We can only assume because he has a lot of free time and as Phoenix’s top cop, he likes to get caught in the weeds and focus on things that aren’t so important and ignore the things that are. Dan Garcia was sure to remind all these lieutenants how they should not think of themselves as cops, but rather managers and leaders now.
For the layman out there, this gives you the complete list of lieutenants along with badge numbers and where they are working. It’s always fun to see where the crappy stupid lieutenants we often blog about – like Lauri Burgett, Joe Balloon Knott, Stan Hoover, Lisa Messina, Tracey Miller, Vincent Piano and Lowell Spalla – end up.
Thus far the new police chief has many Obama-esq qualities - meaning - he is a do-nothing, non actionable police chief. Leadership is all about surrounding yourself with great people and standing on their shoulders. It's about keeping smart people close to you and delegating the small stuff to trusted competent associates. Rather than worrying about uniforms or where lieutenants are being transferred, we think chief Garcia might want to take a look at some of the company he keeps. He appears to be re-arranging the deck chairs on the Titanic!
When Dan Garcia keeps assclowns like Joe Yahner as his second in command (think Jack Harris,) or the likes of Tracy Montgomery and the father of a child molester like Louie Tovar, in any commander position where they are making decisions that affect the citizenry of Phoenix – one has to question Garcia’s integrity and competence in running any organization.
Maybe Garcia is over his head and doesn't know how to lead and should go back to Operations?

I am alarmed Chief Gracia is making ridiculous changes like uniforms and lieutenant assignments. Doesnt he realize he has huge problems at the top and everyone below him know it?
Joe Yahner, mean and cruel. Lost all persepctive. Used to be a great guy but now treats everyone like they are robots without feelings.
Jim Pina, fat and ugly. Worthless. Has the respect of no one. Cant speak spanish.
Tracy Montgomery, absolutely has the respect of no one. Hangs out in Garcia's office making me wonder if Garcia is actually a woman dressed as a man? Is Garcia a lesbian and Tracy has sniffed him out?
Chief Garcia needs to move these three fucktards out of the fourth floor before they destroy him. Look what they did for Chief Harris!
Remember Chief Garcia, Joe Yahner was Harris' second in command and the PPD's morale was destroyed. Harris was fired.

He is a do nothing because he doesn’t have to do anything. Cavasos made a huge blunder when he hired Garcia. Most times a police chief is hired, the contract last for only a year or two.
Cavasos did a five year deal with Garcia. Garcia gets to screw off for 5 years and if fired gets to collect 5 years of pay. Were stuck with him.
I bet if they city wanted to they can fire him without a doubt. He is going to cost taxpayers just over 3 million with his first major decision.
If you compare his admitted leadership style to what he said on his resume you would see that as a lie. He lies to the media and public when he says the officers support him. He lies about this policing with a purpose works! This concept looks good on to on papaer but a real cop would see that it does not work. Officers are being given goals, minimums (quotas) to make sure the program works. If officers do not hit those goals then they are being having negative comments put in their notes. There are goals being placed on tickets, contacts, stops, and arrests. If it keeps going like this officers will be doing things just to make sure the quotas are met. I am sure the city does not want that.
Dan Garcia is a f'ing joke that has no business being a chief. He hasn't worked a beat since the late 80s. He is so out of touch with policing in todays age.

Lauri Burgett is one of the most inept Lt who has ever worked at PPD! Did he check her file? Quality control?!? Has he even read the newspaper in regard her most recent scandal? He did not bother to check facts that exist on record (internal and external)? Does he know Stan Hoover's background and EEO issues? Does he not know that Tracey Miiller slept around on duty with a then married boss who is now a Commander and her husband? and on and on and on and on.
Does the city want a scandal that they can't recover from? See, I believe the Chief DOES know. The bigger question is why is he not cleaning up the mess? Does the public deserve to know the truth? Does the Chief want to act before he is held accountable for supporting corruption? Does he want to be embarrassed? Does PPD think that everyone is afraid? Kind of a ARROGANT assumption. There is a lot of that going around now. There are rumors, then there are facts. So many facts!

Now that lieutenants and above are reclassified by Chief Graporpoisecia as administrators and not peace officers we the taxpayers recommend that they be de-certified from unnecessary and more expensive police officer status. This will reduce costs to the tune of millions of dollars saved in training, wages and benefits as they realign pay scales to match City positions with similar admin non law enforcement duties. Put that in your friggin employee suggestion program.

I worked around “Lil’ Ronnie” for a portion of his last 10 years prior to my recent retirement. Ronnie was assigned to “Internal Affairs” – there are not enough words to adequately describe such irony!
While I can say a lot about Ron (obese, classless, smelly slime bag) I don’t recall him ever actually performing any “Police Work”. He spent most of his time developing the DROP program (with his morally deficient buddy Stan Hoover), or working on his “outside” company while on duty (Preferred Training Solutions, or some related shit, with Dan Olson – another scum bag!). If he wasn’t tied up in that, he was busy either working on his porn collection, kissing political ass, or whoring out his wife to co-workers.
And guess what taxpayers?? You paid his salary, his benefits, his pension, and his DROP.
His wife (ex) possesses the same moral fiber. Simply an unattractive whore. She would do anything or anyone. A woman who promoted having her husband post nude pictures of her on his desk, hang nude pictures of her with other women in their home, and pass out baseball card size nude pictures of herself (“Christel the Pistol Trading Cards”), flooding the department with them – obviously, there’s a screw loose there somewhere too.
But here’s the kicker – she was assigned to AZ Post. Yeah, that’s right! The Arizona Peace Officer Standards and Training Board. The group that monitors police officer conduct, makes rulings, hands down determinations, suspensions, etc…it doesn’t take a real broad minded person to think that maybe she spent a lot of time covering Ronnie’s ass, suppressing info, or at least keeping him abreast of pending investigations in to his conduct, huh?
Guess what Taxpayers? You also paid her salary, her benefits, her pension, and her DROP.
Want to feel even better about your tax dollars? She was also assigned to various federal and state associations as an instructor on the subject of domestic violence, traveling hill and dale to participate in educational sessions. So while she took the “Hooker Road Show” on a nationwide basis as an instructor (her exploits as a sexual predator “after hours” during these sessions were legendary!) – you, Mr. Taxpayer, footed the bill. Yup, you paid for the air fare, hotels, rental cars, dinners, and other “entertainment”.
And now the absolute punch line. Google Ron or Christel. One thing that comes up is a conference, co-conducted by both of them, held in Phoenix, designed to educate other police departments on “Early Identification” – essentially a program which helps departments identify police officers that may have personal issues. Really? These two freaks assisted in the development of a police policy to identify fellow officers with issues? I guess they would both know about “personal issues”! And what comes up on this post but a group picture of Ron (is that Ron, or a blimp?), Christel, Toye (one of their favorite playthings!), the mayor, and the police chief. Really? Maybe a love connection there too?
And guess what Taxpayers? You paid for this conference. All the transportation, the hotels, the out of town speakers, the dinners, the conference rooms, etc…all supported by our former mayor and former police chief.
Wonder why the Phoenix PD is such a mess? Because these type of individuals, and this type of behavior has become not only accepted, but protected through the “entitlement mentality” of most of the senior members of the force. No other employer in the world would tolerate this type of behavior for a second – anywhere else, there would be immediate and harsh civil and criminal consequences. But they all think they are above being honest, hard working, or moral, and should be funded by us taxpayers because “they are the police”. And they all protect each other.
It’s really time for a change Phoenix.
