Can anyone confirm a rumor I heard? It goes.....
Officer Randy Gilbertson who works in Major Offender Bureau was
working 5 am to 1 pm. When he had court he documented his work
hours on his overtime slip as 9 am to 5 pm so he could be paid BY
THE CITY for 2 hours of stand by pay. When he was caught Special
Investigations Detail and PSB were notified. A decision was made to
not do any kind of internal or criminal investigation and just have
Officer Gilbertson pay the city $500 and all was forgotten.
Payment made. This all happened about a year ago.
PSB did a audit recently after the off duty work mess and
indictments in 400 precinct. During the audit they found this
descrepancy and it wasnt a one time deal. There was a pattern.
Last week PSB interviewed Gilbertson's sergeant Bob Baker and asked
why nothing happened. Baker told them "settle down lucy, I told SID
and PSB this last year and they just had Randy pay $500 back (or
something to this affect)". No criminal and no internal.
If this is true, why cant the officers under indictment and PSB
investigation pay their money back and everything be forgotten?
Especially the poor officer who is being accussed of shorting his
off duty work for a measly $58? I guess it is too late for sergeant
Drenth?
Did you all know that when you turn your radio on and off a
electronic message is stored at communciations? PSB or anyone else
can get this information and see what you are doing. I heard they
are using this method to rain down on the officers who worked off
duty in 400. Be sure you turn your radios on at the time your shift
is suppossed to begin and dont turn it off until the time your
shift ends or you can be busted big time!
I would question how accurate that report is about Officer Randy Gilbertson. First off, street cops work 10 hour shifts. If he was working a shift from 5AM to 1 pm, that's 8 hours. If you work 9 AM to 5 PM you cannot get standby pay for court as you are going to court during your normal work hours. Also, a shift of 9 AM to 5 PM is only 8 hours, so where is the other 2 hours of his shift? If he is not a street cop and only works 8 hour shifts, then it wouldn't make sense for him to document a work schedule of 9 AM to 5 PM in order to collect 2 hours of standby pay as he wouldn't be able to collect standby since court would be occurring during his normal work day.
Also, as far as the other officers paying the money back, they were not working for the city, they were working in an off duty capacity and paid by an outside company, not by the city. I truly believe there is more to this off duty thing then meets the eye. Why was this investigation 3 years ago and we are only now hearing about it? Also, I find it extremely hard to believe that all of those officers intentionally did something wrong. I believe they left early because they were listening to the man they thought was their boss. Yes, that would be the man who was in charge of this off duty job. Something about this case truly stinks and I'm not saying it is the officers.
One more thing, the media is making it sound like this was a "scam", "a ring of theft", etc, etc. If you read the interviews the attorney generals office did with each of the officers, it appears this is just a case of officers working an off duty job and leaving an hour early and/or arriving an hour late. One of the guys stopped working those jobs because he wasn't comfortable with the coordinator always wanting to leave early. Another guy said he thought that in the capacity of the off duty job the coordinator was acting as his boss.
I ask all of you who are sitting in judgement, how many of you have taken a personal phone call at work, ran an errand, stayed at lunch late, left early and still got paid for work? If any of you can say you have never done that, then go right ahead and judge, but if you have ever done personal business on company time, you are guilty of theft! I know the argument is they are officers, blah, blah, blah. True, but they weren't working for the city at the time.
