Meet Phoenix police officer Aaron Thomas. We hear Aaron isn't a bad cop, but the Phoenix PD sure wanted him to be.
When the public records request on Skippy peanut butter investor Louie Adrian Tovar fell into our hands, we received the entire criminal investigation into Officer Thomas.
What was this for?
Incredibly, his failure and the failure of his subordinate to report child molestation and sex crimes to authorities.

All Police officers since the early 1960s, along with all doctors are required by law to report any notion of sexual molestation to authorities. Naturally this law does not apply to any members of the Tovar family who are Phoenix cops, namely commander Louie Tovar and his brother sergeant Mark Tovar. They don’t need to report anything since the self admitted molester Louie Adrian Tovar was Louie Tovar's own son and Mark’s nephew. Also at this time, commander Louie Tovar ran the sex crimes division and would have to launch an investigation into his own kid. But for all other cops and doctors, it is a Felony to not report crimes against children. So to lay blame, the Phoenix PD launched an internal and criminal investigation into Aaron Thomas.
The story is bizarre because Aaron Thomas was the supervising officer to Steve Checketts and really didn't have any direct interaction with Louie Adrian Tovar, BUT technically was the supervisor and the only one left to blame. Steve Checketts was the cop working with employment services and the one who should have reported the molestation; the true fall guy. We will never know if he did or did not report the crimes. Unfortunately (or fortunately for the Tovars) Steve Checketts died in 2006 while receiving a hand-job at a massage parlor.

No one is supposed to know this, but we do. Now wouldn’t that be the photo to use in a Christmas party PowerPoint!!?? It’s entirely possible Checketts did report this to commander Tovar of the sex crimes bureau, but commander Tovar would have hid it because it was his own kid.
Since dead men tell no tales and since shit rolls upstream; they needed a fall guy, hence this bogus, smoke screen investigation into Aaron Thomas.
This is a fairly comprehensive investigation. We only wish Louie Adrian Tovar’s investigation was this thorough and this public.
Notice how the Phoenix PD didn’t redact anything in these reports related to Aaron Thomas?They redacted the names of the victims (which they should) but what's bizarre is how the Phoenix PD took full liberties to redact commander Louie Tovar’s name, sergeant Mark Tovar’s name and the sexual predator who committed the crimes – Louie Adrian Tovar III.
The only name you see in these reports are Aaron Thomas and not the perp, his dad or his uncle? Why? Are they afforded some special priviledge that the rest of us are not?
Crazy. Don’t you think? We think it's a wee bit fucked up, but then again nothing surprises us with these creep and crooks known as the Phoenix PD.
There is something rotten in Denmark and the Phoenix PD aren’t talking about it and are definitely trying to hide it.

This doesn’t make any sense to me. They charged this officer who was a supervisor for not reporting it. Why did they not charge and investigate Louie Tovar? Louie was the father of the perp. Louie Tovar ran sex crimes. Louie Tovar had intimate knowledge of what occurred in his household and of his own kids application when he went to become a cop in 2006 and yet no investigation into him or his brother (the perps uncle) Mark Tovar? Wasn’t Louie Tovar’s computer seized when detective Mike Polk was arrested and charged with kiddie porn? Something is indeed rotten here.
What happened to the hard drive barker seized from tovars son? According to the report allinich was assiged to forensics originally. Was it ever complete? Was there child porn on it? Perhaps pictures of other victims? If it was destroyed after the plea deal with tovars son this is more indication of cover-up.

Crazy irony is that if adrian had not been told to come back in three year this whole thing never would have surfaced. Wondering how many more skeletons are in the employment service bureau files. Need a cold case squad to spend a few months digging there.
I agree with the first post. Does Commander Tovar have a duty to report? Is he not a Police Officer? I owe BPC an apology. I read the blogs with a skeptical attitude. I would never had believed this story had I not read the three reports with my own eyes. This is shameful and sad for the victims. Lt. Thomas is a good person and was the fall guy. Adrian is still on the streets and not in prison were he belongs. I mean for goodness sake he confessed. What more do you need? Thanks BPC for opening my eyes.
There is something seriously wrong here. I agree that someone went through some great lengths to protect commander Tovar and sergeant Mark Tovar. BPC its common practice when you do a records request that the subject of the request will do the redacting. So it is quite possible both Louie and Mark redacted these docs. That is a bit ironic since they probably claim they didn’t know anything about Louie Jr and the peanut butter, but they must have with these docs. This is one of the biggest cover ups I have seen and like the previous comment, I was skeptical too.
Do you know where Louie jr lives and works? I would like to make 100 copies of the DR and blanket the neighborhood and find out where he works and mail/leave copies lying around. People need to know about this. He is a repeat offender and bound to do it again. I still can't believe he molested children and he is allowed to walk around becuase he is the son and nephew of a cop.

Someone told me a long time ago when I was in the Academy that there were some people you just don't cross. People like Mike Polombo, chief Harris and chief Pina.
I was told as a new recruit to stay clear of these people because they were too powerful and you just don't want to be in their crosshairs. I was told they would ruin my career as a cop with the power they had.
Today I would say that power has shifted to this blogger and I would warn recruits to not cross the person who owns this site. This blog has got a chief fired, and made fools out of Polombo and Pina.
I still don't fully understand why you do this, how you do this and what you get out of it, but I thank you for opening my eyes to what my own employer is capable of. If I were Cavasos, Zuercher, City council or the incoming chief I would want to sit down with you to glean everything you know and maybe even hire you or ask you to sit on a citizen panel that overseas the Phoenix PD.
The accurateness with which BPC reports is astounding! I always hear it here before the department gives any type of notice, if ever. BPC is a force to be respected, if not feared!
Just want to say that Aaron Thomas is a great cop and truly a superb human being. Those who really know him would agree with me. I have worked with him and for him and am proud to call him a friend too.
He did not deserve to be the subject of a criminal report and internal investigation. The buttheads that wear stars on their collar made this call...screw all of them!
I had to read this twice to understand it. I can’t imagine admitting to a crime in front of cops, disappearing for 3 years, committing the crime again during those 3 years, and never being arrested for it. How incredibly lucky to have your dad and uncle as cops! Thank you for sharing this story and thanks for having guts.
Unfortunately, I have lost all respect for Phoenix cops. I will no longer donate money to any causes or to 100 club. The fact that even ONE current Phoenix cop knows about this and doesn’t immediately drive to the Tovar’s home and arrest them on Easer Sunday, shows the mass corruption and how spineless and gutless they all are.
Are there no more good cops left with any character or scruples? ARREST THE TOVARS TODAY!

Was luis adrians tovars computers hard drive ever examined for child porn? Was any found? Were prosecutors informed? Did they cut a plea deal without the results of the computer forensics so that louis adrian could get a lighter sentence?

I can't believe that when you do a public records request that the officer is the one in charge of "redacting" information. How is that a good system? Wouldn't it stand to reason they will remove the info they don't want people have? What a messed up system.
