You can read the attached cover letter we received along with the document from our loyal source. As citizens we paid the handsome sum of $150,000 (the equivalent of a commander’s salary) for this evaluation. Commander Dave Harvey now has been tasked to discredit this evaluation.
Think about how better we could have used $150,000, in a city where they cry everyday about budget shortfalls and the inability to hire cops. Every one of you should go to every council meeting and every town hall meeting with copies and ask the simply question, “Why?”
While many of us knew about this evaluation and that an outside consulting company named Matrix was hired, this document is not officially published anywhere but here. We have all been asking for these results and the Phoenix PD has been reluctant to deliver them.
So we delivered it to you – compliments of our faithful loyal and good cops in the Phoenix PD – cops who thankfully are more loyal to us, then they are to their own employer.
This was mailed to us and in true BadPhoenixCops fashion; the original mail package and documents were shredded and burned so that the Phoenix PD couldn’t obtain it or find out who gave it to us. No sense conjuring up one of those illegal and fraudulent home raids along with a bogus criminal investigation…AGAIN.

I hear that every other sentence out of Garcia's mouth is "in Dallas we did it this way"... News flash Dallas has much higher crime rate than Phoenix. They are 200,000 people less and have 500 more cops but have a violent crime rate of 710 per 10,000 residents while Phoenix is at 518 per 10,000.
Looks like crime will be on the increase after he gets done making us Dallas PD!

The jury is still out on Garcia. There are some things we hear are good (like the discipline) but others say all he wants is for everyone to like him, so he is a consummate politician.

Watched the hot dog eating contest on television today. Dont know which makes me sicker, the winner or Lt. Joe Knott being promoted to commander. Lt. Knott has been telling us he is getting promoted cause his wife is Chief Gracia's secretary. Lt. Knott says Chief Garcia told Kathy Knott Lt. Knott will be promoted when Commander Demlong leaves next month. Chief Garcia needs to come down to Homicide and talk with us before making this decision. Better yet Chief Garcia should do a case management audit of Homicide to see how bad things are. We would like to see Lt. Knott leave but bring in someone with character and personality to replace him. Lt. Knott is just a bad person. I hope Chief Gracia is reading this.

The 4-2 decision to file for bankruptcy protection was the easy part, San Bernardino Mayor Patrick Morris said Wednesday. Now the city has to pull together a plan to emerge from its fiscal crisis. It has already cut its workforce by 20% over the last four years.
Morris, a former judge elected on an anti-gang platform, says the city may have to dissolve its Fire Department or portions of the Police Department, an unavoidable reality when public safety accounts for nearly 75% of the general fund budget. The city would then contract with county and state agencies for those services.
