It is interesting how Joel Robbins won’t disclose who he is representing (yet we can all surmise) and is more interested in saving face then seeing that a child molester is put in jail. And he makes the salacious claim that this blog disclosed the names of the victims here?
Really? Where?
We have never disclosed the victim’s names and don’t care to know the kids names. Anyone who is a father or a mother in Arizona is a victim while this predator is on the loose. We think Joel Robbins needs to give up and get a life and find some better clients to represent. We know this economy sucks but he needs a better screening process.
What’s getting better is this story on Louie Adrian Tovar’s police application. His subsequent admission to molesting kids and dog sex is getting both interesting and disturbing. Not only does the DR (police report) abruptly end in April 2009 with the investigating cop getting a promotion, but there is no follow up and no file within the county prosecutor’s office.
Nothing. It just ends. With no follow through.
It’s as if the case simply vanished into thin air after April, 2009.
We are working with current and former sex crimes cops, attorneys and the media and no one is finding anything after April, 2009. After reading the DR our phone was ringing off the hook with sex crimes cops inquiring with, “WTF????” What a sweet deal Louie Adrian Tovar got! Hmmm. Let’s see….Molest kids, view child porn, smear peanut butter on your dick for Fido, tell the cops, wait three years, view more child porn, tell the cops again and nothing happens to you.

We have no clue which cop you will pick as your executive chief, but here’s a hint PICK NO ONE FROM THE PHOENIX PD. There isn’t an honest, admirable soul left with any integrity since none of them have the balls to stand up and fix things. Any man who works in the Phoenix PD who is a father should be enraged at this juncture. Chief Garcia you will want a person of action and a GSD (Get Shit Done) exec to support you. What does this whole story tell you? Where are all those cops who were competing for your job, touting their experience, leadership and capabilities? Where are they now? Have they contacted you?
We doubt it.
For Louie Adrian Tovar III, it must be nice to have had your father in charge of child sex crimes and your uncle at the Academy while you are molesting kids. What happens if your father is in charge of homeland security, burglary or vice? Do we get to freely plant bombs, steal shit and bang whores without consequence?
Rumors were flying that maybe Louie Adrian Tovar took a plea or maybe the case was sealed, but there would be a record of this too. We would be able to see, “Case was sealed by Judge Effing Moron,” but after consulting several attorneys and having them look and ask; not even this exists. There would also be more of a trail after April, 2009 including a pediatrician’s report that verifies the ages of the kids in the porn, a grand jury, an indictment and a host of other things in a file from the prosecutor’s office. But there is no file in the prosecutor’s office. This leads us to believe this went nowhere and Louie Adrian Tovar got off, not only on little kids and puppies, but without consequence because of the job his dad and uncle hold.
Also Jeff is correct, A.R.S. § 13-705 has mandatory sentencing, mandatory sex offender registration and lifetime probation – none of which appear to exist with Louie Adrian Tovar III – son of Phoenix commander Louie Andrew Tovar and nephew of sergeant Mark Tovar who works at the Academy.

Hey BPC, I am an officer that has followed your blog for some time,
and noticed an incident today that needs explaination. I was present today at the 1:30pm docket in Phoenix City Court Division #403, when I observed a case involving a woman who recieved a speeding ticket from a motor officer Stockl #7024. I was somewhat alarmed by her account of her contact with the officer that appeared to be less than professional. I was even more alarmed at the research she conducted through public records that attacked the officer's credibility. She provided information that clearly showed that the officer was less than ethical in his contact based on policy provisions that she provided (OPS Order 6.1). This included information on a 60 hour suspension for an unauthorized use of force with a firearm, 120 hour suspension for failure to honestly report events involving a firefighter in an aggravated assualt crime with a firearm to protect the suspect instead of being concerned for the victims of the offense.She also indicated that the PPD has failed to provide additional public records request on the two suspensions along with the citizen's complaint she initiated aginst Officer Stockl #7024 for unprofessional conduct during the traffic stop. Additionally, she provided information that clearly showed that he recieved unsatisfactory ratings from his previous supervisors on his PMG's for unprofessional conduct. She also indicated that the officer became aggitated when she told him that he was being "unprofessional and a jerk". His response was,"That's it, I was going to give you a break, but now your getting a ticket."
I was appaulded that the information she provided to the court was not taken into consideration in determining the outcome of the case. I was even more suprised when Judge Basil G. Diamos found her responsible for the citation and spent more time in providing her information on the appeal process.
What's with this BPC?? I would like to hear more about this Officer Stockl #7024 and his background. How did he ever get in Motors? I never thought I would be so embarrased to be a Phoenix Police Officer than I am now. Let's hope the new Police Chief Garcia will do something to insure that citizens are treated with respect,dignity,and professionalism. Maybe someone should contact the Mayor and City Counsel Office, and the Community Engagement and Outreach Task Force and ask if this meets their Interpersonel Communication Standards that was mandated to train all police officer's from January 2012 to January 2013. And now you want to know why police officers are at an impass during our current negogiations.
The Phoenix Police Department has definitely lost it's direction! Another appalling situation is a large number of officers and detectives on a daily basis are flat refusing to attend court. The reasons they give are many but it boils down to them making an intentional decision to not honor their lawful subpoenas. I can remember when missing court, even accidentally, got you a written reprimand. Now there is no ramifications, no accountability. I blame this soley on the horrendous leadership as they are fully aware of it and do nothing. PSB is aware of it and they also do nothing. This department and it's leadership are cultivating a generation of corruption at all levels. I seriously hope the new chief cleans house when he gets here. I too am embarrassed to be a member of this organization.
Speaking of the leadership, I heard Cavazos has taken over the operations of the department until Garcia arrives and has pushed Yahner aside, clearing the way for major personnel changes. Do you have any info on that?
Why is it that the police officers get to redact the information in a public record request that has to do with them? Isn't it common sense that they will dispose or redact the actual information someone is looking for?
