Disciplinary Review Reports, Commander Jeffeory Hynes (#3612) and Sergeant Derek Elmore's Dirty Little Secret


Thanks so much to the fine officer that gave us a whole stack of Disciplinary Review Board Logs. Here's a photo of all of them.

This is great material and while it will take us quite a while to go through the 100+ pages, we did find some interesting info on your now Commander Jeffeory Hynes in FIB. Jeffeory (yeah that's how he spells his first name) is best known for being investigated in the Steyr-AUG incident.


According to his discipline report dated 5/21/96 Jeffeory Hynes, "Acted outside of the scope of his authority" (kind of like when he commanded FIB - SID to raid a citizen's homes - way outside of his scope of authority)....by signing an official department letter authorizing the purchasing of 8 steyr-AUG assault rifles for 4 officers. He attested that all 4 officers were authorized to use these weapons, when in fact none of the officers were authorized to use the steyr-AUG.

Now we aren't cops but we think the technical term for what Hynes did is called, LYING.



Now fast forward to 2008/2009. Good ol' Jeffeory is now Commander of FIB - replacing the beffudled Louie Tovar who can't answer phones, nor raise normal kids.



Jeffeory is reportedly writing a book on Leadership having just obtained his Doctorate degree. We wonder if Jeffeory is going to name one of his chapters "LYING to COVER MY ASS? or "HOW LYING During the Styr-AUG Investigation, Derailed my Leadership Plans until Harold Hurtt Left?"
According to these reports we have, it looks like some cop named Jahnke took the arrow on this, trying to sell these rifles to a private party and giving them to family members. We find it hard to believe that Commander Jeffeory Hynes didn't know any of this was going on and wasn't getting any kick-back from the commercial interest that Jahnke was selling these rifles too.


It is also reported that Jeffeory Hynes is spending a substantial amount of Phoenix City resources and City time to write this Leadership book. Perhaps his dedication in the book should read:


To the Citizens in Phoenix who paid with their tax dollars for me to write this book - on a topic I know very little about. And to Joel Jahnke - thanks for taking the arrow on the steyr-AUG incident. While I only had a 16 hour suspension, Leadership is all about lying and throwing your colleague under the bus. I hope it didn't hurt too bad.


Does this mean that any profits from this book go back to to City of Phoenix? Rumors are flying that a retired cop sent an memo to the chiefs telling them this, and requested that Jeffeory be investigated. If any of you have a copy, please forward it to us.
Ironically, one of our colleagues at BPC actually spoke with Commander Jeffeory Hynes a few weeks back.

While they weren't that impressed with his skill set, they did inform him and made it exceptionally clear that having a guy like Sergeant Derek Elmore working FIB was a liability. Everyone knows Derek Elmore is on the Brady list (this means he can't testify in court- because he is a known liar) and was caught lying under oath and augmenting DR reports (well if you didn't this - now you do).
The person who spoke to Jeffeory informed him that he didn't want a liar like Elmore anywhere near his case - which when you think about how FIB needs to investigate DV and Family issues, how could one rely on Elmore to be honest? How is it that Elmore can lead or manage people being listed on Brady?
I mean these guys in FIB have already been caught lying to a Grand Jury and now one needs to rely on a lying cop like Elmore to help you? If any of you citizens have a Sergeant Derek Elmore on your case, then you should complain now! It's one of FIBs dirty little secrets they didn't want let out - but of course we let it out here!

Through their conversation, they did find that Jeffeory Hynes was leaps ahead of Little Louie Tovar - up until Jeffeory authorized the raid on some homes. It just seems that FIB doesn't understand section 1983. Maybe this could be another chapter in Jeffeory's, City owned book.

We all find in kind of interesting how all these lying cops, end up in FIB....No?
Is FIB the Island of Misfit Toys in the PPD? Then Homicide must be the land of racists with the likes of Polombo, Knott and Femenia.

BPC great Blog you got the right info and the right contacts. It wasn't just those 2 assclowns though.

Jahnke got canned and so did Giles (but they made it look like retirement). Copenhaver, Mike Torres, Mawk, and Bruce & Arnold Stallman all received some suspensions from 8-20 hours.

It was huge and there is no doubt that Haynes new about it and should have been terminated too. After Hurtt left, Haynes had a lot of making up to do, but he was an FOJ which is how he got to be a commander.

So true on the book too. It was a cop who retired recently that called out Haynes and his using city time to write his dumbass book that no one will read.

I konw this retired cop reads this blog, perhaps he would like to comment on his complaint. He probably could provide you a lot of dirt too.

You've got some great sources BPC. it just goes to show that anything they try to do to you guys, just makes you stronger.

Phoenix is not the only city suffering from this scourge. Philadelphia has its problem with rogue cops. I wish we had someone here who wrote about them. Keep up the good work
