We received the attached evaluation of Phoenix Police Department’s Internal Affairs Unit (known as PSB - Professional Standards Bureau), which was conducted by Matrix Consulting out of Palo Alto, CA - taken off the desk of Joe Yahner.

You can read the attached cover letter we received along with the document from our loyal source.  As citizens we paid the handsome sum of $150,000 (the equivalent of a commander’s salary) for this evaluation. Commander Dave Harvey now has been tasked to discredit this evaluation.

Think about how better we could have used $150,000, in a city where they cry everyday about budget shortfalls and the inability to hire cops.  Every one of you should go to every council meeting and every town hall meeting with copies and ask the simply question, “Why?”

While many of us knew about this evaluation and that an outside consulting company named Matrix was hired, this document is not officially published anywhere but here.  We have all been asking for these results and the Phoenix PD has been reluctant to deliver them.

So we delivered it to you – compliments of our faithful loyal and good cops in the Phoenix PD – cops who thankfully are more loyal to us, then they are to their own employer.

This was mailed to us and in true BadPhoenixCops fashion; the original mail package and documents were shredded and burned so that the Phoenix PD couldn’t obtain it or find out who gave it to us.  No sense conjuring up one of those illegal and fraudulent home raids along with a bogus criminal investigation…AGAIN.

Have you ever had one of those moments when you call someone out on something, and they readily admit that you were right?  It can be an exhilarating feeling and knowing that the person you thought was going to go on defense, ultimately agrees with you.

 

Now imagine this is the Phoenix PDs PSB unit (Internal Affairs) – the same group that is charged with investigating cops and holding them accountable.  This group has just had every dumb assclown and misfit -  from the stupid Stan Hoover to the lying Jeff Hynes leading it.  Jeff Hynes was the former commander who was added to the BRADY list in 1996 for lying, yet he was given the opportunity to investigate the integrity of Phoenix cops. Now this lying bag a dick-cheese is retired, teaching at local colleges

The new PSB commander is Dave Harvey, a true moronic assclown who was caught in photos drinking on the job – but he too was given the opportunity to lead PSB. And one wonders why we call the acting chief Joe Yahner, city manager David Cavasos along with his bumbling assistant city manager Ed Zuercher, a bunch of spineless pussies?!!?

Below is an email no one was supposed to see. Yet again, we ask and we receive.  Dave Harvey surely didn’t expect this to get posted to the Internet. It was sent in reply to Dave Adams when he questioned Harvey on the unfair and biased antics of PSB.  Enjoy the read.  If you ever need to contact PSB, you now have the commander’s direct email and phone number. When you call, be sure to ask him what qualifies him to investigate the integrity and honesty of police officers when he was caught drinking on the job?

Dear Sgt. Dave Adams, PPSLA Grievance Committee Chairman:

This email is in response to your two emails regarding our meeting a couple of weeks ago. Clearly you are frustrated.

Thank you and another PPSLA Rep for your tenacity to point out the imperfections of PSB. It seems through the IBR process, we have made some improvements in processes and communications involving PSB and PPSLA and PLEA. We also have spent an inordinate amount of time focusing on a minimal number of cases. I think in the past, there was not an open dialogue, and I feel communication is the key.

Bottom line with this investigation from 2009 - A Lieutenant noted that his sergeant had an inordinate amount of overtime and instituted processes to limit this sergeant's overtime. The sergeant began submitting alternative methods for overtime and an audit was conducted. This ultimately identified one of several overtime slips in question. When the sergeant was interviewed he was less than truthful and painted himself into a corner regarding this particular training date. Several other employees attended and were interviewed by PSB.

These interviews seem to be your focus. PSB had the interviews transcribed. I have read the reports and the transcripts. John has done the same. John and I met with you and through the discussion, I don’t believe that you ever articulated what you want.

Are the interviews perfect, no.  Are there leading questions or investigators finishing answers, yes. I don’t know as the Commander for PSB for the last 11 months what you want for me to do. I will always accept opportunities for my folks to attend training to improve the professionalism and expertise of PSB. I feel that my investigators have their hearts in the right place. I feel that I am promoting an atmosphere of fairness and consistentcy.(sic)

Please, if there is something that I am missing, let me know. If it is your duty to point out that PSB "made mistakes" on this case. Duly noted. Or if it is to "I could go on and on with this type of performance in many investigations." Duly noted.

Yes, I too am frustrated.

All I can do as the current PSB Commander is keep the dialogue open, and insure that current and future cases under my watch, include PPSLA in the dialogue through the investigative process so that PSB and PPSLA and PLEA have a healthy working relationship.

Your statement, "PPSLA would ask that PSB remove the prosecutorial/defense relationship that exists and allow and encourage the interaction necessary for fair and consistent investigations."

This philosophy goes both ways. I promise to hold up my end and lets focus forward. This should give you a better idea "on how PPSLA can decide how to move forward."

Aw Cmon…We’re Not Gone. We’re Just Enjoying the Summer. More Letters From Asst. City Manager Ed Zuercher and PSB Commander Dave Harvey

So many of you have contacted us asking, “What happened?” “Why are there no blogs?”

Well...we got chief Jack Ass Harris removed (along with a lot of other people)  and pocked-face Andy Anderson is gone and unemployable – we think that’s a huge accomplishment!

We're entitled to a little holiday!   We are by no means stopping or giving up, because there are more dirty, fuckstick-assclowns to add to this blog.  Plus, if anyone wants this blog shut down, it's going to cost a lot of money....like Jack Harris, Frank Fairbanks, Andy Anderson pension money!

Let’s discuss a few of them!

Below is the letter our blogger got back from the city manager’s office and from Dave Harvey on the Polombo investigation. The first response is from assistant city manager Ed Zuercher – the emasculated, I-did-an-investigation-then-again-I-didn’t-do-an-investigation-into-the-fradulent-kidnapping-stats.  Ed sent back a standard form letter and doesn't appear at all shocked that the Polombos continue to lie, and that telling the truth about dirty douchebag cops like the Polombos is not a crime.

Ed Zuercher is also supporting the Phoenix PD's lies that there weren’t 357 kidnappings in 2008 but incredibly now over 600-800!   It's not because he wants to. He needs to.

It’s a Phoenix PD Jedi mind trick and a lie that Ed Zuercher is supporting to cover his own ass, since he was in charge of the Phoenix Integrity Committee.  Phil Roberts sent numerous memos to this committee about the bogus kidnapping stats asking for protection. (Phil Roberts is so sick over this he was recently hospitalized adding another "0" onto his lawsuit. Contact any good Phoenix cop for details...)  Ed Zuercher can't rely on plausible deniability, so he needs another answer to keep his job.  That answer is there were more kidnappings in 2008 then we ever imagined  -to the tune of 2-3 per day! 

Cmon!  Don't all you guys remember in the news the 2/3 kidnapping per day trend we had in 2008?

Remember all the news coverage and everyone living in fear of being kidnapped?   Gun sales were up. Private security was up.  Remember the AZ Republic doing a big expose' on the stats that one out of every 2,000 citizens in Phoenix were being kidnapped and held for ransom?

Funny - neither do we because it never happened.

Kidnapping (AZ 13-1304), includes:
A. Unlawful imprisonment (13-1303),
B. Custodial interference (13-1302),
C. Trafficking of persons (13-1308),
D. Access interference (13-1305),
E. Unlawfully obtaining labor or services (13-1306),
F. Sex trafficking (13-1307)

Undoubtedly the Phoenix PD included in their 2008 kidnapping stats all those police reports filed by bitch-cunt ex-wives who called the cops when their former husbands’ were five minutes late to drop off the kids on visitation.

Yep! Technically 13-1302 Custodial Interference (AKA someone is late due to traffic or another reason) is a kidnapping! Notice every news spin from the Phoenix PD includes the word "kidnapping" now? 

Little girl walking down the street and approached by a car?  It was an attempted kidnapping and not an abduction!

Mayor Phil Gordon's computer is stolen?  It was kidnapped!

Woman raped?  Her virginity was kidnapped!

Drenth blows his own head off?  Nope, the shotgun kidnapped it!

Drop house found?  They were all kidnapped!

Polombo nameplates go missing in 2008?  They were kidnapped and luckily for the PPD, it counted as 2 kidnappings!

The more were hear about and see Ed Zuercher, the more we believe him to be a cunt sandwich – minus the bread. Zuercher's dad forgot to tell him what a pussy he was and what a disppointment he is. On Geneology.com, Zuercher losely translated is lying, worthless, douchebag. We are amazed that out of 100,000 sperm, asst. city manager of Phoenix Ed Zuercher was the fastest. At this point even Jesus thinks asst. city manager Ed Zuercher is a dumbass!

The second letter below Ed’s is from Dave Harvey, noting that what was heard in court was imagined and the investigation is completed.   It appears Ted Campagnolo misspoke.   Ummm...isn't that perjury?

Dave Harvey was the fuckstick who likes to drink while he is on the job (see photo) and was promoted to lead PSB.

Dave Harvey may look like an idiot and talk like an idiot but don't let that fool you. PSB Commander Dave Harvey is really a fucking idiot and is part of the legacy FOJ network.

Having a fucktard like Dave Harvey heading up PSB (Internal Affairs for the Phoenix PD) is about as useful as a cock flavored lollipop. No one in PSB wants to work for a lying, moron like Dave Harvey. The only people who would willingly and knowingly work for Dave Harvey would be his grave diggers.

Jeff Hynes – Commander in the Phoenix PD Gets Demoted to Patrol and is Required to Be Deposed For Court. His Replacement Dave Harvey Thinks it's OK to Drink While On Duty

Jeff Hynes, former commander of PSB had more to do with this blog, then probably any individual in the Phoenix PD. While he isn’t part of Jack Harris’ Axis of Evil with the likes of assclowns Murray “Andy” Anderson, Eric Edwards and Jim Pina, he was responsible for a lot of Jack’s dirty work while at PSB.

Let us explain.

We found this spin article online about commander Jeff Hynes and his demotion to patrol. Dave Harvey, the guy who mixes liquor and airplanes is taking over for him as the leader of PSB (Internal Affairs).

You folks remember Dave?  He was the one in these photos where it appears drinking alcohol on the job and checking out girls' asses is OK.  Nothing like a little alcohol and guns while on duty!  Luckily there wasn't a hot call.

Well this assclown Harvey is now heading up the Phoenix Police department's Internal Affairs -so we all know where this is heading. A road to nowhere where Jack Harris mandates how the "impartial investigations" are supposed to turn out.  Who’s next Ron Snodgrass? Lt. Frank Drebin? Officer Nordberg? Barney Fife to lead PSB?  Sweet Jesus!

Can’t we find anyone with a clean, unblemished record with some integrity and smarts to lead this group?  Aren't there any left?

Jeff Hynes Gets Demoted and Pretends He Really Wanted This

Trust us. This was not voluntary for Jeff Hynes. It was a demotion plain and simple. Jeff fucked up and Jack Ass Harris needed to deflect the shrapnel at Hynes.

Poor Jeff Hynes.

Like many before him, it appears he is not in good graces with the chief Jack Ass anymore and was the sacrificial lamb. Jeff Hynes shouldn’t look at this as a “loss” since being on BRADY, he should have never gotten the job in Professional Standards Bureau in the first place. We heard a few years back that Hynes was writing a book on Leadership.  We often wondered what happened to it and which chapter was going to cover completing paper work for Steyr-Aug rifles that cops weren't supposed to buy and then lying about it.

Hynes is replacing Sandra Renteria (yeah – you remember that name too from this blog).

Most notably the article states:

"Hynes replaces Cmdr. Sandra Renteria at Desert Horizon. Renteria will be reassigned Monday to City Hall” ….Renteria, who said she enjoyed "going to meetings and listening to people" to connect with residents". (They forgot to note that good ol Sandy also likes attending Phoenix Mercury games, dogs licking peanut butter in provocative places, women in flannel shirts and “butch” hair cuts.)

So what’s Jeff Hynes tie to this Blog?

Simply put, Hynes took over for the diminutive Louie Tovar after Louie was demoted to work Transit (that's our befuddled start nowhere, end nowhere light rail system that the homeless use.)  Hynes at anytime could have/should have investigated Louie Tovar, Sandra Renteria, Anthony “Bullet in the Ass” Brokaw and the very retarded Brandon “Corky” Huntley, but he refused.

Even after being specifically asked (unbeknownst to us until we recently saw this memo) by PLEA to investigate Louie Tovar, Jeff Hynes still refused.

AZPlea Makes a Request That Touches Close to Home

Jeff Hynes has spoken to our blogger Jeff about his ex wife’s antics - of lying, filing false police reports, violating Orders of Protection and the like (Hynes may or may not remember it) yet Jeff Hynes still refused to do anything. Our sources told us it was personally Jeff Hynes’ responsibility to view this Blog everyday, print it to hard copy and report it daily to chief Jack Ass Harris.

Jeff Hynes was also ultimately the boss of detective Theron Quaas and was at Dave Barnes’ house the morning of the illegal raids and stolen computer equipment. Jeff Hynes has known about the retaliation from Jack Ass Harris, Theron Quaas committing perjury, the retaliation against all good cops like Phil Roberts, Dave Barnes, Linnea Knowles and Rusty Stuart, but still has done nothing.

And now Jeff Hynes gets demoted to work 600 calling it, “another great opportunity.” Yeah right – if you believe that you’ll believe the crocodile tears of detective Heather Armstrong Polombo, that infamous Mexican Mafia “hit” she has on her, and that she has never had the need to drink cranberry juice for medicinal purposes.

Recently the Phoenix PD and the State lost their motion to dismiss Blogger Jeff and his counsel Jess Lorona from interviewing Jeff Hynes. Our Blogger plans on deposing all these creeps since it is well known they are all operating under chief Jack Ass Harris’ directive. Our blogger has details of meetings, dates and who was present in those meetings, so lying won’t be an option.

Probably the best moment during Ted Campagnolo’s argument against Lorona deposing Jeff Hynes was his exasperated and incensed plea to the judge that was something along the lines of:

“Your honor…this blogger Jeff is involved in a website….that….that…well…let’s just say…it’s not very kind about the management of the Phoenix PD. Everything ….just about everything…..Jeff Hynes says will probably be used and posted on a blog….” or something along those lines.

It really showed a distressed lawyer knowing he lost and knowing what will be the inevitable results of such a deposition. We wondered why they would fight so hard to exclude Jeff Hynes, maybe we now know why. And public records are just that – records that the public may see and hear! Ted Campagnolo needs a lesson on open and free disclosure. Didn’t he learn anything with the Polombos?

Do you think Jeff Hynes will “break with rank” and tell the truth?

We know Hynes reads this blog. We know of his Public Records Request to find out how we got the BRADY List and his Steyr-Aug employee intake form, in an attempt to find out how we know, what we know. It was a valiant attempt but we know it lead nowhere. We know Jeff Hynes lost the Peoria job and even took a few days off as a result, to recoup. We are also told his job was to look at this blog everyday, and print the comments and the entries.
(BTW…In case you were wondering why we changed the background on this blog to all black a few months back – this was the reason. We figured if the Phoenix PD were printing off this blog and the associated comments each day, we ought to make it fun and make them burn through a few hundred toner cartridges in the process. Did it work? HA!  The Joke is on you guys…fucktards!)

Jeff Hynes, you are one of those rare individuals – where half our sources like you and the other ½ wish you would move back to Canada, bust out your Sarah McLachlan CDs and start putting mayonnaise on your French fries again. Those who do like you say you are a good guy who like many are reaching for the brass ring, but you are likely getting the golden middle finger from chief Jack Ass, and now being thrown under the bus like so many before you.

We can assure you commander Hynes that when Jess Lorona gets to you, it will be unpleasant. Then you will have to deal with Craig Mehrens and he’s a salty, angry SOB. You can already surmise the kinds of questions you will be asked. You replaced Louie Tovar, were asked to investigate Louie Tovar, had the little lying Theron Quaas in your organization and had the ability to change so much, but you didn’t. We have a great list of questions for you, so go get some AstroGlide and get ready.

Jeff Hynes will have the opportunity to “come clean” and tell everyone how Jack Ass Harris was directing him, or take all the arrows himself. It’s his choice. We guess only time will tell when deposition time comes and how he will act. And remember Jeff – you can’t lie during a deposition – even if you are asked about your wife leaving you for another cop or the humiliation of being a BRADY LIST veteran for 14 years.

The Phoenix PD Spends $4 Million++ Dollars on a Plane During the Worst Economic Downturn in 75 Years!

$4 million++ dollars for a fucking airplane!

The Phoenix PD claims the need for high altitude surveillance support in the Phoenix area and set aside the funds over 3 years ago. This just sounds like a boondoggle to us. Kind of like when Ronnie Snodgrass and his boss Dan Olson were training and charging the police department for Preferred Training Solutions.

Now don't spend the $4 million on rifles or hiring more cops. Nope, in the world of chief Jack Ass you purchase a $$4 million $$$ effing plane $$$!!

It looks like some of the 4th floor plan on joining the mile high club. Maybe Heather can offer he services as the official fluffer on the Pilatus PC-12, since she can't solve any homicide crimes...No?

The photos that were snapped, show cops drinking at the christening ceremony. Commander Rob Handy, Commander Dave Harvey, Lt. Traci Miiller, her husband Commander Chuck Miiller, Sgt. Trent Crump all drinking a little champagne while on duty.

Now some of you will tell us “ aw come on BPC…what’s a little bubbly to celebrate Jack Ass Harris spending $4 million dollars on a new plane for the 4th floor mile highers, while people are losing their jobs?”

And we will say it’s a bad message to send, especially from cops. We didn't make up the Ops Orders, we just like to remind City Managment when they are violated. If this "christening" appears OK to you, then why not have a balding former PSB, beat cop stop-off at BEVMO after a hard day in 500 and drink some booze?

Rather then spend $4 million on a plane, how about better training and resource allocations on crimes?

We can rattle off several crimes and murders that go unsolved or unresolved or where resources are spent chasing down the nameplates of a worthless whore (who should have pulled the trigger when she had the chance), and a potato head.

Hushmail is out of Canada and generally, Canada won't accept US based subpoenas. We have many other emails, you just need to ask us for a different one.

2) To the poster on Marcel Spaulding. Unless you have more concrete data, we won't be posting your stuff anymore. It's getting old. If you have a story, tell us!

3) To the "small penis" comment. We know who you are. Better be careful and you know the truth.

4) To the "Polombo" commentor. Our policy is not to involve the kids. They can't help that their dad's are assholes. Think of Andy Anderson's kids. Imagine the embarassment of that everyday at school? That's torture enough. We know "R" hates his guts. He hasn't spoken to her in quite a while and she probably reads this site. He only calls her when he feels she is "throwing a potato under a bus." No worries. We have it covered.

5) To the Tovar commentor...You grew up near to and knew the Tovar family in Phoenix? Really? We will pay dearly for any dirt or Louie Tovar and his son. Please contact us!

6) Yes we have business cards. We hand them out quite often. We know people who hand them out to cops too. We know they get placed on PPD windshields and are placed quite often at Police Desks at airport security. If you want some cards to hand out, just let us know and we will send you some.
