I'm Linda Frazier, Mike Frazier's first wife; was with Mike 18 years. I believe you are David Hay, and if it is you, David, I am so disappointed and saddened that you would stoop this low to humiliate Mike. If Mike knew I was writing this, he w\would be pissed and not wanting anything done about it. However, I feel something needs to be said on Mike's behalf.
Even though I'm his ex-wife, I must defend him. It’s a long story about why Mike was arrested one night. His wife at the time was crazy; Mike ended up divorcing her after only two years of marriage. The bean-throwing story, as you know, was all in fun; you were there having dinner with us. You, David Hay, had many great laughs from it. Then, to turn it around like you did, sickens me and you have lost all of my respect.
No matter what goes on in Mike's personal life, Mike was and is a great cop. He worked very hard to get where he is today and to get to top rankings of the Phoenix Police Department. He spent many years working as a cop, being a father to two young children, and going to college around his work and babysitting hours, eventually not only obtaining his Bachelor's degree, but also his Master's. He did not kiss anyone's ass to get into his positions in Phx PD, El Mirage, or Surprise. He earned and deserved those jobs. He really never wanted to be that high in rank, as he hates the "politics" and he loved being on the streets. He earned and deserved those jobs. Unfortunately, there are probably a lot of officers out there who are jealous of Mike because of what he achieved. Those officers could have done the same, had they gotten off their lazy asses, settled down with one woman, not all the skanks they had, and did what Mike did. Mike is a very driven, ambitious person (and I thank God every day that our daughter has those same characteristics). At 29-years old, she is already a Manager with the company she works for, which is a very, very large company. She also is already working on her Master's degree. I am not trying to point out that one must have college degrees for any job; my point is that highly motivated, driven, ambitious people achieve these types of jobs.
Again, I believe David Hay is behind this. Even though we had our ups and downs as a married couple, of all the men I know (and believe me, I know a lot of men), Mike is the most honest, upstanding, man I know. He has integrity, which many officers do not. He would never use or abuse his position of authority to help anyone, even people in his own family. He deserves what he has now.
He is still a "street cop" at heart and throughout his career with PPD, El Mirage, and Surprise, what he enjoys most is riding with the street officers. Many times on holiday weekends, when you're probably out partying and drinking, Mike is riding the streets with an officer and doing it on his own time. Get a life and quit regretting what you didn't do and degrading and humiliating others for your own satisfaction. I'm so disappointed in you.

In the true effort to help the PPD and City of Phoenix with cost cutting measures with respect to identifying those personnel who should be removed from paid standby, I would like to comment. In my humble opinion, it appears most of this burden has been placed on the officer/detective rank level in FIB.
Cmdr. Hynes lists in his email (see below) the rank of each person he will allow to continue to be on paid standby in FIB except for the category of “SID” (Special Investigations Division), which investigates criminal allegations against all PPD and PFD personnel.
Prior to Hynes’ arrival as the FIB cmdr in June 2007, Cmdr. Louis Tovar, was in charge of all SID matters and allowed the SID sergeant to report directly to him. There were numerous benefits of designating the FIB commander (and not a lieutenant) as the “point man” and initial decision maker as to when and how SID personnel would respond. These benefits include; ensuring the FIB commander is instantly aware of all serious allegations made against PPD and PFD personnel, able to receive the initial complaint (typically from other police and fire commanders) and could deny immediate callout response without fear of reprisal or being bullied to assume disposition of the incident, keeps to a minimum the number of people knowing about the incident to avoid compromising the investigation, allows the sex crimes lieutenant to focus on their normal duties and reduces a significant amount of overtime ($40 weekdays and $80 each weekend day and holidays totaling $320 per week or $16,640 not counting holidays). SID must designate a “person in charge” 24 hours a day, seven days a week to field and discuss all allegations made against PPD and PFD personnel. Cmdr. Tovar’s insistence that he be the “point man” for all SID matters, resulted in more work for himself but no financial gain for himself and a financial savings for his bureau. However, since Hynes’ assignment, he has virtually always delegated the SID responsibility primarily to me for several months and later rotated with Lt. Robbie Bates and then exclusively to Lt. Lowell Spalla upon his assignment to FIB on 9/8/08

Zingg cont'd: During a meeting held on July 11, 2007, between myself, my PPSLA representative Lt. Larry Jacobs, Cmdr. Hynes and Asst. Chief Anderson in Anderson’s office, Anderson told Hynes that he had been in FIB long enough and should assume SID callout duties Monday through Thursday but that he could still allow me and Bates to alternate paid standby duties Friday through Sunday.
However, my research following Hynes’ email below indicates that since Spalla, who is a personal friend and reported business partner with Hynes, was assigned to FIB on September 8, 2008, he was routinely assigned as the SID unit commander 7 days a week, in contrary to Anderson’s directive. Equally disturbing is that records also indicate that Spalla has rarely found the need to respond and only did so less than a handful of times and not because it was required but because he wanted to learn from his new assignment. I don’t begrudge Spalla or anyone from accumulating overtime but I do think cost cutting measures should be fairly applied to everyone. The final irony to all of this is that Hynes has allowed a second lieutenant in FIB, either myself or Lt. Bates, to also be on paid standby Friday through Sunday. This means that there are 2 FIB lieutenants on paid standby 3 days of every week (during the weekend); one specifically for SID and the other for FIB-related incidents! I did not know this until I received Hynes’ email (below) and did some research. When I was on paid standby, I handled all SID incidents as well as FIB-related incidents. We certainly do not need 2 Lts on paid standby every weekend, especially in light of today’s economy. The question has to be asked: How was Hynes able to appoint Spalla exclusively as the SID unit commander 7 days a week on paid standby despite Anderson’s directive? Is Hynes receiving adequate supervision?

The Phoenix Police Department is responding to an exclusive CBS 5 News investigation that highlights unsolved sex crimes with child victims.
In a 2007 memo, Professional Standards Bureau Det. Dana Lindsey warned police managers of "an excessive number of open cases" assigned to Det. Alan MacIver of the Child Crimes Unit.
Lindsey detailed specific cases, including one where a 16-year-old boy admitted to molesting a 4-year-old girl, but the case was never submitted for prosecution.
"This is a shared responsibility by the detectives, by the supervisors and by management of the Phoenix Police Department. we're paid to manage these cases and in this case we should have done a better job," said Sgt. Trent Crump, a police spokesperson.
Det. MacIver has since retired, and Crump said most of his cases were closed within months of the 2007 memo.
But there is still a glaring deficiency with several cases involving Spanish-speaking victims.
For example, the previously mentioned case with the 4-year-old victim still has not been prosecuted because no one transcribed the victim's interview from Spanish to English.
"It's inexcusable," said Crump. "Right now, for the Child Crimes Unit, it is taking us longer on those cases."
Part of the problem could be the workload for the detectives in the unit.
Crump said there are 26 detectives in the unit, and last year they received an estimated 3,850 cases.
One detective currently has 90 open cases, but Crump said the cases could be open for a variety of reasons, and it doesn't necessarily mean it has slipped through the cracks.
"I agree with you 100 percent that we have to make children that are crime victims a priority, that does not mean that all these cases are solvable," said Crump.

Let us not forget Mike Frazier was the chief of Investigations for around 3 years. He was there around 2001-2006. He must have known what was going in sex crimes because he was the first to scream (yes, physically scream, flail arms, etc) at supervisors when he thought they were not doing there jobs. Why is it all of these people that were assigned to sex crimes, or supervise sex crimes, were promoted? Is this proof that only the corrupt get promoted in the PD?
Supervisors in Investigations who held their employees accountable, understood case management, conducted monthly case management audits, etc., were passed over?
The promoted list who were in/over sex crimes includes:

Above is a link from TV5 last night where ANOTHER incident has been uncovered where a detective at a crime scene of suicide drew a penis and placed it against the mouth of the victim as he lay there dead. A photo was taken and passed around with everyone laughing. Read above for yourself…you can’t make this shit up!
While inappropriate, the real problem lays with the sergeant and lieutenant. They did NOTHING when told about it by the detective. NOTHING! It wasn’t until months later that an officer sent an anonymous letter to PSB before an investigation was begun. Then, when PSB found out about it, they were “too busy” to investigate so they sent it to VCB to handle. Are you kidding me?
CHIEF YAHNER: Why do you refuse to hold supervisor's accountable for subordinate behavior? Have you ever heard the saying: "As goes the sergeant (lieutenant), so goes the squad?" If the sergeant (lieutenant) isn't taking care of business, why should the detectives?
Lieutenant Tomory is a piece of shit! He was in PSB along with that other piece of shit Lieutenant Stan Hoover. They investigated hundreds of officers and slammed them at every opportunity…many of which ended up suing the department for the manner in which Hoover and Tomory handled them. The fucked over other officers all the while Hoover was sexually harassing a subordinate….in fuckin’ PSB no less!!! Hoover was tossed out of PSB. Tomory was either asked to leave or left under great controversy. Now, Tomory is investigating these officers at the suicide? Are you fucking kidding me?
Check with legal and see how many lawsuits are pending against these two fucksticks while they were in PSB. Doesn’t this seem like a clue as to how fucked up and incompetent they are? It is funny when you think about it. Supervisors like Jim Edmondson, Larry Jacobs, Jim Farris, Heston Silbert, Rob Robinson, Mike DeBennedetto and others knew case management inside and out. The detectives under these men never were involved in scandal. They never had case management issues. Their detectives never took pictures of dead people. These lieutenants never were sued by subordinates. These lieutenents conducted monthly case management inspections. The sex crimes and kidnap capers could never occurred under these men. What reward did these men get? Nothing.
Why were these men never promoted? Instead people like Yahner, Pina, Benny Pina, Sweeney, Renteria, Zingg, Tovar, Montgomery, Crockett, Brase, Faulkner got promoted. They did not know anything about case management. Case management failure is your biggest problem. The department got exactly what it deserved for promoting incompetence instead of knowledge, respect and experience.
This is alarming. Why is Chief Pina still in place? If all of this actually occurred under his watch why he is allowed to continue?
