new” City Hall. I had never been in the building and I hear that all the chiefs and commanders walk from their building at 620, to City Hall for many meetings. I was hoping to run into Stanley, Louie, Kevin or someone else and inroduce myself and get a photo of them for this site. I knew I wouldn’t run into Jack Harris, because he was traveling to Washington, DC.

So part of this court case involved the testimony of 2 cops. One was Vincent Lavia and the other was K. Webber. I was sitting in one of those little rooms with my friend and these two cops.

These cops could not have been more polar opposites. It reminded me of Goofus and Gallant from Highlights Magazine, when I was a kid in the doctor’s office.



Vincent Lavia was a pleasure - he was Gallant. He was laughing, communicating, telling us stories on how he just relocated his position to the Ahwatukee office and was just an all around good guy.

K Weeber was a jerk or at least a jerk-in-training. Clearly he was Goofus. His first words were...”And who are you?” I almost said, " I'm the dude who's going to put my size 13 foot up your ass, if you don't stop acting like a jerk" but I was there with my friend. K Weeber seemed more interested in texting on his phone. It was clear this dude was either having a bad day or a bad life. We even mentioned it to Vincent and he just shrugged his shoulders and kept talking to us.

So Vincent – if you are reading this – thanks for being a great guy. The person I was with was comforted by you and really appreciated the levity you brought to a tense court case. Good luck to you as a cop. Just don’t let anyone quash your spirits and defuse your great personality.

And the K. Webber – WTF were you thinking, man?
Maybe you were having a bad day, but let’s hope you are not a full-time jerk in your job and be thankful you didn't go home with a size 13 loafer up your butt. You need to lighten up and be friendlier. You wouldn’t even tell us your name and what the “K” stood for. Put your damn phone away! It’s rude to pull out your phone in the middle of a conversation. Was the text and email that important? Was Jack personally calling you from DC to give you an update on the Memorial? You were very standoffish, condescending and rude.

Brother, we all have bad days. Maybe your wife/girlfriend threw you out or dumped you; who knows what was happening, frankly, I don't care. It is the grace one exudes under pressure that sets them apart from the rest. I t's a good lesson to learn. It's nice to be important K. Weeber, but it is more important to be nice!

Think about your actions. Think about the impression you left with us and a fellow cop.

Maybe you care, maybe you don’t. I can promise you your life will be better and easier if you follow the actions of your fellow officer Vincent Lavia. You won’t only help yourself, buy you will help many of your brothers in blue.

Let’s put it this way K. Weeber, if I ever had a run in with you and you were looking for me to be cooperative, you wouldn’t get it with that attitude you gave in court. Undoubtedly in such a situation, you would probably be going home with my foot...in your ass.

I also tell all the officers who contact me who have 20-30 years of service, that the best thing they can do is to take 5-10 “K.Weebers” under their wings and teach them to not be condescending, rude, jerks!! It will pay off in spades for the Phoenix PD or any PD. They ought to offer a communications course (both verbal and non-verbal) to all officers before they graduate.
