Gerald Richard fucked up more stuff in the Phoenix PD so they moved him out and he found a job in the Attorney General’s Office.
Since Cavasos wants some diversity in the Phoenix PD and to appease the black community, he is paying Gerald Richard upwards of $120-130K a year to be a black liason to incoming Chief Garcia – and Garcia doesn’t even know about this! One would think an incoming chief would want to create and have input on this position...No?
As a matter of fact no one knows about this – so yet again – we posted it here first and Cavasos is scambling to figure out how we know.
Now were not saying this position isn’t need, and there probably should be a liaison with the black community in Phoenix…but Gerald Richard? The only worse black cop you could have is Chris Crockett – the man with 14 kids and no wives to speak of, and has more DVs against than Chris Brown! Crockett makes OJ Simpson look good. Crockett is such a fuckup, after they put him in charge of South Mountain - he had the cops called out to his house the next day on a DV. It appears the city of Phoenix has money to spend to correct all the fuckups from the previous administration - most of whom are still there with names like Yahner, Montgomery and Pina - assistant chiefs who helped destroy the PPD, yet still maintain a multi 6 figure salaries!
But to make a further mistake by putting Gerald Richard in charge of anything is just pissing money away. There's so many more qualified people for this liaison position like Andrew Zimmerman and members of the KKK.
Gerald Richard? Really? Geez Cavasos must be really inept and desperate and don't conduct any due dilegence or history checks. We also will have a blog posting on how while driving the suicide lanes in Phoenix, Cavasos used his power and influence to get out of a ticket. We also heard that about a year and a 1/2 ago, Cavasos was stopped for a DUI by the Phoenix PD and allowed to drive home!
And how does this story come full circle? When Louie Adrian Tovar III was having his dog lick peanut butter from his balls and fondling little boys, take one guess who was the division commander over the Phoenix PD Employment Bureau and helped in the cover up? Yep - you guessed it! The fucktard Gerald Richard.

How can the city justify spending $125,000 for a "special liaison" and $125,000 for a personal PIO for Chief Garcia when we haven't hired a new cop in years? 1/4 million dollars could go a long way in hiring cops.
Is this Cavasoz attempt to ensure Chief Garcia is successful so it doesn't appear as if Cavasoz made another fucked up decision? Ensure Chief Garcia is successful at any expense? Ignore the fact that Cavasoz took back concessions from PLEA. Lets just spend money we don't have to make Chief Garcia successful!
Andy Anderson trained all of the current PIOs and they repeatedly made fools of themselves and the PPD. They made Chief Harris look even more foolish. Is the selection of a new PIO just for Chief Garcia as a "slap" in Andy's face for doing such a fucked up job? The ghost of Andy Anderson returns? I think so.
Does Chief Garcia know how much the rank and file despise Chief Montgomery and Chief Pina? I sure hope he asks around and makes serious changes before they fuck up his career like they did Chief Harris.

Trust me, this wasn't City Manager's David Cavasoz's best day. His day began with a big time bummer!
David Cavasoz was stopped this morning (4-11-12) in downtown Phoenix for making an illegal left turn in the suicide lanes. A motor officer stopped Cavasoz. When the officer went up to have Cavasoz sign the ticket, Cavasoz allegedly said something to the affect of, "Well that's not going to work, I'm the City Manager," and, "You can't cite me, it would be a conflict of interest since city courts report to me."
Not knowing if this is true, the motor officer then called his sergeant who told the officer to take the ticket back and meet with him immediately. Cavasoz then drove away without a citation!
Cavasoz knows the courts do not report to him. Take a look at this link. It is the City of Phoenix Organizational Chart. The city courts DO NOT REPORT TO THE CITY MANAGER! According to Phoenix City Charter, and the City Org. Chart, the courts report directly to the Mayor and City Council. It is spelled out right here in black and white!

If this is true, what is up with the disparate treatment? Did David Cavasoz lie to get out of a ticket? Did he purposely confuse the motor officer with his statement of an alleged "conflict of interest?"
Do you have to be a City Manager or daughter of the Police Chief to avoid getting tickets in the city of Phoenix?
I can live with the fact that Cavasoz didn't get a ticket due to "professional courtesy." I cannot live with it if Cavasoz lied, was untruthful or attempted to intimidate the officer to get out of a ticket.
For those who do not know, David Cavasoz was stopped approximately 15 months ago at 2300 W. Thomas (Indian School?) for running a red light around midnight. The officer who stopped him was brand new and panicked. Cavasoz was believed to be DUI so a sergeant was called out. Sergeant Vern Busby responded and released Cavasoz. He didn't even receive a citation for running the red light.
Congratulations Chief Garcia! Welcome to the city of Phoenix! Don't worry though, your kids won't get any tickets. The real question at hand is are you going to work for a liar?

What bothers me the most about Cavasozs is he has now demonstrated a "pattern of self-destructive behavior" if these reports of his driving is true. Once is once. Twice or more is a pattern.
This is big. It rots at the core of what the City of Phoenix professes as being such a great place to work. The AGs Office should call a special prosecutor to investigate. If Cavasoz used his position of authority, or actually lied to intimidate the officer, he has committed a crime.
I hope someone investigates this to either clear Cavasoz of wrong doing or hold him accountable as he has all those poor, young officers who get caught doing something they shouldn't have. He displays no compassion when it is someone else.
I call upon Joe Clure of PLEA to request a special investigation into Cavasoz behavior.
Don't forget about the search warrent that was served on David Cavasoz house because his kid was done for armed robbery!

On Tuesday April 17, 2012, PLEA President Joe Clure along with PLEA Treasurer Will Buividas went out to Estrella Mountain Precinct to attend a quarterly communications meeting to be held at the precinct.
PLEA doesn’t normally make it a point to attend precinct communications meetings however, we had been previously contacted by concerned members about work conditions in the precinct; namely an increasingly oppressive work environment being created by Commander Mike Parra.
PLEA, at the request of concerned officers, went to the precinct to attend the meeting, meet with members, and just listen to the concerns being voiced. Prior to the meeting, Joe Clure and Will Buividas met with Commander Parra in his office and were promptly told that they would not be allowed to attend the meeting. They were told it was just a small meeting to discuss cantina issues (we knew this to be an inaccurate statement [CLICK HERE] to read the e-mail sent out to precinct personnel). A precinct Lt. stuck his head in the door to let the Commander know that they were ready and there was a full house. Joe Clure inquired of the Lt. what he meant by a full house and was told 30 officers.
Joe and Will, being trained observers, knew that 30 officers had not assembled to decide on whether the cantina should stock, Twinkies, Ding-Dongs, or Ho-Ho’s. Another clue that problems were brewing was that a meeting scheduled to be held in the Commander's office had to be moved to the much larger community meeting room off of the lobby. In the discussion that occurred in the next few minutes, Will mentioned that maybe their presence would help out and went on to say that in the spirit of good labor relations they should be allowed to attend. Will then explained that Chief Robinson [Parra’s Boss] had never refused them attendance at other meetings in the past. Cdr. Parra jumped to his feet as if a bucket of cold water had been thrown on him, accused Will of insulting him, and ordered both Will and Joe out of the precinct.
On the way out, Will and Joe stopped into the meeting room located in the lobby area of the precinct. They met and spoke with some more officers who expressed a desire to have them present at the meeting so they decided to sit in.
Cdr. Parra then tried to order Clure and Buividas to leave the precinct. Joe explained that they were there to represent the interests of PLEA members that had requested their presence. After some more “will too, will not” exchanges, the Commander declared the meeting to be over before it had even started.
The Commander, before going back into the precinct, threw out one last threat. He told Clure and Buividas that he would be calling PSB to bring them up on charges of insubordination. We’re not quite sure how a union official that is considered to be the same rank as the person they are interacting with can be insubordinate. Maybe Commander Parra knows something we don’t. We heard that the next day he had instructed a supervisor in the precinct to get the names and serial numbers of all who were in the meeting for the investigation that was soon to come.

We’ve all run into people like this at one point in our life or another. All of us can think of someone we know who delights in pushing peoples buttons or controlling others through threats, intimidation, coercion or other undesirable methods. Many of us ran into people like this in grade school or on the playground. They were called bullies.
To the officers in 300, watch your six, call if you have issues, and rest assured that PLEA will not tolerate abuse of its members.

Cmndr. Parra was demoted when he was a sergeant for playing stink finger with a gal going through the hiring process. Parra was in charge of hiring and got caught doing the dirty.
Parra was later promoted again and has had conflict most everywhere he worked. He worked for me when he was a sergeant and I routinely had to talk with his squad to cool them off. They did not like Parra because for being a bullie and his lack of communication skills, ie: "My way or the highway" attitude.
Then, Parra goes to the FBI Academy and has an affair with another academy member. This results in two divorces, the end of a career Major from Sierra Vista PD, one baby and the marriage of Parra and his new wife. This tore through the heart of Parra's wife at the time, who was also a commander with PPD. She did not take this well.
Please look into this man's record. What he did to Joe Clure is indispcable. You have the ammo necessary to demote him and promote someone based upon skill and experience.

Assistant Chief Tracey Montgomery took an officer's position for the training and went herself. Can you beleive this? I have been wanting to go to this training since I actually work around dignitaries when they come to town.
What gives Chief Montgomery the right to take an officer's position in this training? Doesn't she have enough to do as an assistant chief? Who is watching her division while she is away? First she is away weeks at a time in California getting her master's degree on city time and now she is away again for a whole week.
Why did Chief Yahner authorize this? Why did Chief Yahner screw me out of a chance to attend the training? Is Tracey Montgomery ever going to provide dignitary protection to anyone? Maybe she will guard Janet Napalitano when she comes to town? Maybe Chief Montgomery will use this as a excuse to sleep in the same bed at Napalitano? Sitting in staff yesterday while Yahner was going around the room. When Yahner asked Parra if he "had anything from Estrella Mtn Pct", Parra yelled something to the effect of: "Outside of the big thing going on with me, I have nothing to say. I just want my investigation done".
Chief Robinson told Parra, "See me in my office at 4:00". I would have loved to be a fly on the wall when Robinson took care of Parra.
I was shocked at how angry and disrepectful Parra was to Yahner. Yahner should have called Parra out and told him to show respect. Yahner didn't, he looked stupid and weak once again. He just let Parra make him look like a weakling.
If Parra spoke to me like that in front of all the commanders and chiefs I'd reach over and bitch slap the shit out of him. He is such a pussy. All bark, no bite.
Parra just doesn't get it. The stars on your collar don't make you who you are, your ability to treat people well makes you who you are.
