• Telling everyone that the night Duty Commander position will be done by everyone, for one week so that everyone can feel the pain of working from 7PM-7AM for seven consecutive days. Crying sissy bitches can go whine to the master of all sissy bitches, sergeant Mike "Potato Head" Polombo.
• Telling the group that all the committees assigned to make decisions are pointless (and as we have learned - they're rigged), and that he will make the decisions. Chief Garcia realizes that management by committee is paralysis by over analysis and a load of horseshit.
• That DUIs of officers is automatic termination and not some bullshit 10 hour suspension and investigation.
...And that lots of other changes are coming!
But words are just that – WORDS.
We want some action - and not action in a Maryvale parking lot!
We like what we hear but until we see these changes and start seeing people fired and investigations started on the Tovar molestation cover up, Lauri Burgett, the dumb Polombos, Quaas and all the other crimes that are covered up by the creeps in the Phoenix PD, we will continue our shock and awe on the Phoenix PD. Until we see people like assistant chiefs Jim Pina and Tracy Montgomery tossed to the curb like the pieces of shit they are…then it’s all WORDS and tough guy talk.
But we still like what we hear!
Chief Garcia: Next meeting you should send out Montgomery to “fetch” you some coffee or send Pina to pick up your dry cleaning. You should also give everyone the speech about how, You don't get your money, where you get your honey...One doesn't shit, where they eat...One shouldn't dip their pen in the company ink... and if any of them are caught fucking, fingering, blowing, eating, kissing, groping, humping or shagging one another in the Phoenix PD - especially at the command level - they will be Donald-Trump-Terminated. Montgomery will probably queef when she hears this! Make sure she is seated front and center at that announcement!

Speaking of Commander Benny Pina, below is an e-mail he sent all of his sergeants and lieutenants this week. Looks like Benny was suffering from a severe sugar rush when he wrote this. Probably should have re-read it before pushing "send".

I have been wrestling for the correct words to send in this message because I am not pleased with the performance of the employees assigned this precinct, and want to make sure Ioffend those that need to be offended, while not getting everyone in a lather if you think you are doing your job. That being stated, we all can get better.
We have lost our way, both as individuals and as a group. I see that all of us, including myself, have been focused for far too long on what the organization is going to look like, without seeing what it has become.
No longer are we doing the little things to make certain our role in society is accomplished. Instead, we have become obsessed with our own needs, and it is going to cost us dearly in the long run. We have been lucky that none of our officers have been severely injured, but Ifear that we are headed down that path if we do not take corrective action. Our concept of safety is based on being a disciplined organization. It is your responsibility to insure that the officers are not taking unnecessary risks and operating as a disciplined team. Challenge yourself and determine whether you think you have a disciplined, proficient squad or team.

I understand the impact of the 3/13schedule, but at some point, we still have a job to do. To give you an example of what I am talking about, station entries are not getting done, lieutenants are not briefing the next shift on what occurred during the previous shift, notifications to me are minimal, radio does not know which supervisor is on a call, and supervisors are monitoring too much rather than responding. We have allowed our officers to be call takers, masters at the #2 disposition, and armed report writers. We have few true investigators. We should be challenging ourselves and our employees to solve the cases they are investigating, or at least share the information with the rest of the precinct, sister squads, other shifts, NET or their squad mates until we have someone in custody. This takes coordinating the dissemination of information and the focus of everyone on one goal of providing police service.
Most of the complaints that come through me deal with a general lack of listening to the people that ask us for help. The officers must be challenged to provide a higher level of service, with a greater amount of professionalism. I know this firsthand from getting the complaint, as well as all of you that have paid me a visit to tell me about the deficiency of others. It is clear to me that we are not working as a team. Too many people are not taking an active role in correcting poor performance.
Chief Garcia has started his tenure by discussing the concept of "Policing with a Purpose". Essentially, the challenge is for the management of the department, and every supervisor is a part of management, to direct the activities of the officers. We are all to leave nothing to the imagination. Instead, the future operation of the precincts will be focused on a monthly plan with specific goals and objectives for the officers to accomplish during the shift. He has stated that "random patrols return random results."
I am asking you to leave nothing to chance. Assume nothing and guarantee everything. Direct the operation of your squad and insure they are sharing information on calls with outstanding suspects. Make sure the follow up investigation is started if there is sufficient information. Make certain they are enforcing traffic laws and documenting every call appropriately. Complete the arrest reviews and inspect the prisoners for injuries. Handle and document citizen complaints appropriately and in a timely manner.
Finally, talk to one another and share information, both on criminal cases and internal issues. Believe it or not, but these basic issues are not being accomplished daily.
I will forward more information as it becomes available, and do your part to quell rumors.
All of this starts with me. You will see me more on calls and monitoring traffic, at all hours. Iwill take immediate corrective action when necessary and voice my expectations to everyone.
