Who is the world’s worst accountant?? Google it and you get a long list of companies like Enron & WorldCom. Well, add the City of Phoenix to that list today. Take a good look at the picture because whoever figured there was enough money in the city to pay out bonuses must have had on darker glasses then this guy!

It seems one of them must work in the City of Phoenix, or perhaps several. Recently, several managers in the City of Phoenix were awarded with “CASH BONUSES”. Cash bonuses??

Isn’t the city in a financial mess?

Hundreds of job’s are being cut to balance the city budget! The city manager Frank Fairbanks, has asked all city employees to tighten up and face facts. He has asked people to submit to furlough days (taking time off and not being paid to help the city save money), he has asked employees to cut all costs as this is the worst budget crisis in the city’s history. Months and months of preparing all employees for the worst of times to come, cutting jobs, positions lost in all departments. Some of these city employees lost everything. Not just their jobs, but their security, benefits and livelihoods. Then all of a sudden, the city comes up with over $354,800 in cash bonuses to be paid out to middle and upper level managers. Fairbanks said these bonuses were calculated long before any troubled times in the city. BULLSHIT!! Years and years the city has been cutting costs and laying off employees, closing down special programs to save money.



Frank let us give you a quick lesson how the real world works. When you made the statement that, “Jack Ass Harris manages over 5,000 associates and if he were a company, he would be paid in the millions”…Mr. Fairbanks, your logic is flawed.

Jack Harris couldn’t and wouldn’t manage a real corporation. He doesn’t have the smarts and nuts to lead. CEOs of major corporations don’t have their administrative assistance do their homework to earn their degrees. CEOs have degrees from Wharton, Stanford and Harvard - not University of Phoenix, Ottawa and Apollo College. A corporation under Jack would crumble. A real Board would have a vote of “no confidence” and oust an idiot like Jack Harris. If a manager in a corporation gets caught covering up for their buddies; one who hides porno on their computer or a drunk marine who gets free transportation to work each day, that manager would be fired - Pronto! Public corporations are accountable to shareholders. You can go to YahooFinance to see the message board on corporations.



Also Frank, when these message boards and shareholders rant or rave about the corporation, their homes don’t get raided and their computers aren’t taken. Plus, fat slobs in Hawaii shirts that leave moisture stains on chairs, don’t get to have a say in the Pension plan. As matter of record there is no pension plan. One gets options or grants and you get paid on how well the Enterprise does. When you retire, you actually retire and CEOs aren’t hired back with fancy titles like chief manager officer or enterprise leader of the corporation. Jack's current "corporation" AKA the Phoenix PD lacks focus, discipline and a strong smart leadership team.



To single out a few names known on the blogs here, let’s start with Andy Anderson, better known as Road Rage Andy or Middle finger Andy. Andy loves to intimidate woman (including wives, daughters and PLEA PR reps), and he got $2,400 in bonus. This is the guy who was in charge of the investigative division for the last few years with Ass Clowns like Joe Klima, Joe Knott, Potato Head Polombo, Alex Femenia, Boy Wonder Pat Kotecki and all the other ones responsible for the big cover up in the Baseline Killer case. Gee Road Rage Andy, how many DNA requests did you refuse to approve because there was not enough money in the budget to pay for an outside, competent lab to see if someone might be innocent or guilty!!


Joe Klima got $4,100. What the hell did he do to get a cash bonus!?!

With 10% going to tidings, this leaves this again, “passed-over-for-the-asst-chief-gig” Joe, with a Net of $3,590. How many days did Joe take off for not getting the job this time? Was it 4-5 days to sulk or was it 12 like last time? All he has done is cause havoc in VCB. The entire division has breathed a sigh of relief now that he has been transferred. Praise Heavenly Father!







The chief Jack Ass got a bonus of $5,000. Here is a useless fucktard who gets a monthly pension and a salary of nearly $6,000 per week for the same job he retired from. WTF? Not to mention how many hundreds of thousands of dollars he got from the DROP program to leave the department and not ever come back. There is more scandal and corruption in the department than ever before and he gets rewarded with 5K in cash. 5K!! That could pay for probably 2 or 3 months’ salary for a few of the ones who lost their job.

George Richards. $4,100. This is the guy in charge of PSB. George is the one who failed to act on numerous complaints of Jeff the blogger's complaints into Louie Tovar, dismissing the very complaint which was the catalyst for this Blog. Richards has intentionally fucked over more cops for no reason at all but to make a name for himself, or get his year end bonus. WHAT A JOKE!! I wonder George if you would have done your job just think, this website and all the scandal it has caused, all the headaches, all the leaked memo’s, all the crime lab issues all the baseline killer cover-ups never, ever would have been known. Well thanks for a job well done George!! Because of your failure to act on ethics and what is the right thing to do, a lot has come to light.



Here is an interesting one. Light Rail loaned executive, Wulf Grot, $3,000. WTF? Are we now a bank? And what the hell is Wulf Grot? It sounds like a VD! (Gee sorry Heather, that whole academy class gave you the Wulf Grot) Last the AZ Republic reported was the light rail is losing money! How the hell should anyone in light rail get a bonus when they spent billions and wiped out numerous local businesses to build that a train to nowhere. That train ran the budget into the ground before it was ever powered up and bonuses got paid out to people.



I wonder how many would be willing to pay back their bonus? Remember the AIG bonus program? Several, if not all, gave them back. What would $300,000 do for the city. It would help replace an aging fleet of broken patrol cars for the street cop. It would hire a few more officers or firefighters. How many low paying jobs could be given back to the dedicated city employee who lost their job to help balance the budget. At least 17 people would have a job for another year at $10.00 per hour instead of being unemployed. That would have been the right thing to do!

Page One of the Spalla Memo - City Attorney Stephen Craig About to Have Another Hissy Fit!

Here is Page One of a memo that Lt. Lowell Spalla put together, justifying the raid on the homes of Officer Dave Barnes and our Blogger Jeff. As you can clearly see, this memo focuses on the investigation of Dave Barnes - undoubtedly for being an outspoken critic of the Phoenix PD. This memo is reportedly the basis for, and mirrors the sealed affidavit. Again, this memo was written a few days after the raids.

The first paragraph of the memo indicates that someone "hacked” into Heather Polombo's desktop and sent unsavory messages from her work computer. So let’s think about this … how might a person gain access to ones work computer to send messages? Either you are a complete moron and let everyone know your passwords, or you are a lying wench and sent the messages yourself to advance your claims of harassment. Now which one do you think it is? Anyone who knows anything about Heather would have a difficulty choosing one over the other! Either one is an offense for which Heather Polombo should be fired.

So, it appears that the Phoenix PD is alleging that our Blogger hacked into a city computer, surreptitiously gained access to Heather Polombo’s email and did this without breaching any IT protocols or network securities set-up by the City of Phoenix. Wow! That’s a stretch.

As mentioned earlier, we are only posting the 1st page of the memo and, knowing how clever our readers are, you are asking yourselves, “How many pages are there and why aren’t they being posted?” Well, you would be correct to deduce that there is more than one page – there are two. But, as you will go on to read, there is a method to our madness!

First of all, there is a lot of personal information contained in Page Two (family names, emails addresses, etc.) that we want to run by Counsel. We will most likely post the 2nd page very soon, blocking out key personal information. And, while posting these memos is important in exposing the lies and corruption in the Phoenix Police Department, we don't want to give away 100% of our legal strategy and there may be some important details that our attorney and the attorney for Dave Barnes may want to address. We also know that City Attorney Stephen Craig is going to throw another hissy fit and fire off more memos that BadPhoenixCops has published yet another leaked “attorney~client privileged memo.”

Well you’re right, Stephen. This was attorney client privileged information, until one of Jack Ass Harris’ 5,000 employees (a.k.a. YOUR CLENTS!) decided to leak it to us. So we encourage you to discuss this with your clients (AGAIN) and advise them not to leak out information (AGAIN). Good luck! The document provided to us was in paper form, so we copied it and destroyed the original. That copy was then “scrubbed” so that no identifiers would be recognized, photo-copied again and then scanned.

So, everyone enjoy the memo and learn how the Phoenix PD has justified the raid of the home of an independent blogger and violated his 1st, 4th and 14th Amendments, all to warrant the witch hunt of a good cop.

A Good Cop and a True Hero in the Phoenix Police Department – Rusty Stuart

When good cops do good things, we recognize it here. One day we will actually launch the URL http://www.goodphoenixcops.com/ and highlight all of them. But we can’t do that, otherwise Eric Edwards and his buddy Jack Harris will authorize illegal raids on their homes and believe they are sources to BadPhoenixCops.


Rusty Stuart is one of those good cops – cops we need to emulate. There’s no attitude, no hidden agenda, no dirty cover ups…just good, honest police work. He is charasmatic, warm and friendly, and is the epitomy of what we need more of in Phoenix.

Rusty received a “To Protect and Serve Award” a few weeks ago from the Indian School Corridor-Citywide Association. You may go to http://www.requiretheprior.org/ to read up about them, but they are trying to take back the streets from career misdemeanor criminals who harass customers, neighbors, employees and children within the Indian School Corridor which falls under the Squaw Peak Precinct. Career criminals like Terry Wayne Smith.

Rusty Stuart is best known as the officer who provided Phoenix Homicide with an alternative report, highlighting a different suspect in the Baseline Killer investigation, named Terry Wayne Smith. Naturally this report was ignored since officer Stuart is a mere Patrol officer, and therefore must be incompetent and ignorant, in the eyes of cowards like Alex Femenia and Mike Polombo.

Rusty Stuart was also one of “the other cops” whose home was going to be raided along with our blogger Jeff and Dave Barnes. (Hopefully you have taken protective measures for you and your family, Rusty. You should call attorney Jess Lorona to prep for when your 4th Amendment rights are violated. One of the things our Blogger Jeff has been told by many of his contacts in the Phoenix Police Department (and also by a City Council member) is the raid on his home and subsequent theft of his equipment was directly tied to the Mark Goudeau~Baseline Murder Investigation. Everyone agrees that Jeff and this Blog “got too close,” and that the 4th Floor was becoming unhinged by our postings.

What’s more, the illegal raid on our Blogger and the blatant violations of his 1st, 4th and 14th Amendment rights were also Jack Ass Harris' way to surreptitiously uncover all of our contacts, hoping that some would be members of the AZPLEA Board.

As we have reported, there was a separate investigation conducted by an officer in gang-crimes on the Baseline Killer. Benny Pina (the lieutenant at the time in VCB) told the officer to put his report in Microsoft Word so that a public records request would not find it or produce it. Theoretically, these reports don’t exist and the Phoenix police tried everything to hide them and exclude them from any police department computer system. If you don't believe us, try doing a public records request on any of these documents. (We assure you, these docs are products of the Phoenix PD.) Mayor Phil Gordon and councilwoman Peggy Neely are economic vampires pissing away tax dollars on food, resorts and flowers and lack basic fiscal responsibility.

$7,000 is spent in coffee and $9,000 in flowers per annum for Phil, Peggy and the rest of City Council. When mayor Phil Gordon is asked for a comment, he runs and hides like a wussy. This is important to us at BPC, because Phil Gordon manages chief Jack Ass Harris so the leaf doesn't fall far from the tree.

On the flip side, Phoenix vice mayor Tom Simplot holds his monthly district meetings at the Hometown Buffet and charges $5 per person for food. Way to go Tom!

Commander Benny Pina (#5092) – Why Are You Attending All the Briefings in 900 and Lying to Your Officers?

Benny Pina (#5092) is the Commander of the Cactus Park Precinct (referred to as "900" in cop lingo) in Phoenix – this is the area of town where the search warrants were served on officer Dave Barnes and our Blogger Jeff.

If you remember from our previous Blogs, Benny Pina was also formerly the lieutenant in charge of the Violent Crimes Unit and managed the racist sergeant Mike Polombo (#4696) during the Baseline Killer/Mark Goudeau investigation. During this same time, Mike Polombo began has infamous affair with his subordinate – and now wife - Heather Polombo who wears shades of lipstick only found at the base of a penis. We also mentioned how Benny Pina never wrote-up or reprimanded Mike for bumping uglies with his (then) subordinate Heather, because Benny himself was having his own affair with his own subordinate, Ms. Finlay.

Well it appears that Benny was ordered by Chief Jack "Ass" Harris to be a "Spin Doctor" to all the officers in 900, by attending all the Briefings and lying to them. Benny is telling the officers that, “the search warrants are based solely on the Baseline murder investigation” and it was all about “A homicide detective involved in the Baseline murder investigation.”

Nice try Benny and Chief Jack Ass. Spin the bullshit.

Benny it is fairly apparent that “the detective” you are referring to is Dave Barnes – an outspoken critic of the Crime Lab and Potato Head Polombo. Your feeble attempts to discredit Dave Barnes are futile. Dave worked in 900 and his best supporters are the folks in 900.

Your use of innuendo to lie to the officers in 900 during the Briefs, is wrong and criminal.

Did you tell them, Benny Pina (# 5092), how you ordered Rusty Stuart’s report to be constructed in Microsoft Word so that a Public Records Request could never find it?

Are you really trying to tell the officers in 900 that the data posted here and the data in the media on the Baseline Killer/Mark Goudeau is false and that the allegations of racism are false?

The City of Phoenix, The County Attorney’s Office and members of the Phoenix PD have purposefully and maliciously withheld evidence in the largest murder case in Phoenix history. This is an impeachable offense for our County Attorney Andrew Thomas if he was directly or indirectly involved (and we think he is). Right now they are all trying to inventory how many copies of the Rusty’s TWS report (the report that shows another suspect should have been investigated), are floating around and how these copies got to the news media, and ultimately Goudeau’s attorney.

Now one would think that rather than trying to figure who let the cat-out-of-the-bag, one might worry more about who put the cat in the bag?

It’s called CYA and shows corruption at its highest level in Phoenix.

All the book deals are diminishing and they are all scrambling to save their jobs and ensure they got their stories (lies) in order.

AZPLEA represents over 2,600 “rank and file” officers in the Phoenix Police Department and attended a Public Safety subcommittee meeting on April 28th to demand we hire a real Chief of Police. Unfortunately Committee Chair Claude Mattox stated that PLEA's concerns centered around personnel issues which would have to be taken up directly with City Manager Frank Fairbanks – violating Arizona’s open meeting laws. Well, the next day PLEA did try to meet with Frank Fairbanks and after waiting for several hours, Frank was a no-show.

Mr. Mattox had an amazing opportunity to take a stand and make a difference, but all he showed is that he is just another City of Phoenix AssClown who can't think or make a decision. AZPLEA has since had their attorney file a complaint that Mr. Mattox is not adhering to the open meeting laws in Arizona.

We must publicly commend Mark Spencer and the rest of PLEA for speaking out and fighting the Public Safety Manager Jack Ass.

It would be an interesting paradox to call for the raid on the leadership (PLEA) who speak for 2,600 officers in the Police Union…and then have those same officers carry out a raid…

11 Rifles Are Missing, And our Public Safety Jack Ass Has No Clue What Happened To Them

The Phoenix Police have misplaced 11 rifles and they can’t find them.

The last audit they performed was 2 years ago (!!!!) and since then, they realized that 11 of these rifles are missing - including some quite expensive Steyr-AUG rifles.

Now consider this: For all of you who work in an office, imagine if one day during an audit your company realized there were 11 computers (laptops) missing. What would be the repercussion? How would they find them? If they were stolen, how many people would be fired? We both know that heads would roll and someone would be accountable in a private Enterprise.

Now imagine this gaffe in an organization that you are paying for with tax dollars.

Considering these are guns that can actually kill someone, Jack Harris might have had a process in place to tag and follow all guns in the PPD, but that just makes too much sense as our Public Safety Manager. I know for sure in the last companies I have worked, there were asset tags on my chair, my laptop and my cell phone; and companies are now moving to RFID.

So 11 rifles are out there, costing somewhere between $8,000-$12,000 and no one has an explanation. SID isn’t investigating because they are too busy raiding citizen’s homes and looking for the missing Polombo nameplates…See the problem yet?

Some $8,000-$12,000 is missing or stolen and Chief Jack Ass is spending City resources looking for 50 cent nameplates for his racist buddy, Sergeant Mike Polombo (#4696). Maybe Chief Jack Ass should send SID over to Mike Polombo's garage to see if the missing 11 rifles are stored there with all the other evidence he keeps.

Ironically, Phoenix Police officers want the opportunity to purchase their own rifles, a topic that has been championed by the Policeman’s Union – AZPLEA. Jack Harris has denied that request. Imagine being told you can’t even spend your own money, to buy much needed rifles to protect your own life? Now do you think if these 11 rifles were personally owned and procured by officers in the Phoenix Police Department, that they would be missing now?

We doubt it, but this is why we call Jack, Chief Jack "Ass" Harris. We pay $90,000 in pension and $165,000 for Jack's salary annually, to get this outstanding service! Phil Gordon even gave him a 5th star for Jack's outstanding work. Too bad Jack's name wasn't "Richard" so we can just call him what we all think he is...a Dick.

...And like the photo shows, we predict this is going to end badly!

Jack Harris – Inept, Dishonest and Now Just Too Damn Lazy!

We have received so many calls on this latest topic and everyone has asked us to Blog about it. The latest news in Phoenix is that our inept and dishonest chief of police Jack Ass Harris can now add “lazy” to his descriptors. He resigned his position from the AZPOST in early April, on a count that, "he was too busy."

Now Jack…we know you can’t manage and can’t lead a starving dog to a bowl of food, but other than raiding outspoken citizen’s homes, how do you spend your time each day? Is it those apartments you own in La Jolla? Is it polishing your 5th star? Maybe it's masturbating while looking at yourself in a mirror...or perhaps a picture of mayor Phil "Mr. Bean" Gordon?

AZPOST is responsible for providing "Standards" for all cops in the state of AZ and the certification for their Peace Officer accreditation. We pulled this right from the AZPOST website and the charter calls for:

"The Arizona Peace Officer Standards & Training Board (AZPOST) was originally comprised of nine members, appointed by the Governor with the advice and consent of the Senate. The Board included two sheriffs, two chiefs of police, a college faculty member in public administration or a related field, the state attorney general, the director of the Department of Public Safety, and two public members. In 1977, the statutes were revised to require one sheriff come from a county with a population exceeding 200,000 and one sheriff from a county with a population less than 200,000. Additionally, one police chief was to be from a city with a population exceeding 60,000 and one from a city with a population less than 60,000. In 1984, Board membership was expanded with the addition of the director of the Arizona Department of Corrections and an administrator of a county or municipal correctional facility."

So since Jack isn’t technically the “chief of police” and is the “public safety manager” we thought he couldn’t sit on the Board of AZPOST and should be replaced.

It appears Jack simply resigned because "he was too busy” and didn’t bother to tell anyone, violating his own Operations Order. Now there is no representation for the City of Phoenix (and for all the good cops) because wannabe chief Jack Ass Harris is "just too busy."

Unbelievable! We just can't make this stuff up. And one wonders why we refer to him as Assclown, JackAss and Fucktard?!!?

A Great Article on the Phoenix Crime Lab - Times Publications & the Befuddled Mess Named Asst. Chief, Tracy Montgomery

We have blogged on many occasions about the Phoenix Police Department’s befuddled Crime Lab under the leadership of one of the worst Assistant Chiefs, Tracy Montgomery(#4515). Now, others are taking notice, as well. More specifically, we are referring to an article reported in the April 2009 issue of the Times Publication titled, Justice Delayed.

The article was written by a great journalist, Shanna Hogan, and explains how 7 people are dead in Phoenix at the hands of two of the PPD’s finest: Chief Jack “Ass” Harris and Tracy Montgomery. BPC takes it a step further and believes that Mark Goudeau deserves a retrial. Our first issue is the existance another suspect that was never vetted out by the lead detective, Alex Femenia. The other issue is the fact that Maricopa County Attorney Andrew Thomas and his sidekick, Keith Manning, have been holding onto the report of this other suspect since August of 2008.

It’s important to keep in mind that, during the Baseline Killer Investigation and while 7 additional people were being murdered, Detective Mike Polombo (#4696) and Heather Polombo (#6237) began their now much blogged about affair and started knocking boots on city time. As tax payers in Phoenix, we paid for them to exchange DNA. Also keep in mind that Mike Polombo was storing crime evidence in his garage. We have often wondered where the chain-of-custody forms were for the evidence in his garage and why he wasn’t fired – but then realized that he is a friend of Jack Ass Harris, allowed to bang his subordinate, and to harass a good detective named Dave Barnes.

As the article explains, the Phoenix crime lab is back-logged with some 30,000 samples (that’s no typo - 30,000!!!) with no means or strategy to dig themselves out. We might also add that, while the lab is in turmoil and samples aren’t being processed, the lab’s arrogant leader, Tracy Montgomery, spends her time practicing her putt in the hallway and updating her FaceBook page. As we have mentioned in the past, other than Tracy getting her own Pap smear, Tracy has no lab experience, has never worked in a lab and doesn’t understand how a lab works. We actually have worked in a lab and have probably forgotten more than Tracy will ever know. We also putt a whole lot better, but we leave putting to a golf course.

For those of you who think we pick on Tracy solely because she is an outspoken Lesbian, we have this to offer: We don’t chastise her for being a Lesbian; we chastise her ineptitude and poor lab management skills. She got the job because she was a Friend of Jack Ass Harris and because the Phoenix City Manager, Frank Fairbanks, likes to promote "diversity" - or as our cop sources call it, "Frank's Rainbow Diversity Program." We are all for promoting diversity, but only when the candidate is qualified to do the job, and we don't think you should get a job solely because you a black, handicapped, female, gay, or are a Friend of Jack Ass Harris. There are many fine women and men in the PPD who are gay, and they have far more skill sets and discretion then Tracy Montgomery. One would hope that promotions are given by the content of one's character, their leadership abilities and one's ability to get a job done - not by how many conquests they have or how and who they bed. As the first and only woman to hold an Assistant Chief position in Phoenix, she has a large load to carry and we don’t think that includes posting photos of herself and her “friends” on FaceBook, or dating every woman in the police department and the county attorney's office. It’s also amazing that a person like Tracy with so much on her plate can selfishly and thoughtlessly hold outlandish parties at her home that are disruptive to her entire neighborhood. Hey Tracy, ever hear of OVERTIME??? Instead of trying to get laid, why not put in a few extra hours at the lab and help process the backlog or meet with a real lab to figure out an outsourcing plan and get some ideas to address the 30,000+ backlog? Oh yeah, that’s right … you don’t know how.

The Phoenix Police Department blames the lab issues on “software problems” - we have repeatedly offered our assistance to come in and fix these “problems”, but have yet to be taken up on it. We think it really isn’t a “software problem”, but more of a “Tracy Montgomery can't lead or manage her way out of a paperbag, problem”. When one of the detectives, Dave Barnes, complained about the lab, he was demoted to work patrol! Tracy Montgomery has since shutdown her FaceBook page as she tired of our posting all of her photos here!

It's quite apparent that the likes of Polombo and Montgomery never received the "Don't Shit Where You Eat" discussion from any mentors or from Chief Jack Ass Harris. Our sources tell us that Tracy's father was a cop - one of the good ones - and he must be disgusted with her actions and behavior.

We continue to Blog about the infamous TWS report on the Mark Goudeau case. We know some of you are tired of it, but it is an important cog in the wheel. There have been massive cover-ups and fraud in the Mark Goudeau-Baseline Killer case. The DNA match was 3 out of 13 - roughly 23% on a swab that was misplaced for over a year. Mark Goudeau was not a suspect early on because his cell phone records proved he wasn't in the location on most of the murders, now those records have disappeared and Alltel can no longer search for those records. The County Attorney's office (specifically Keith Manning and Andrew Thomas) has purposefully held back evidence since August of 2008, and was recently ordered by a judge to turn the reports over to Mark Goudeau's legal team. They are now lying, stating they only recently uncovered these reports and that they were already disclosed to Mark Goudeau's attorney. This cover up runs throughout the Maricopa County Attorney's office and the Phoenix Police Department.


Here’s why this is important and how it all ties together:

On the PLEA website and in a letter to Sheriff Joe, it is mentioned that a sergeant and a lieutenant had made racist comments. One supervisor is quoted as saying, “…there would be no surprise on their part if other Violent Crimes Bureau (VCB) managers engaged in planting evidence. This same supervisor stated that when VCB management was presented on multiple occasions with potentially exonerating evidence that may have had exculpatory value to Goudeau, the response from both a VCB sergeant and a VCB lieutenant was, why would you give that nigger an alibi?”

We have heard repeatedly that the “VCB Sergeant” in this comment is Sergeant Mike Polombo (#4696). PLEA won't directly state that, but we will. Sergeant Mike Polombo (#4696) has been investigated for referring to Asst. Chief Kevin Robinson as a “house nigger” and a few years back for referring to constituents in an area adjacent to South Mountain as “a bunch of niggers” and "buckwheats." Anyone who knows Mike Polombo or has worked with Mike Polombo knows he is racist and uses the word “nigger” as often as Mark Furman.




Now here is how this story comes full circle and why the home of one of our Bloggers, Jeff Pataky, was raided:

BadPhoenixCops has been exceptionally critical of the actions of both Mike Polombo (#4969) and Heather Polombo (#6237) on this Blog – and rightfully so.

1) Heather was a subordinate of Mike’s during the Baseline Murder Investigation.

2) Mike and Heather began having an affair during the Baseline Murder Investigation and met repeatedly while on duty to bump uglies.

3) Mike Polombo kept evidence from various cases in the garage of his personal residence. He shared this home with his then wife.

4) Mike’s wife, upon learning of the affair, contacted the Phoenix PD and told them to come and collect the evidence in her garage; otherwise, the next call would be to the media/news outlets. The Phoenix police came and collected the evidence from the garage. Divorce proceedings followed.

5) Although it is against Phoenix Police Department policy to bang your subordinate (especially during such a high profile and important investigation), Mike was never written up or reprimanded for his sexual indiscretions with Heather. Why? Because his manager, Benny Pina (who was one of the leaders in the cover-up of the Baseline killer Case), was having his own affair! This is a textbook example of 'quid-pro-quo'.

6) The sordid story of Mike and Heather Polombo (yes, they married) has been detailed on the Blog. Heather was notorious for her promiscuous actions in the parking lot of the Maryvale precinct of Phoenix.

7) The Blogger whose home was raided was told numerous times to, “watch your back” and was warned by many in the Phoenix PD that, “Polombo is out to get you.”

8) It was well known that Mike Polombo was roaming the Phoenix Police Department trying to find any information on Blogger Jeff including where he lived, his income and where we was employed.

9) Mike Polombo consulted with his own attorney attempting to sue and/or shut down BadPhoenixCops - as did Assistant Chief Tracy Montgomery (#4515). They were both told about the First Amendment (we all learned this in 4th grade) and were also informed that, being police officers, they are public figures who are open to public criticism and scrutiny.

10) Mike Polombo went on “stress leave” and used the website BadPhoenixCops as his reason. This was to help build his case for “harassment.”

11) The raiding of the home and the newspaper articles are alluding to Computer Fraud with the intent to Harass, along with Petty Theft. The Harassment is of both Mike and Heather Polombo - the Petty Theft claim is of their nameplates. We also heard they were trying to include Asst. Chief Tracy Montgomery in this, too.

12) SIDs other channel and approach to this could have been to investigate Dave Barnes 1st, then try to subpoena documents via a Grand Jury for the Blogger of BadPhoenixCops. Since the name plates are a misdemeanor, they would have had a tough time selling this to a Grand Jury. So their only other option was to use the only power the Phoenix police had, and raid the residences.

13) Our inside sources tell us that the Phoenix PD already has tried to submit this to the County Prosecutor, but they won’t touch it with a 39 1/2 foot pole as they already know the problems plaguing this case.

Mike Polombo is a notorious friend of Chief Jack Ass Harris. He has personally covered up many of the indiscretions of police officers and has done countless favors for Jack Harris, both personally and professionally. He worked for Jack Ass Harris when Jack headed up the Professional Standards Bureau (more commonly known in other cities as Internal Affairs) and helped cover up the rape of the former police chief's son - who happens to be a current police Sergeant out of 900. Polombo is known as "Teflon Mike" and is one of the dirtiest, rotten cops one could come across. The good cops hate Mike, know he is dirty and refer to him as Mr. Potato Head. Mike and Heather do not like all of the Potato Head photos with copies of their nameplates. We encourage everyone to submit photos of nameplates and Potato Heads from around the globe! On October 18, 2007, Mike Polombo was the source behind a Notice of Investigation (NOI) against Detective Dave Barnes. On February 18, 2008 (4 months later) the NOI concluded that, “No information was found which would support the allegations listed on the Notice of Investigation” and since it was no longer an “Investigation” but merely an”Inquiry” by the department, no indicia, records or materials that Mike Polombo provided to warrant the investigation would be known. Mike Polombo simply “made shit up” to have Dave Barnes investigated for no reason other than to harass him. And you're crying harassment by us, Potato Head?


So, how do all of these pieces fit together to create ONE BIG UGLY PICTURE???

The cover-up and racism in the Goudeau case; the never-ending investigations into Detective Dave Barnes; the raids of the homes of our Blogger, Jeff Pataky, and Detective Dave Barnes (who are both hypercritical of the Goudeau case as well as Sergeant Michael Polombo) - it is all directly tied to the biggest racist scum bag in the Phoenix Police Department, Sergeant Michael Polombo (#4696), and his wife Heather Polombo (#6237).

Public tax payer dollars and City of Phoenix resources are being spent for private gain and Chief Jack Ass Harris, Mayor Phil Gordon and City Manager Frank Fairbanks are allowing it to happen - all for the search and recovery of nameplates and potato heads!

We will continue to Blog at every given opportunity - about the Phoenix Police Department, Racist Sergeant Mike Polombo (#4696), his camp-follower wife Heather Polombo (#6237), or any other Phoenix public officials who abuse their positions and encourage the corruption of Jack Ass Harris.

Attached is a memo from the City Attorney implementing a litigation hold for Pataky 2. A claim was filed by Mr. Jeffrey Pataky against the City of Phoenix on March 18, 2009. The claim arises out of the service of an allegedly retaliatory search warrant by PPD on March 9, 2009. Mr. Pataky alleges that the search warrant actually was in response to critical comments he made about the Phoenix Police Department on badphoenixcops.com; that the retaliatory search warrant was falsely obtained and constituted a violation of his constitutional rights; and, that items were removed which were not covered by the search warrant. These complaints, for ease of reference, are referred to as “Pataky 2.” The City of Phoenix, its officers, agents, and employees, are under a legal obligation to preserve all information potentially relevant to the issues raised in Pataky 2. The attached litigation hold memo is the first step in that process. To all Key Personnel and Technical Staff, please respond with an e-mail to me confirming that you have read the attached memo directing you to preserve potentially relevant information; that you understand that you are expected to follow these instructions and to contact me, your department, or your IT staff with any questions; that you intend to follow these instructions; and, that you understand that failure to do so may lead to adverse consequences for you and for the City (Gee...ya think?).

BadPhoenixCops Found A Whole Bunch Of Nameplates...Is This What You Wanted Chief Jack Ass Harris?

We got a hold of some nameplates for the jackasses in the Phoenix Police Department and SID.

So is this Identity Theft? Would it be multiple violations?

The photo posted here is with a recent newspaper article, so you know this isn't an old photo - and they have already been "distributed" to our BPC network to make more photos with Potato Heads.

Rumor has it that SID is trying for "Identity Theft" now on Dave Barnes and on our Blogger. Could you please throw in Jaywalking too?

Folks - this is your tax dollar at work from the Morons and Assclowns in the Phoenix Police Department on the 4th Floor, under your chief Jack Ass Harris.

So Jack Ass Harris - we have a few questions: When one wear's a Halloween costume and a mask of some famous persona, is that Identity Theft too? When the comedian Frank Caliendo (who ironically happens to live here in Phoenix) does his impersonations on FrankTV- is that Identity Theft? Is Will Ferrell's comedy routine representing George Bush Identity Theft?

Since you are pretending to be a cop, when you are really a Public Safety Manager extorting the City of Phoenix for $4000 a week - isn't this Identity Theft? You show up everywhere with your uniform and your 5th star - aren't you impersonating a police officer?

God only knows how Connie stays with you. We have received emails from folks who know you personally and no one has anything positive to say. Arrogance, selfishness, and power hungry were some words used to describe you. We of course would add "jackass" "assclown" and "worthless" to our list of descriptors.

This sure will be an interesting trial, all the Discovery we need to do on every Maryvale cop who was serviced by Heather. And the stuff on Mike...oh boy! We have a line-up of cops ready to testify to tell his racist stories. Discovery is going to be a lot of fun!

We want to publically inform SID that we are distributing these nameplates to a few friends of ours to get some photos - so you may now add mail fraud to those Indictments? Maybe you should contact the FBI or the Postmaster General - or just call over to your liaison at the FBI, Potato Head Polombo. You should also call Interpol because these are guaranteed to leave the United States and are going on some International travels. Perhaps you should call the TSA and check every bag leaving the USA for nameplates?


If anyone wants to make up their own nameplate the font is Times New Roman.
"Homicide Sergeant" is 80% of scale with a 48 font and un-bolded.
The name, "Mike Polombo" is 100% scale with a 72 font bold. You may try it in Microsoft Word. It works perfectly.



It will cost you about $6-$7 at any local awards shop, but the long-term rewards are priceless. Tell them you need a 2X8 and a 2X6, etched black lettering on silver and they should have it done in about 20-30 minutes.

We encourage everyone to do this and make their own set of Polombo nameplates. If you need our help, just send us an email - we know of a few floating around.

Disciplinary Review Reports, Commander Jeffeory Hynes (#3612) and Sergeant Derek Elmore's Dirty Little Secret

Thanks so much to the fine officer that gave us a whole stack of Disciplinary Review Board Logs. Here's a photo of all of them.

This is great material and while it will take us quite a while to go through the 100+ pages, we did find some interesting info on your now Commander Jeffeory Hynes in FIB. Jeffeory (yeah that's how he spells his first name) is best known for being investigated in the Steyr-AUG incident.

According to his discipline report dated 5/21/96 Jeffeory Hynes, "Acted outside of the scope of his authority" (kind of like when he commanded FIB - SID to raid a citizen's homes - way outside of his scope of authority)....by signing an official department letter authorizing the purchasing of 8 steyr-AUG assault rifles for 4 officers. He attested that all 4 officers were authorized to use these weapons, when in fact none of the officers were authorized to use the steyr-AUG.

Now we aren't cops but we think the technical term for what Hynes did is called, LYING.

Now fast forward to 2008/2009. Good ol' Jeffeory is now Commander of FIB - replacing the beffudled Louie Tovar who can't answer phones, nor raise normal kids.

Jeffeory is reportedly writing a book on Leadership having just obtained his Doctorate degree. We wonder if Jeffeory is going to name one of his chapters "LYING to COVER MY ASS? or "HOW LYING During the Styr-AUG Investigation, Derailed my Leadership Plans until Harold Hurtt Left?"

According to these reports we have, it looks like some cop named Jahnke took the arrow on this, trying to sell these rifles to a private party and giving them to family members. We find it hard to believe that Commander Jeffeory Hynes didn't know any of this was going on and wasn't getting any kick-back from the commercial interest that Jahnke was selling these rifles too.

It is also reported that Jeffeory Hynes is spending a substantial amount of Phoenix City resources and City time to write this Leadership book. Perhaps his dedication in the book should read:

To the Citizens in Phoenix who paid with their tax dollars for me to write this book - on a topic I know very little about. And to Joel Jahnke - thanks for taking the arrow on the steyr-AUG incident. While I only had a 16 hour suspension, Leadership is all about lying and throwing your colleague under the bus. I hope it didn't hurt too bad.

Does this mean that any profits from this book go back to to City of Phoenix? Rumors are flying that a retired cop sent an memo to the chiefs telling them this, and requested that Jeffeory be investigated. If any of you have a copy, please forward it to us.

Ironically, one of our colleagues at BPC actually spoke with Commander Jeffeory Hynes a few weeks back.

While they weren't that impressed with his skill set, they did inform him and made it exceptionally clear that having a guy like Sergeant Derek Elmore working FIB was a liability. Everyone knows Derek Elmore is on the Brady list (this means he can't testify in court- because he is a known liar) and was caught lying under oath and augmenting DR reports (well if you didn't this - now you do).

The person who spoke to Jeffeory informed him that he didn't want a liar like Elmore anywhere near his case - which when you think about how FIB needs to investigate DV and Family issues, how could one rely on Elmore to be honest? How is it that Elmore can lead or manage people being listed on Brady?

I mean these guys in FIB have already been caught lying to a Grand Jury and now one needs to rely on a lying cop like Elmore to help you? If any of you citizens have a Sergeant Derek Elmore on your case, then you should complain now! It's one of FIBs dirty little secrets they didn't want let out - but of course we let it out here!

Through their conversation, they did find that Jeffeory Hynes was leaps ahead of Little Louie Tovar - up until Jeffeory authorized the raid on some homes. It just seems that FIB doesn't understand section 1983. Maybe this could be another chapter in Jeffeory's, City owned book.

Now that the County Prosecutor has been forced to turn over the binder on TWS in the Mark Goudeau case, our biggest concern is that Andrew Thomas, Keith Manning, Suzanne Cohen and William Clayton, have either edited the binder and/or removed key information.

We are well aware and understand that as cops you don't want to directly give it to us. So we are asking you to mail it to us or our attorney. We know a few of you have it and we need it. To the cops we have spoken to about this in the past, please give it to us and not through the channels you suggested. Your channel compromises too much and is too risky.

Here's what you need to do:

1) Go to the search warrant and get Jeff's address. If you don't have access to the search warrant go to http://www.guerrillamail.com/ and set up an email.

2) Email us at badphoenixcops@gmail.com and we will ping you back with Jeff's mailing address. Your guerrillamail account will only be active for 60 minutes, then it will disappear as though it never existed - so you need to be quick, send an email and await a reply. It is untraceable.

3) If this is too complicated for you, use your wife's, friend or kids computer to send us an email, to get the address.

4) If this is too complicated give the binder to a 3rd party (non cop) to deliver/mail to us. We will also pick up the binder, just tell us where.

5) You could mail the binder to our attorney too with a note to give it to us.

Please get it to us, so we can finish putting the nails in this coffin. Mail us the complete binder as it was originally presented. We will make sure it is kept safe and will never be tied back to you. Across the top of binder please write "From the desk of Mike Polombo"

Phoenix City Mayor, City Manager, and Chief of Police served with Federal Lawsuit alleging Civil Rights Violation and Malicious Prosecution Claim

Phoenix Mayor Phil Gordon, City Manager Frank Fairbanks and Chief of Police Jack Harris named in Federal Lawsuit. Then in retaliation, Phoenix police officers raid the home of the plaintiff and take evidence, violating his constitutional rights.

Phoenix, AZ (March 23, 2009) - Mayor Phil Gordon, Phoenix chief of police Jack Harris and Phoenix city manager Frank Fairbanks were named as defendants in a claim filed in Federal Court, on a Section 1983 claim and Malicious Prosecution. The case was filed in District Court for the District of Arizona under the caption, Jeffrey Pataky v. City of Phoenix, et. al, CV 09-534-PHX-DKD

The claim alleges while given the opportunity, Mayor Phil Gordon, city manager Frank Fairbanks and chief of police Jack Harris failed to investigate numerous requests made on the Phoenix Police. The suit claims that the defendants conduct deviated from the duty and care required of police officers and city officials. By purposefully allowing their subordinates to submit fraudulent documents to the county attorney and in some instances, testifying regarding those documents before a Grand Jury, Defendants deviated from their duty and standard of care established by the United States and Arizona Constitution and the Arizona Rules of Criminal Procedure. “This rises to level of extreme and outrageous,” the lawsuit claims, “and was entered into with an evil mind.”

In a retaliatory measure and while the Notice of Claim was still pending, the Phoenix Police raided the Plaintiffs home with a search warrant, unlawfully imprisoned a guest and refused them access to counsel. During the search, officers seized all documents pertaining to the District Court lawsuit, including privileged communications with counsel and all recordings and evidence relating to the District Court case. Seizure of these documents and communications are in violation of plaintiff’s constitutional rights.

A new, second Notice of Claim was filed on March 18, 2009 against Phoenix Mayor Phil Gordon, City Manager Frank Fairbanks and Chief of Police Jack Harris, and these additional claims will be included as new counts in the original suit. The raid of plaintiff’s home was nothing more than intentional harassment and retaliation for speaking out against public officials and their subordinates on a website named badphoenixcops.com; and is nothing more than exercising one’s First Amendment Rights to free speech.

We love Tim's quote, "We all have our own Philosophy," in reply to the question, "Why aren't all Commanders doing this?" - which meant lowering crime and managing like a true leader would.

We all know what Louie Tovar is doing when he can't figure out how to hang up the phone or go after innocent citizens. (BTW...How's your son doing Louie? Is he applying at Tutor Time now?)

Now Tim we know you read this site and BPC would love to endorse you as our new Chief of Police - you appear to be doing everything right and going against the grain of your Chief Jack Ass. We heard Blake McClellan couldn't cut the mustard as Chief in Tucson, so they passed on Blake in their search. There is simply no one under the Jack Ass who can lead, manage or take over and run this city as it should be run.

We fear though that any endorsement on our part would have SID and Detective Quass (#6457), raiding your home, taking all your laptops, and doing a full search for Potato Heads and Name Plates. Quass might also detain all the people in your house for 3 hour, take your kids computers, unlawfully imprison them - all to appease a former maryvale cop that used to satisfy your patrolmen in your Maryvale parking lot.

...So we won't officially and publically endorse you Tim, to save you and your family from harm. Keep up the good work Tim, we need more like you and we hear that many admire your style and determination.

Just do us all a favor and don't hire Heather back because it appears you can motivate your staff using tried and true leadership methods and not just through lip service - pun intended!
