When Louie Anthony Tovar, Commander in the Phoenix, PD made this statement, his son was experimenting with the family dog and peanut butter!
We finally received the papers on Louie Adrian Tovar III, son of Phoenix police commander Louie Anthony Tovar and it is worse than we expected.
The first issue we have with the documents is that the entire DR we requested (police report) redacted the name of Louis Adrian Tovar and only referred to him as "ADRIAN." This was our first clue that commander Louie Tovar himself or someone who was trying to hide something, redacted these documents.
Imagine requesting a police report and the very subject and name of the Suspect or Criminal of the report is redacted? They must have thought some dumbass like Steve Soha was requesting these! This must be the first time in the history of the Phoenix PD this has happened, but it just goes to show you the lengths they will go through to protect the son of a cop and attempt to hide what we already know. We immediately cancelled our check and demanded an un-redacted copy so the world may see the correlation between father, son uncle and nephew.
But as we peruse through the papers, a few things are blatantly apparent – most notably the current disposition of this case.
The investigating officer JB (a good cop by the way and we’re sorry that we had to mention you on this blog - that’s why we purposefully used initials so you won’t register in search engines… unlike some other assclowns like Jim Pina or Andy Anderson), was promoted to Sergeant and was reassigned to patrol. This occurred on April 13, 2009. Congratulations to JB, but bad news for all of us that have kids. What this meant (or so we think) is no one picked up this case and no one continued the investigation or followed up with the county attorney’s office.
Gee we wonder why?
Actually what we think is that the Phoenix PD saw this as an opportunity to allow this case to disappear and die a slow, silent death as time passed; people would forget about a Phoenix police commander’s son who is a sexual deviant.
One of the last acts that JB did was submit charges to the prosecutor’s office on April, 13, 2009 requesting charges for Molestation and Sexual Conduct with a Minor on Louie Adrian Tovar III, from Glendale, AZ. Since we see there was no one to follow up (no replacement for JB), nothing appears to have been done.
But then there’s BadPhoenixCops.com – we’ve been destroying dirty cops since 2008 and we’re damn proud of it!

Are we so naive to believe no one in the family noticed that Adrian was asking you to change from creamy to extra chunky and slowly becoming a sommelier of Peanut Butter? Wasn’t the red flag that the dog was over-weight and wanted peanut butter on anything he ate? Didn’t the Tovar’s notice that every-time they gave the dog a pill wrapped in peanut butter, their kid was sporting a chub and the dog was wagging his tail?

But sans the redaction problem, there are still a few key things missing.
As we stated earlier, the Phoenix PD must think we are stupid and won’t notice the glaring errors of omission.
C’mon Phoenix PD!
Do you really think we are that stupid and wouldn’t notice? The Phoenix PD has to know by now that everything we receive and every request written has a Phoenix cop behind it. These good cops tell us what to request, how to request, the wording and phrases to use, and the Ops orders to cite. And then when we don’t get what we request, we have cops on the 4th floor who tell us how, why and who is involved. That’s how we operate; this is what makes an efficient dirty Phoenix cop destruction machine.
What’s missing?
So if this was turned down, where is the formal Turn Down letter on Louis Adrian Tovar? If Furthers was requested (the county attorney’s office sometimes request “further” information to prosecute), so where is this? Who is heading up this case and most importantly, where is the entire case management file so that we may make a request of Bill Montgomery to prosecute this individual?
When you read the DR you will find admission of sexual abuse to minors including the performance of oral sex in the shower on a child, bestiality that included peanut butter, and masturbating while thinking about children. And this guy freely roams the streets of Phoenix unfettered and not on any list?!!? God help us all from these dirty cops in the Phoenix PD. This creep should be in prison with a wedge in his jaw.
So what’s the good news?
The good news is Adrian did tell the investigating officer that he only had the dog lick peanut butter off of him, BUT WOULD NEVER, EVER THINK ABOUT putting his junk in his own dog’s ass.
What was the officer thinking asking such an absurd question??!?
It appears Louie Adrian Tovar was offended by such a remark. Thank God the cop didn’t ask him about the dog’s own magenta meat crayon and his thoughts on what he would do with that! We feel so much better knowing this and thankfully the dog was spared THAT humiliation.
Enjoy…but also be disgusted that this exists with the current Phoenix PD and was hidden by Jack Harris, Joe Yahner, Andy Anderson, Louie Tovar, Sandy Renteria and a whole bunch of other creeps in the Phoenix PD.

This is by far the worst story you have reported on. The mere fact that Mark Tovar wants to hide this disgusts me. His nephew should be in jail for what he did.

This is some really messed up shit! I cannot believe that this case was not filed with the county attorney! I respect the street level officers of the Phoenix PD, but something needs to be done about the command staff. Break it down and build it back up with people who know what leadership is all about, not teabaggers who have lied and cheated their way up the ranks.
Was there a pediatricians review of the images found on Adrians laptop to determine the ages of the children in the pictures? The review is a mandatory part of any child pornography investigation. The letter from the pediatrician, if one was ever completed, should be part of the impounded evidence but curiously there is no reference to the pediatricians review in the police reports.
The investigation was not thoroughly done if the child pornography was not properly investigated. Was a deliberate decision made to forget the child pornography because of the Commander Tovar influence? Perhaps because Tovars buddy Polk was beginning his prison time and Louie was similarly worried about little Adrian?
Supplement #18 by everyones friend JB did not indicate specifically what charges exactly were requested -
Molestation? Child Pornography?
When JB was promoted his caseload would have been reassigned to another detective. No supplements from that detective?
Although pended cases are supposed to be supplemented every thirty days, because this one was submitted to the County Attorney, everyone probably just passed on any further work on it because of the Commander Tovar issue. It likely sat in somebodies basket at the County Attorney - and it may still be there.
A public records request for the case management trail for the report should reveal who the next detective was after JB in this saga. This case was probably a 'hot potato' and nooooobody wanted it. Lieutenant of the CAC group at that time was Lowell Spalla.

This needs to make the papers and TV news. It is another child crime case that was ignored by detectives and supervisors. Who was the assistant chief in charge of Family Crimes at the time? I am sure he/she (no, I am not referring to Tracey Montgomery's girlfriend)knew about what was going on. They are the real culprit. Indict him/her now for failure to take action as demanded by Title 13.

Why are you protecting Jerry Barker? He had PC to book this guy and choose not to and choose to "submit the DR for review of charges". That is a cover up itself. Barker knew the right thing to do but did not. This is a shame!! This has cover up all over it, including Baker and has partner, Faust. To say Barker got promoted and the case was forgotten is also a "cop out". They all knew about this case and they did the least possible thing to not arrest or get charges filed against this guy. The victim admits it happened and the suspect confessed he did it. That should have been a booking. When Barker was promoted, his entire "que" got reassigned to probably his supervisor. This is common. BPC- You need to get the case management printout screen from the PACE system and see who this case was assigned to after Barker left and what status it what put into. There are literally thousands of unsolved cases in the "case management que" assigned to supervisors who never, ever look at the cases. This includes robberies, assaults, DV cases, homicides and every single type of crime out there, many, many with names of suspects in them who got away with, in some cases, murder, and like this Tovar case, sex crimes. For years, I mean several years, us detectives have been complaining about how broken the case management system is. Harris knew it, Yahner knows it but they refuse to do anything about it due to money to replace it. All at the cost of victim's. You get that copy of the case management printout and post it and you will get the answers you need to decipher what happened to that case. PPD know what really happened but will not admit it. It will show who transferred the case from BARKER and to who it was transferred to, along with any comments entered about the case which are never, ever part of the police report. These are public records that are never disclosed unless you ask for them. This could be very telling as to who moved the case around. And, if the county attorney sent a further, who the further went to for follow up, which will all be in the case management notes. Keep digging BPC, the answers are there, you just have to find them. And, if a further was sent, there are specific guidelines that have to be followed to insure the further has been followed up on. You might just uncover a criminal cover up to protect a known sexual predator loose on the streets. I would bet the farm on this, Yahner knows the answer to who covered this up, because it is just a computer click to get the answer, and he is himself continuing the cover up by not taking care of it. This needs to be sent to the Chief selection committee to make sure Yahner is not the one selected.
And, as for the crime scene photo stories, which common name supervises all of these detectives and supervisors who allowed to let it happen and did nothing to stop it, Joe Knott. Don't forget about this ballon knott who gets away with everything by acting like he did not know about it and like he is so outraged at what took place and he will fix it. Knott is the worst of the worst. He needs to be held accountable as the homicide unit commander.
The most disturbing part to me was the fact Tovar Jr. continued to view this "porn" just prior to his 2009 application to be an officer. What else occurred between 2006 and 2009?
Once again, Andy Anderson and Jim Pina appear to have been in charge of sex crimes when all of this was taking place.
Anderson was division commander 2006-2009 and Pina was division 2009 to present.

After thinking about this, this weekend, I want be exceptionally clear with my request. After waiting for seven months and many court wranglings; something has been lost in what I am requesting. I know what you are trying to do; but it’s too late. The Tovars can’t hide this anymore. Please feel free to forward this to Mark and Louie if it suits either of you.
I understand that Phoenix public records request procedure mandates that any records request go to the officers in question as the redactor – in this case undoubtedly Phoenix Police commander Louie Tovar and his brother Mark. This is quite apparent by the initial redacted documents. Rest assured - the last people who should be redactors on any part of these documents are Phoenix police commander Louie Tovar and the victim’s father, sergeant Mark Tovar.
I sat down with four current Phoenix police officers this weekend to fully understand how you work, how you hide and how you protect your own. This is what I want, based on my meetings. If there is any need for clarification, I expect to be contacted.
I want the full case file on Louie Adrian Tovar III, son of Phoenix police commander Louie Andrew Tovar.
I am expecting the following elements of this case:
• A fully unredacted DR that includes the name of Louie Adrian Tovar III - the suspect, and not simply listing his name as ADRIAN to hide his identity and his surname
• A fully unredacted DR that includes the DOB of Louie Adrian Tovar III- the suspect, listing it as 12-17-86
• A fully unredacted DR that includes the address of Louie Adrian Tovar III as XXXXXXX N. X4th Ave, Glendale, AZ 85308
• A fully unredacted DR that includes the name Louie Andrew Tovar – Phoenix Police commander; listing him as the father of the suspect
• A fully unredacted DR that includes the name Sergeant Mark Tovar – Phoenix Police sergeant and uncle of the suspect, father of one of the victims, and brother to Commander Tovar
• The unredacted ages of the victims. It still perplexes me why this was ever redacted? You may redact their names, but not their ages. Is this a privilege afford to Phoenix police officers?
• An unredacted file from PERB that list his employment, his reference, his mother’s name, his father’s name, and unredacted drivers’ license.
• If there was a booking photo or clear color photo – I want that too in JPEG format.

• The case management printout screen from PACE; to see who this case was assigned to after Barker left and what the current status is logged in as. This should answer two important questions for me and the public:
o When Barker was promoted, his entire queue was reassigned to his supervisor. Who was his supervisor?
o The victim admits it happened and the suspect confessed he did it. That should have resulted been a booking.
• If Further was requested by the CAO, who the further went to for follow up, which should be in the above requested case management notes.
• A Turn-Down letter – if this was turned down, I would like to see the letter.
In tandem to this request, I am also sending a request to Bill Montgomery and the county attorney’s office, to gauge the disposition on their end.
As I stated in my previous email: I would also like to be able to review all requested information to make a final determination of what items I will ultimately purchase – preferably in a private room and not in the lobby on your Grant Street facility. If the Tovar’s, Yahner himself or Edina would like be there to question my intent, I would welcome the opportunity. In the event requested items are not available for release or refused, we would like to be provided with the reason for the failure to release the public records to include in our Special Action.
Bottom Line: I know what you are all trying to do and I respect it. I have numerous sources inside the Phoenix PD telling me where to look. If I don’t receive everything by Thursday, I will submit my Special Action on Friday.
