Boy oh Boy…little Danny Boy Garcia just keeps digging the hole deeper and deeper and swims in the sea of ineptitude. One wonders how this guy was the fastest sperm! The only part of this mix-up we can agree with is the demotion of Tracey Montgomery to commander, but promoting the others?
So here's the scoop.
Sandy Renteria, Harry Markley, Dave Harvey and Chuck Miiller are all being promoted to Assistant Chief status.
Tracy Montgomery, Blake McClellan and Kevin Robinson are all being demoted to Commander.
Why you ask?
Who the hell knows why the promotions occurred. We have blogged about all of them in the past.
Chuck Miiller was caught screwing a subordinate when he was a sergeant back in 1996 and lied about it to his supervisor. We have often referred to Dave Harvey to be about as useful as a cock-flavored lollipop. All Sandy Renteria does is wear men’s Dockers and men’s shirts and has no marketable skills and Harry Markley is supposed to be the “token” black and the defacto liaison with the black community, but the only blacks he knows is himself and his half-white kids.
Tracey Montgomery is an idiot and needed to be demoted. We get that one...but the rest? Tracey couldn’t lead anyone, anywhere and has had more sexual relationships in the Phoenix PD, more so than anyone we know of. Getting to know your employees should never involve burying your face in their crotch as Tracey Montgomery often has done.

You have got to be kidding Chief Garcia. I guess your motto "every day is an audition" is true! I am glad to see you dumped Tracy Montogmery. She was a liability to the department but Blake McClelland and Kevin Robinson? This makes no sense. Kevin scored higher than you during the police chief selection process. Are you retaliating against him so he cannot get your job now that you have finally learned, via survey, that your officers hate you?
Promoting Markley as an assistant chief? If this is due to his race and good he can do in the black community? The only black people he knows are his kids! He is the whitest black man I have ever met.
Now why didn't you get rid of that worthless executive assistant chief you have? Joe Yahner has the respect of no one and commanders laugh at him behind his back. It is fun watching him follow you around the halls trying to suck up to you.
Tracey, take the same route out the door that Andy Anderson took when he retired. That is the door of "shame".
I feel bad for Blake and Kevin. I really do.
But then again, they had the power to stand up and do something but didn’t. Now they have even less power. I wonder if they have regrets for not fighting Harris earlier?

I remember when Harry Markley got in a ton of trouble with something to do with Lt Settembre and Sgt Cherrier. Some one out there can remind us what happened. Will Tracy be allowed to take her officer chair to the airport? No since ruining another good chair in her new office in bum-fuck-Egypt. The airport is the dumping station. Keep her away from all the female stewardesses and public bathrooms. Is Mark Hafkey still a stewardess?

For a brief second I felt bad for both Robinson and McClellan. But then I think about this blog, what happened to Barnes, Phil, Linnea, the battles with PLEA, the bogus NOIs, the NOIs that were clearly sustained but got a slap on the wrist, and all the other BS with Harris, Yahner and now Garcia. McClellan and Robinson stood by and did nothing. In such adversity, they could have done so much and used any influence they had to make things right, but they choose to sit by and CYA. I also heard the Robinson doesn’t even know about this yet, since he is on vacation. He will undoubtedly find out about his demotion from reading this blog. That makes the sting even worse. I feel really bad about it, but not so bad.

Maybe now is a time for reflection for both Kevin and Blake. If they continue to sit by and watch the continue perpetuate for the next 3 years, they only have themselves to blame.

It was a hoot today listening to commanders describe how they are going to shut doors on Tracey, not return her calls and tell her boss anytime they see a uniform violation on her. Tracey fucked with us too long. Paybacks are coming...This is going to turn into a nightmare for her.

Will Kevin play the race card or the gay-race card?
This is a quote taken from an AZ Central internet article "But the chief came to Phoenix with a mission to change the management culture." How can this Chief change a culture that he does not understand? How can this "new change" be anything but an ignorant uninformed decision? There is possibly not a more corrupt or inept individual with a more self serving agenda than Commander Harvey. The other "choices" have been part of the "old" culture and have contributed to the state of affairs of this extremely broken department (and that is without any mention of their extreme flawed characters and indiscretions). At least Harris knew "all the dirt" about the department. This new Chief is being "played" in every way, and that is the main reason, he lacks credibility, respect and authority. He may have the title, but that is all he has. He just does not have a clue! He does not understand that the "culture of silence" has just cost him his job! He is going to fall really hard because of this. It will BLOW UP in his face. How can "management" be changed, when it is the same inept managers that he has chosen to promote? The same ones who keep what really goes on from him? The same ones who have been perpetrators and contributors to what is wrong with the department? Chief Garcia does not know what is "Broken" and that is why he concerns his time with "uniform" "oaths" and a game of "changing chairs". No one in PPD has the courage to tell him about the "real" PPD so now he is managing with the puppets that are "The real problem with PPD". Congratulations! Keep running blind!

If Burgett did get promoted in Yahners place, there would be a new meaning for "X-ho".
Funny thing is Commander Montgomery will no longer be able to intimidate other commanders when she doesn't like what they wear with their uniform. She is the laughing stock of the PPD.
One more thing - the chiefs that were demoted likely never thought this could happen. Remember Team 2000? Most of them were demoted or retired in shame. These include Harris, Byers, McCort, Anderson, Hurtt and now Robinson. Do you think Miiller (double I double L), Markley, Renteria and Harvey are smart enough to realize they will be next once Chief Danny leaves?
Tell me why Markley cannot go to the FBI Academy. Something about some dealings with his wife and Arabian Horses?
What happened during the Markley-Settembre investigation?
Remember when Markely got conned and sold his $80,000 BMW to a couple who gave him a fraudulent cashiers check? What about taking his kids to school in his city car? And this guy in now chief?
I wonder if Markley will run out and buy a car or truck exactly like Chief Garcia's? He did this when Chief Harris bought a black truck years ago.

You have no concept of what "HONOR and SERVICE" means because you are such a autocratic supervisor. This is how I see things;
1. Tracey Montgomery should have never achieved the rank of assistant chief.
2. Tracey Montgomery should have been demoted a long time ago.
3. It is unconscionable Chief Garcia AND Chief Yahner did not tell Kevin Robinson he had been demoted and that he had to learn it through a family member while on vacation out of the country.
4. Markley, Miller and Renteria will create such havoc Chief Garcia will be gone within the year.
5. Kevin Robinson must file a EEO complaint against Chief Garica since Markley is the whitest black man I have ever met.
6. Dave Harvey is a good guy.
7. Chief Garcia must do away with his 80's style eyeglasses and moustache.
8. The PPD is in the toilet and has no leadership on he fourth floor.
9. Chief Yahner is a asshole!
